Obituaries
Stephanie “Stevie” Ree Osnower
Beloved wife, mother, grandmother,
and great-grandmother,
Stephanie “Stevie” Ree Osnower
passed away at the age of 86,
at the Heron Place in Nampa,
Idaho on December 19, 2018.
Stephanie was born February 25,
1932 in Kansas City, Missouri
to Pete and Fannie Pesmen. She
married Jerome Osnower (who
passed away earlier in 2010)
on October 25, 1953, beginning
their inspiring 56 year marriage. They
raised their family and lived in the amazing
City of El Segundo, CA for 50 years.
Stephanie supported her husband, Police
Captain of the El Segundo Police Department,
by staying home to help raise their
children. She worked part of the time at the
elementary schools as a lunch lady, Girl Scout
Leader, and Coleman Antiques. She loved
to collect antiques! Stephanie
was a survivor in every sense
of the word! Battling benign
brain tumors twice, breast
cancer, and severe arthritis, she
lived for her family. Survivors
include her daughter and sonin
law, Lisa and Neal Nakama,
residing in Torrance, CA;
daughter, Amy Osnower and
grandson, Shannan Osnower,
residing in Meridian, ID; son
and daughter-in-law, Gary and Christina
Osnower and granddaughters, Brittany, Catherine,
and Natalie Osnower, and great-grand
daughter Rosalie England residing in Meridian,
Idaho; and many nieces and nephews.
Stephanie will be greatly missed and wishes
for her ashes to be spread in the mountains
of Idaho, which will take place in April
with family. •

Not Happy About Tax
The City of El Segundo and the City Council
ought to be ashamed of its backdoor attempt to
defraud the citizen taxpayers on trash services
by availing themselves of the bogus Prop 218
negative voter ballot dodge. Prop 218 was intended
to allow citizens to protest a proposed tax
fee, assessment or whatever name an increase
is called. Local governments realized a small
percentage of recipients of the bland mailing
envelopes would ever open them, especially
in the flood of holiday mail.
After receiving my envelopes (4) and recognizing
what they were, I contacted a large
number of neighbors around town, and advised
them to look for the mailing. The majority
had tossed it, not realizing its import. All but
a few were able to retrieve their mailings,

and return them, protesting the increase and
changed services proposed. And what were
the numbers of ballots sent out, and ballots
returned? This is vital information that the
Council must disclose if it wants to be seen as
‘transparent”. The proposed automated system
is totally inappropriate in our community.
And the claimed “fact” that El Segundo is
one of only three cities in Los Angeles County
using manual trash collection has absolutely
no bearing on our residents’ desires. That
is why El Segundo is independent of the
County!!! Since when? Oh yeah. January
18,1917?? By the way, is the City going to
reduce each single and two unit parcels taxes
by the same dollar amount charged herein?
Somehow I doubt it...
