NOTICE IS HEREBY GIVEN that a
public hearing will be held before the
City Council of the City of El Segundo
to consider the following proposed
ordinances on Tuesday, November
19, 2019, at 6:00 p.m. in the Council
Chamber, City Hall, 350 Main Street, El
Segundo, CA 90245. Interested persons
will be given an opportunity to testify.
Summary of proposed ordinances:
An ordinance adopting the California
Building Code (CBC), 2019 Edition, as
published in Title 24 of the California
Code of Regulations (CCR);

chapters of the El Segundo Municipal
Code (ESMC) will be affected by these
amendments: ESMC §§ 13-1, 13-2, and
13-9.

The CITY COUNCIL will hold a public hearing on:
Zone Text Amendment to allow and regulate Short-term Rentals
Address: All Residentially Zoned properties in El Segundo
Project Description: Proposed amendments to the El Segundo Municipal Code (ESMC)
Titles 4 and 15, to allow Short-Term Rentals of single-family residential units, accessory
dwelling units, residential condominiums, or one apartment unit through a Short-Term
Rental Unit Permit process in the City’s Residential zones. (Environmental Assessment
No. EA-1180 and Zone Text Amendment No. ZTA 17-01).
Please note that the Planning Commission has discussed short-term rental regulations
at their meetings on July 27 and August 10, 2017; on September 27, October 11, and
December 13, 2018; and on June 27, 2019. Videos of these meetings are available to
view online via the “Video/Meetings” link on the City’s website (www.elsegundo.org).
Most recently at the June 27, 2019 hearing, the Planning Commission adopted a
resolution recommending that the City Council approve the proposed amendments that
will allow short-term rentals through a Short-Term Rental Unit Permit process. The City
Council is the final decision-making body for the Short-Term Rentals Code amendments.

Environmental Determination: The proposed zone text amendment is categorically

SUMMARY OF ADOPTED ORDINANCE:
The Ordinance amends the El Segundo
Municipal Code (ESMC) by adding The
Lakes Specific Plan to the list of adopted
specific plans areas; amends the El
Segundo Zoning Map by changing the
Zoning Designation from Open Space
(O-S), to The Lakes Specific Plan (TLSP);
and, adopting The Lakes Specific Plan,
regulating development and build-out
of the project site located at 400 Pacific
Coast Highway.
The whole number of the City Council of
said City is five. The foregoing Ordinance
No. 1592 was duly introduced by said City
Council at a regular meeting held on the
15th day of October, 2019, and was duly
passed and adopted by said City Council,
approved and signed by the Mayor Pro
Tem and attested to by the City Clerk, all

FIBER OPTIC VAULT LID
REPLACEMENT PROJECT
IN THE CITY OF EL SEGUNDO

The City of El Segundo is accepting
sealed bids in the City Clerk’s office,
350 Main Street, El Segundo, California
90245, until 11:00 a.m. on:
TUESDAY, DECEMBER 17, 2019
at which time they will be publicly opened.
Bids will not be accepted after that time.
As described in the Bidding Documents,
the bids are for a public works project
(“Project”) which consists of the removal
of existing fiber optic vault lids and
replacement of new Jensen precast,
traffic rated vault lids at seven (7)
locations throughout the City, as shown
on the plans on file with the City’s Public
Works Department. The work will take
place at various locations throughout the
City of El Segundo, per plans as part of
these specifications.
Work on the Project must be performed
in strict conformity with Specifications
No. PW 19-08: Fiber Optic Vault Lid

Note that the Project is subject to
compliance monitoring and enforcement
by California Department of Industrial

City must find bids failing to comply with
all applicable Labor Code requirements

Code §§ 1725.5 and 1771.4 to be
nonresponsive.
The contractor to whom the contract
is awarded must assist in locating,
qualifying, hiring and increasing the
skills of minority group employees and
applicants for employment, as set forth in
Executive Order 11246 and 11375.
Any contract entered into pursuant to
this notice will incorporate the provisions
of the State Labor Code. Compliance
with the prevailing rates of wages and
apprenticeship employment standards
established by the State Director of
Industrial Relations will be required.
Affirmative action to ensure against
discrimination in employment practices

Prevailing Wage: Federal Labor
Standards Provisions, including
prevailing wage requirements of the
Davis-Bacon and Related Acts will

the higher of the two will prevail.
The Contractor’s duty to pay State
prevailing wages can be found under
Labor Code Section 1770 et. Seq.
and Labor Code Sections 1775 and
1777.7 outline the penalties for failure
to pay prevailing wages and employ
apprentices including forfeitures and
debarment.
Five percent (5%) will be deducted from
each progress payment and retained by
the City. The remainder less the amount
of all previous payments will be paid
to the Contractor. Pursuant to Public
Contracts Code (“PCC”) § 22300, the
Contractor may substitute securities
for retention monies held by the City or
request that the City place such monies
into an escrow account. The Contractor
is notified, pursuant to PCC § 22300, any
such election will be at the Contractor
own expense and will include costs
incurred by the City to accommodate the
Contractor’s request.
In entering into a Public Works contract,
or a subcontract, to supply goods,
services, or materials pursuant to a public
works contract, the Contractor, or Sub-
Contractor, offers and agrees to assign
to the awarding body all rights, title and
interest in, and to, all causes of action it
may have under Section 4 of the Clayton
Act (15 U.S.C. Section 15) or under the
Cartwright Act (Chapter 2 [commencing
with Section 16700] of Part 2 of Division
7 of the Business and Professions
Code), arising from purchases of
goods, services, or materials pursuant
to the public works contract or the
subcontract. This assignment shall be
made and become effective at the time
the awarding body tenders final payment
to the Contractor, without further
acknowledgment by the parties.
Bids must be prepared on the approved
Proposal forms in conformance with the
Instructions to Bidders and submitted to

right to reject any or all bids, to waive
any irregularity, and to take all bids under

Any contract entered into pursuant
to this notice shall become effective
or enforceable against the City of El
