members to provide input and feedback regarding recommended revisions to the District’s
Long Range Facility Master Plan. ESUSD is committed to providing our children with a high
quality instructional program. Focus groups made recommended plan revisions based upon
the needs at each school site.

In response to the Moms
Demand Action Story
It’s a story that still haunts me. A faculty
member, at the university where I was working,
went to Back to School night with his
wife, leaving his two children with their
grandmother. While grandma was downstairs
watching tv with her granddaughter, her
grandson was upstairs, where he found the
family gun, found the bullets which were
stored separately, loaded the gun and accidentally
shot himself. He did not survive.
That is one of the reasons I decided to join
the South Bay Chapter of Moms Demand
Action for Gun Sense in America. Rather
than focusing solely on eliminating school
shootings, this group’s mission is to make
our South Bay community safer, as well as,
advocating for common sense gun reform
legislation. The energy at the first South Bay
meeting was exciting, with moms, dads and
grandmothers like me filling the room. It was
a diverse crowd, reflecting the fact that Moms
Demand Action is a grassroots organization.
I don’t want to get into a tit-for-tat debate
about gun safety, but I do want to share a
few statistics: A Center for Disease Control
study showed that every day four children are
shot and killed and 19 kids are hospitalized
for gunshot wounds; of teens who have attempted
suicide, 40% had access to a gun in
their home. In closing, I’m proud that Amy
Howorth, the Mayor of Manhattan Beach, has
joined Mayors Against Illegal Guns with the
unanimous support of City Council.

New to MDA-South Bay
Only recently have I been active with
Moms Demand Action South Bay Chapter,
they are a nonpartisan grassroots organization
for gun safety and encouraging community
gun safety dialogue.
I have focused my efforts into letting my
state representatives know that I support
gun safety bill AB 2103 which mandates
that applicants for concealed carry weapons
permits would need to receive a minimum
of eight hours of training on firearm safety,
handling, and technique. Under current law,
no minimum training time is standard.
My making phone calls and monitoring the
progress of state legislation will be, I hope,
the beginning of change for our families and
our community.

Democrat gun control laws are deeply
rooted in racism. One of the earliest American
gun control laws was enacted in Georgia
in 1640, to prohibit people of color from
owning or possessing firearms. The Republican
southern states in the Civil War and freed
their slaves, but Democrats created the Ku
Klux Klan, which functioned as the terror
wing of the Democratic Party to terrorize
southern black Republicans.
The National Rifle Association was founded
in 1871 by a Union Army general and colonel
who fought to end slavery, to teach firearm safety
and proficiency. The NRA trained blacks with
firearms to defend against the KKK.
Democrats enacted gun control laws to ban
affordable firearms, that could be selectively
enforced to disarm blacks. The Democratic
Party still uses gun control laws and selective
enforcement to disarm law-abiding blacks,
other minorities, and the poor. This increased
crime in minority communities.
Democrat gun control laws violate a woman’s
right to choose to own and carry self-defense
firearms to protect against stronger criminal
males who can easily beat, rape, torture, and
murder unarmed women. They also discriminate
against the elderly and other weaker people.
The NRA and Republican Party support the
right of all law-abiding Americans – including
women and minorities – to choose to own and
use self-defense firearms, but the Democratic
Party and their fake gun safety organizations do
not. We must vote against anti-gun Democrats
to restore and protect self-defense rights.
There are real gun safety organizations such
as SAAMI and NRA, but New York City billionaire
campaign organization, “(Not) Everytown for
(Fake) Gun Safety”, and its front-group, “Moms
Demand Action for Gun (Non)Sense”, are not
among them.

Captain Evanski Retires
After 29 Years at ESPD
We would like to congratulate Captain Brian
Evanski who has retired after 29 years of service.
Captain Evanski was hired in 1989 and attended
the Los Angeles County Sheriff’s Academy. He
has worked a variety of assignments including
tours as a patrol officer, SWAT member and
detective in what was then known as the
West Regional Burglary Team. In 1994 he
was promoted to the rank of sergeant and in
1999 he achieved the rank of lieutenant. As he
promoted up the ranks, he continued to serve the
Department as the Communications Manager,

ESPD Looks to
Help Local Homeless
Community Lead Officers John Deer and
Marco Lemus have focused much of their time
and effort finding solutions to help the homeless
in El Segundo. Recently, they were able to
assist a 23-year-old young man living on the
streets in El Segundo and got him housing at
a transitional aged youth home called Home
At Last (www.homeatlastcdc.org). Officers
received a tour of the facility and saw firsthand
the hearts and minds involved in creating
a better life for people and families in need.
The El Segundo community has long expressed
an interest in learning how they can
help with homelessness. Staff at this transitional
living facility provided a list of items needed
to sustain a healthy and sanitary environment
for those in their shelter before the transition
back into a life off of the streets:
• Men and women’s undergarments
• Blankets and sheets
• Personal hygiene items: toothpaste/brush,
shampoo, deodorant, toilet paper, soap, etc.
• Usable clothing, business attire for job
interviews, etc.

real gun safety organization, with more than
5 million dues-paying members. The NRA’s
112,000 NRA Certified Firearm Instructors and
Range Safety Officers, and 12,000 NRA Law
Enforcement Firearm Instructors, reach over
800,000 people annually. The NRA’s Eddie
Eagle child safety program has been used by
more than 26,000 schools, law enforcement
agencies, and civic groups to reach more than
26 million children since 1988.
Thanks in large part to the NRA and SAAMI,
the fatal gun accident rate has declined 94%
since 1904, contrary to the hysteria and fearmongering
by anti-gun soft-on-crime liberal
Democrat politicians and their supporting
campaign organizations. And from 1991 to
2012, the total violent crime rate declined 49%
to a 42-year low, and the murder rate declined
by 52% to a 49-year low.
Liberal Democrat politicians enact counterproductive
“gun control” laws targeting
law-abiding Americans as a smokescreen to
cover-up their soft-on-crime policies and voting
records.

Gun Control
Increases Violent Crime
The last 40 years of the most complete and
accurate scientific research shows gun control
increases violent crime, and never reduces
crime, costing thousands of lives each year,
and endangering everyone including those who
choose not to own firearms.
The four-year federal Wright-Rossi Study
(conducted 1977-1981), found all U.S. gun laws,
individually and cumulatively, completely failed
to reduce or control violent crime. The 2004
National Academy of Sciences study found no
evidence that gun control laws are effective.
Extensive research by Professor Gary Kleck
and John R. Lott found that firearm ownership
by ordinary non-violent, law-abiding people
reduces violent crime. More than 15 studies
found there are 764,000 to 3.6 million defensive
gun uses per year by ordinary Americans,
usually without shooting.
There are 21 mechanisms by which gun
control increases violent crime, including the
following. Gun control:
1) Shifts the balance of power to favor
criminals;
2) Destroys crime control effect of armed
citizens who stop crimes;
3) Destroys specific deterrent effect of armed
citizens, where criminals avoid victimizing
people who may be armed;
4) Destroys general deterrent effect of armed
citizens, where criminals commit fewer crimes
in areas with higher firearm ownership;
5) Creates “gun-free” Helpless Victim Zones
and advertises them to criminals;
6) Wastes limited criminal justice resources
by targeting the wrong people;
7) Diverts attention away from real and effective
crime control solutions;
8) Liberal politicians use gun control to
cover-up their soft-on-crime records and their
failure to support real solutions.

Preserving America’s Freedom
I encourage El Segundo residents to participate
in the Super CPR Saturday training
at City Hall on May 19. Mike Robbins recommended
creating this free CPR training
program for residents during a City Council
meeting when he served on City Council in
the 1990’s. It teaches real safety that can
save lives, unlike New York City billionaire
Michael Bloomberg’s dangerous anti-selfdefense
lobby, “Everytown for Gun Safety”,
and its front-group “Moms Demand Action
for Gun Sense in America”.
Mr. Usher (5/10/18 letter) claimed “The
NRA is a powerful lobbying organization.” The
NRA’s effectiveness comes from its 5 million
dues-paying members, and because it has the
Constitution and the facts on its side. The
NRA has been a real gun safety organization
since 1871. It was not until 1975 that the NRA
established its Institute for Legislative Action
(ILA), after the Democratic Party enacted the
national Gun Control Act of 1968, which like
so many following Democrat gun control laws,
did not recognize self-defense as a legitimate
reason to own a firearm.
NRA-ILA works to preserve the right of all
law-abiding individuals, including women and
minorities, in the legislative, political, and legal
arenas, to purchase, possess and use firearms
for legitimate purposes as guaranteed by the
Second Amendment in the Bill of Rights.
NRA-ILA is America’s most important civil
rights organization for preserving America’s
freedom. That’s why leftist politicians who
are addicted to power and attack America’s
Constitutional protections of freedom fight the
NRA instead of crime and criminals.
