Ann–but one of the faults of the film is that
it underwrites the rest of the characters in
the service of Driver (perhaps because he
was attached to the film since Leos Carax
saw him in Girls eight years ago when he
was first pursued for the part).
And then of course, we need to mention
the nature of baby Annette herself, whose
hilariously marionette-like characterization
as an actual wooden puppet provides
the film’s silliest and un-serious depiction,
further poking at the charade of the whole
thing. And yet, there’s still a soft and gentle
beauty in Annette’s presence, which counters
Henry’s forgone depravity, but fails to reach
a real emotional impact. There are themes
of art and love and life and death interwoven
throughout Annette but you’ll have a
much more enjoyable time if, instead of
looking for an experience that will leave you
emotionally floored, you give yourself over
to a strange world that is sure to leave you
in awe, for better or worse.

B. SCOPE OF WORK: This Call for Pre-
Qualification Application and Bids involves the
Renovation of the Emergency Operations
Center located at 1 West Manchester Boulevard,
Inglewood, California 90301. This Project will
be awarded to the lowest responsive and
responsible pre-qualified bidder pursuant to
this Call for Pre-Qualification Applications and
Bids process. The Project is commonly known
as and/or referred to as Renovation of the
Emergency Operations Center.
Scope Overview:
The Project will consist of the scope of work
as generally described below:
This project will encompass the renovation
of an existing EOC facility located in the subbasement
in the Inglewood City Hall Complex.
Improvements will include, but are not limited
to, the following: Demolition of portions existing
stud walls, saw-cutting concrete floors, and
CMU walls, construction/installation of new
MEP devices and systems, floor coverings &
millwork. Construction of a raised floor, new
ADA accessible restrooms with new fixtures,
ADA compliant parking spaces, new EOC
Command Center, conference rooms, break
areas and all associated MEP and finishes, new
emergency generator (~30kw). Installation of
new millwork, FFE, AV and IT devices, cabling
and network devices. Contract to include commissioning
and training of City Staff.
An EOC is a central command and control
facility responsible for carrying out the principles
of emergency preparedness and emergency
management, or disaster management functions
at a strategic level during an emergency,
and ensuring the continuity of operation for the
City of Inglewood. The City’s current EOC is
outdated, undersized and lacks the necessary
capabilities to effectively manage a major crisis.
In light of the City’s current growth and development,
it is important that the City plan now
for the overarching emergency management,
coordination and recovery needs, if and when,
a disaster strikes. One of the main goals of the
City for this Project is to have it completed and
properly functioning before the Super Bowl is
held in February 2021.

please see, without limitation, Attachments W
and X to this document, which are the Technical

The Contractor and the Subcontractors, of every
Tier, shall be registered with the Department of
Industrial Relations pursuant to Labor Code §§
1725.5 and 1771.1 for the duration of time that
Contractor is performing the Work under the
Contract Documents. Neither Contractor nor
any Subcontractor shall be qualified to submit
a Bid/Proposal or be listed in a Bid/Proposal,
subject to the requirements of Section 4104
of the Public Contract Code or engage in the
performance of Work under the Contract Documents
unless currently registered and qualified to
perform public work pursuant to Section Labor
Code §1725.5. Contractor shall not enter into
any subcontract without proof of the potential

public work on a public works project (awarded
on or after April 1, 2015) unless registered

All contractors and subcontractors must furnish
electronic certified payroll records to the Labor
Commissioner for all new projects awarded on
or after April 1, 2015. The Labor Commissioner
may excuse contractors and subcontractors on
a project that is under the jurisdiction of one of
the four legacy DIR-approved labor compliance
programs (Caltrans, City of Los Angeles, Los

to compliance monitoring and enforcement by

1777.5 and 1777.6 of the Labor Code
concerning the employment of apprentices

shall comply with the requirements of said
sections in the employment of apprentices.

and administration of the apprenticeship

Also, Amendments to Assembly Bill 219
became effective on July 1, 2016. The amendments
made the following changes to Labor
Code section 1720.9: a company hauling
or delivering ready-mix concrete for a public
works contract shall perform the following:
(1) Register as a public works contractor; (2)
Submit a certified copy of the payroll records
required by subdivision (a) of Section 1776 to
the party that engaged the company and to
the general contractor within five working days
after the employee has been paid, accompanied
by a written time record that shall be certified
by each driver for the performance of job duties;
and (3) Ready-mix concrete companies’
requirement to submit payroll online to DIR
using its electronic certified payroll reporting
system is temporarily on hold.
Notice is hereby given that the City Council
has ascertained the prevailing rates of per
diem wages in the locality in which the work
is to be done for each craft or type of workman
or mechanic needed to execute the
Contract in accordance with the provisions of
Section 1770, etc. seq. of the Labor Code;
said prevailing rates are on file in the Office
of the City Clerk and are incorporated herein
by reference. Copies shall be made available
to any interested party on request.
Attention is directed to the provisions of Public
Contract Code Section 10164 concerning
Contractor’s licensing laws. This Contract
requires a Class A Contractor’s License. In
addition, a City of Inglewood business license
will also be required.
The successful bidder must obtain, and maintain
current until completion of the Project, an
Inglewood City Business License.
