lutely vital in getting residents to understand
the reasoning behind such decisions as well as
making sense of the actual numbers. “Naturally,
people want information when they want it and
almost ‘on demand’ nowadays in our social media
environment,” he said. “But unfortunately, some
people tend to assume the worst—so we must
find creative ways to be accessible, responsive
and informative. As a city, we are working on
a strategy to do a better job of maintaining
a two-way dialogue with all residents, businesses
and stakeholders. In the case of the
aquatics fees, a few posts were launched on
Facebook… which has normally been an extremely
effective tool for getting people engaged
and for disseminating information. However,
City representatives find themselves repeating
information many times over. Our revamped
website that is debuting in the near future will
serve as a knowledge base or repository of sorts
where facts and information can be sourced
when these dialogues occur. Furthermore, in
this particular example, we should have done
a better job of anticipating concerns, questions
and ideas. A ‘Frequently Asked Questions’
forum would certainly help that.”
Enhancing customer service and engagement
is a top priority for Boyles and is also
number one on the list of five objectives the
City Council set in its long-range strategic plan.
Through implementation of a Net Promoter
Score methodology, staff can now quantifiably
measure how residents and businesses feel
the City is doing in serving needs and wants.
“We learned a lot from the first pass and are
working on collecting these data points at
the transactional level as well,” Boyles said,
adding that this was a rigorous, collaborative
effort across all departments.
The mayor uses the other strategic plan objectives
as his points of guidance for reaching
short- and long-term goals. In the area of supporting
community safety and preparedness,
Boyles noted that the City and schools continue
to collaborate closely in an increasingly uncertain
environment given the spate of incidents
across the country in the recent past. “Emergency
Management Coordinator Randy Collins is
working hard to protect our city while preparing
our residents and businesses through measurable
goals related to training and responses,”
he said. “The Fire Department is implementing
new technologies to expedite response times…
and we are executing strategies to attract, hire
and retain our public safety professionals.”
Within the goal of developing as a choice
employer and bolstering workforce development,
Boyles reported that the City conducted its first
employee engagement survey from which it
learned about opportunities for improvement.
He added that recent talks with union groups
showed progress after previously stalling. “We
will be instilling a performance management
culture where expectations are clear, employees
receive feedback on a regular basis and our
people are developed both professionally and
personally,” Boyles said.
In developing quality infrastructure and
technology, Boyles pointed to the creation of
the Technology Committee comprised of highly
qualified El Segundo volunteers helping to shape
the city’s future needs in this area. “There is
much work to do in this arena with something
like three dozen technology initiatives that are
either needed or are highly desirable,” he said.
“We will also continue to find opportunities
to invest in our much-needed facilities that
benefit the youth, elderly and general public.”
Last but not least, Boyles emphasized the
importance of championing economic development
and fiscal sustainability as a way to
shore up the future for generations to come. He
credited the Economic Development Advisory
Council (EDAC) and El Segundo Chamber of
Commerce for partnering with the City to build
brand awareness in the business community.
“We will continue to grow our commercial base,
which supports over 95 percent of our town’s
budget, while we consciously maintain the
charm of our quaint community,” Boyles said.
While many challenges in recent years are
relatively new to the local landscape, others
have been present in varying degrees for decades.
For instance, the impacts from ongoing
and future airport modernization promise to
loom larger than they have in a number of
years. “The airport has far exceeded the old
theoretical limits of roughly 78 million annual
passengers and estimates have the hub exceeding
well over 100 million annual passengers
in the not-too-distant future,” Boyles warned.
“We will continue to balance coalition-building,
collaboration and legal action when necessary
to protect our interests.”
An advocacy role with Los Angeles World
Airports is one of Boyles’ more notable outside
duties through the Council. In addition to taking
on more speaking engagements and meetings
on behalf of the City, he also tacked on several
new assignments on top of his previous duties
the prior two years. He took just-retired
Councilmember Mike Dugan’s spot on the
Independent Cities Risk Management Authority,
joined the LA County Sanitation District
5 Board, is now delegate for the South Bay
Council of Governments (and is on the steering
committee), chairs the Disaster Council and
City/School Affairs Committee and serves on
the Environmental Committee and LA County
West Vector District Council. Boyles also implemented
what he calls “Mayor’s Open Hours”
where he makes himself readily available at
The Blue Butterfly to hear from citizens while
sipping a cup of Joe. “I have already hosted
two of these public gatherings and they have
been incredibly insightful,” he said.
Calling it “an absolute honor” to serve as
leader of a strong group of Council members,
Boyles looks at the unit as more of “a circle of
brainpower, trust and respect than a pyramid.”
In his mayoral position, he hopes to take what
he learned the past two years and put that into
more direct effect. “I will have to be more
cognizant of keeping a wider perspective since
being the mayor means not just expressing
my opinion in a meeting, but also facilitating
the expression of others to allow 360 degrees
of listening and understanding before helping
the group make the best choices for our
city,” he said.
That group will have a new point person to
work with in about a year when current City
Manager Greg Carpenter retires in 2019. “We
have been fortunate to have a locally born and
raised city manager who is knowledgeable,
responsive and adaptable,” Boyles said. “Greg
has been instrumental in this city for many
years.” In the coming months, the Council will
begin the process of finalizing criteria to recruit
for a new city manager to succeed Carpenter.
Boyles views the concept of understanding
key success criteria and moving people and
resources towards clearly communicated common
goals as the pathways to making significant
progress. “I have spent my entire career leading
and developing others and take great pride
knowing that I have and continue to prepare
the next generations of compassionate leaders
through my work with the City, my expansive
workforce and my community involvement,” he
said. Boyles pointed to his background as an
entrepreneur who has owned and operated many
companies and evolved into “a skilled dealmaker,
negotiator and facilitator.” He was leader and
former policymaker for a 12,000-member global
organization, was a former Big 5 management
consultant and problem-solver, and is father of
two generations of children in town. “These
diverse experiences help me understand and
relate to people from many backgrounds as
well as role modeling service before self -- a
key element of leadership,” he said. •
