-- were invited to the two town halls to give
their feedback. Fifteen members of the public
took advantage of the opportunity last Thursday.
Moore initially addressed the assembled
group, noting the proposed additions to the
LRFMP at each District site, as well as potential
revisions that have been tabled at this time.
“Our goal tonight,” she said, “is to really dig
in and get your feedback.” Moore spoke of a
“booming” economy, which she said leads to
construction costs escalating. These increasing
costs have forced the District administrators
and Board members to revisit the LRFMP and
prioritize where funds would be best spent. She
said that after the May 17 town hall meeting,
a survey will be sent to parents, as well as
all ESUSD employees, to ascertain the key
priorities for all stakeholders.
Moore talked of the review process going
“back to the drawing board.” The review focus
group included stakeholders impacted by future
District spending. They looked for line items
in the 2016 document that can possibly be
scaled back. “What is the need and how can
we better fine-tune and meet the needs that are
most imminent,” Moore explained.
Campus safety concerns have escalated recently
in the wake of the February Parkland,
Florida high school shooting tragedy that
resulted in the death of 17 people -- and last
Friday’s campus shooting at a high school
in nearby Palmdale. Moore said the District
views securing campus safety as goal number
one. The District is working with a safety
consultant, she said, who has walked all of
the school sites and made recommendations
about needed upgrades.
Three items appeared on the to-do lists for
virtually all the campuses, including new, safe
perimeter fencing; a campus power upgrade
(necessary because of electrical adjustments
required as more digital technology is introduced)
as well as new structures; and the
ability to provide “innovative, Next Gen learning
environment, including flexible furniture,
casework and teaching stations.”
“What we are looking at,” Moore continued,
“is trying to have a standardized tech package
for all of our classrooms.” District Director
of IT Technology Danny Gauna was in attendance
and briefly explained the need for
tech classroom upgrades.
One of the improvements recommended at
El Segundo High School was custom perimeter
safety fencing. The scope of a new multipurpose
music/concession building has been
scaled back, as has a considered upgrade to
the existing engineering building, with only
the windows addressed in the current plan.
Of El Segundo Middle School (ESMS), which
has not been “touched” in 20 years except for
air conditioning,” said Moore, “there are some
needs here.” The only addition to the 2016 plan
is the new, safe perimeter fencing. A new, twostory
gymnasium had been contemplated, but
has now been scaled back. Moore added that in
the South Bay, ESMS is the only middle school
that will not have a gymnasium next school
year. She noted that sports and athletics are
a big part of our town and that a gymnasium
will help promote “wellness for our kids.”
Dr. Melissa Gooden, first-year principal
at ESMS, said that the biggest needs on
her campus are “the renovation of the front
entrance, fencing and the addition of a gym
facility.” Off the drawing board at this time
was a consideration to install artificial turf
on the grass field, which has turned out to be
“cost-prohibitive.”
At Center Street School, which Moore said
has “the least amount of needs,” a couple of
items listed in the 2016 plan -- including a new
modular classroom building and an existing
modular classroom conversion modernization
-- have been deleted from the LRFMP because
that work has already been completed. Center
Street Principal Martha Monahan believes
that “the greatest concern of our community
is student safety, which is why securing all
ESUSD sites is our top priority.”
Richmond Street School (RSS) has multiple
needs, including a new, safe and welcoming
front entry, new exterior campus windows,
and new, outdoor “solid shade” structure for
kindergartners. RSS Principal Dr. Alice Lee
commented, “The greatest facility needs on
our campus are securing the front entrance of
our site, and the new building proposed in the
LRFMP,” noting the addition of a new building
would “ensure the most optimal learning
environment for our students.”
At the Arena High/Eagles’ Nest campus,
the number one priority has been deemed
new restrooms in each of the classrooms. In
a post-meeting email, Eagles’ Nest Executive
Director Guadalupe Grijalva said she felt the
additional restroom capability was a must and
would “facilitate children coming and going
into the restroom, as well as increase our
license capacity.”
After Moore provided her run-down, School
Board President Emilee Layne spoke to attendees
about the LRFMP and the possible
school bond ask. “This isn’t something that
we just threw together,” she said. “Our goal
wasn’t to go for a certain amount of [bond]
money,” noting the District had brought “in
experts, stakeholders, administrators, teachers
and students,” to discern critical needs.
Layne mentioned the “elephant in the room”
-- spending the $22.625 million received by
the District for the sale of the surplus Imperial
Street property. She noted that the District first
tried to lease the property, but that plan never
came to fruition. It eventually was able to sell
the property, and the Board decided last summer
to invest the assessed value of the land
($16-million) and utilize the balance of the
funds for much-needed facility upgrades. She
pointed out that the Board wanted to develop
an ongoing revenue stream for the funds while
also addressing current needed upgrades in
order to be “good stewards” of the Imperial
Street monies.
Layne added that the Board is not set on
a “number” for the proposed bond ask, and
at this point is not sure she will vote for a
bond. “We want to hear from you guys,” she
told the audience. The last bond ask that came
before El Segundo voters passed in 2008 at
the amount of $14 million.

May 17, starting at 6 p.m. in the El Segundo
High library, located at 640 Main St. •
