news to pump out faster. Commenting on the
Sept. 17 safety flare, Councilmember Scot
Nicol said, “All people wanted to really hear
was, ‘It’s okay… Chevron is not exploding.’”
Councilmember Don Brann issued a reminder
that such incidents are few and far between.
“We have the safest refinery here in El Segundo
with a great track record. These kinds of things
can happen,” he said.

Also on Tuesday, Planning and Building
Safety Director Sam Lee provided an update
on accessory dwelling unit (ADU) construction
in town since the Council adopted an ordinance
regarding these structures in July 2017. The
first 12-month period saw 36 ADUs in various
stages --- with 13 attached to or over a garage,
22 detached/stand-alone (new or converted)
and one inside a house. Sizes range from just
over 300 square feet to the maximum allowed
1,200. The average size is 750 square feet. Lee
said four of the units are at 1,200. He added
that activity has ramped up over the last six
months with nearly double the number of
ADUs (23) during this period as compared
to the first six months (13).
In 2017, the Planning Commission recommended
capping ADU sizes at the state minimum
requirement of 800 square feet and not allowing
them to be stand-alone (but rather attached to
a garage or existing structure). The members
also proposed a covenant that the owner must
occupy one of the units on the property. The
Council ultimately opted to increase the size
to the maximum allowed 1,200 square feet and
to allow detached structures. Boyles explained
the reasoning for the latter decision. “We felt
homes with a garage in front of the property
have a distinct disadvantage,” he said of the
ability to add ADUs in that scenario.
Seeing the marked increase in ADU activity
since the beginning of 2018, the Council asked
staff to monitor the situation. “We don’t’ want
to turn into a city of duplexes in an R-1 zone,”
Mayor Pro Tem Carol Pirsztuk warned.
Tuesday was the first reading (adoption
scheduled Oct. 18) of an amendment to the
El Segundo Corporate Campus specific plan to
allow new buildings to have balconies closer
to the street and thus be more architecturally
appealing. The impetus for the change was a
request from applicant Bill Messori on behalf
of EVA Airways Corporation for the latter’s
new headquarters office across the street from
the soccer fields. EVA will assume the top
two floors of the south building. The parcel in
question has 35 units (2,500 square feet per)
for sale – all with balconies and patios – over
multiple buildings.
The consent agenda contained several pulls,
with Brann voting against a $75,000 contract
with long-time lobbyist High Point Strategies
(HPS) regarding LAX-related advocacy services.
He called the amount “pocket change” and
said the City of El Segundo ought to spend a
“couple of million” out of reserves to advance
its position with airport officials. While not
against lobbyists in general, Brann said, “We
need to have the right ones and do much, much
more.” Boyles begged to differ, lauding HPS’
recent efforts and adding that the City spends
quite a bit on LAX with several other firms.
The item passed by a 4-1 vote. Later, the mayor
spoke of recent talks with Ontario and other
airports to move towards regionalization in order
to address the projected future passenger glut
(over 110 million annually) at LAX.
Brann also dissented on five items calling for
various consulting contracts totaling $475,000
for plan check and inspection services. Lee
elaborated on the difficulty of filling in-house
staff positions and the need for consultants.
He said that in a number of cases, the latter
group also serves “as an extension to staff
when developers want a dedicated planner.”
