City Manager Greg Carpenter noted that even
without vacancies, the department will still need
to use outside consultants and that the amount
requested was less than the previous year. Lee
went on to list possible service impacts (e.g.
lack of counter staffing, slower timelines) if
the Council didn’t approve the contracts. The
members voted 4-1 to proceed, though Lee said
he would return quarterly with a rundown on
“how the money is being spent.”
The final consent pull (eventually approved
unanimously) was to allocate $103,636 for six

“Lots of exciting things on the horizon have
not been solidified yet,” he said. He also
lauded the “downright solid teaching in the
classroom. We covet and take pride in the
work that we do.”
One of the personnel action items passed
by the Board was a resolution honoring the
retired R. Mark Walker, who worked maintenance
for Wiseburn for 37 years. District
Maintenance Supervisor Bill Denney emailed
that Mark was an “incredible asset to the
Wiseburn family. His overall knowledge of
locks, doors, radios, computers and much
more is outstanding, and it will be tough
for anyone to follow. Mark has helped me
for the last 21 years in small, daily tasks,
remembering where something is, or what
happened to this or that.”
In other news, the District schools have
wrapped up their back-to-school nights. At
Cabrillo Elementary, Principal Lisa Baggio
emailed about recent events, including the
success of the CGI math family night, and
the popular Coffee with the Principal program.
Cabrillo has also established a new mission
statement “to nurture the whole child to love
learning.” The new mission statement was the
benchmark utilized to develop goals for the
year in English Language Arts, Research and
Inquiry, and English Language Development.
While the Nov. 6 elections may be contentious
in some school districts, at this time it appears
that the three seats up for grabs in Wiseburn will
continue to be held by Israel Mora, Roger Banuelos
and Nelson Martinez. They are all seeking
reelection and are currently running unopposed.
The next regularly scheduled open session
of the Wiseburn School Board is set to commence
at 7 p.m., Oct. 11, on the first floor of
Wiseburn High School. •

A notable consent item that went through
without further discussion was the second reading
and final adoption of the Smoky Hollow
Specific Plan complete with final changes the

goes into effect 30 days after Tuesday’s vote.
During presentations, Police Chief Bill
Whalen introduced new HR Analyst Marilyn
Dyson, who will focus on recruitment and
retention on a contract basis; and new Police
Assistant 1 Alejandra Rivera, who will work
in the Records Division.
Donovan accepted a proclamation for Fire
Prevention Week set for Oct. 7 to Oct. 13. He
stressed the importance of fire safety practices
such as testing smoke detector batteries every
six months and practicing escape routes with
loved ones.
West Basin Municipal Water District Division
IV Director Scott Houston provided a presentation
on agency happenings, including a revived
turf replacement program that pays residents
$1 a square foot up to 1,500 square feet; and
a grant program (up to $1,000) for drinking
fountain stations. He announced that this year’s
Water Harvest Festival (Oct. 20 from 10 a.m.
to 2 p.m.) will be a block party on Hughes
Way since West Basin’s El Segundo facility
is undergoing construction work. Houston also
reported that more rain barrels will be available
in January. •
