Where in the hell is Orangevale, CA?
It’s 20 miles NorthEast of our State capital,
Sacramento. Me and my dear wife, Linda,
aka FOL (formerly called old lady) moved
up here two years ago next week. After 40
some great years in Hawthorne, it was time
to make a move. This community has a
hint of rural but is surrounded by Sacramento
suburbs. Most of the lots are a half
of an acre or more in size. So, we have the
best of both worlds. Linda likes the close
by shopping, at least when it’s open, and I
like the country feel. It’s a down to earth,

WHAT’S BEING PLANNED? The California Department of Transportation (Caltrans) in cooperation with
Los Angeles County Metropolitan Transportation Authority (Metro) are evaluating alternatives to convert
the existing high-occupancy vehicle (HOV) lanes to dynamically-priced, high-occupancy toll (HOT) lanes,
also called ExpressLanes, in the eastbound and westbound directions of Interstate 105 (I-105) in Los
Angeles County from the terminus of the existing HOV lanes west of Interstate 405 (I-405) in the City of
Los Angeles to Studebaker Road in the City of Norwalk. The I-105 ExpressLanes Project (Project) limits
include installation of a new overhead tolling system and signage. Caltrans, as assigned by the Federal
Highway Administration, is the lead agency under the National Environmental Policy Act (NEPA) and the
California Environmental Quality Act (CEQA).
WHY THIS NOTICE? Caltrans has studied the eects that the proposed Project may have on the
environment and community. The results of these studies are summarized in an environmental document
known as a Draft Environmental Impact Report/Environmental Assessment (EIR/EA).The supporting Draft
EIR/EA and Project Report technical studies, as well as printed copies of the aforementioned reports, are
available upon request. The purpose of this notice is to inform the public of the availability of these draft
documents to any interested individuals, to provide the public an opportunity to comment, and to notify
the public of an online presentation and Q&A (details below). Note: questions submitted for the Q&A will

Minimum contract term is one (1) year.
Quoted prices must stay in effect for one (1)
year after award of bid and may be extended
upon mutual consent of District and Contractor
for an additional two (2) years in accordance
with provisions contained in Education Code
Section17596 and the bid documents.
There will be a mandatory Pre-Bid Conference
on Friday, June 26, 2020 at 10:00AM Sharp
at Kornblum School, 3620 West El Segundo
Blvd, Hawthorne, CA 90250. We will gather
in the parking lot. Please allow enough time for
parking due to parking restrictions in the area.
Any Contractor bidding on the Project who fails
to attend the entire mandatory conference and
job walk will be deemed as non-responsive
bidder and will have its bid returned unopened.
Due to the current mandate regarding social
distancing to prevent the spread of COVID-19,
anyone attending the Pre-Bid Conference shall
at all times maintain a distance of six feet from
other people and shall at all times wear a
face covering. It is further recommended to
use gloves while attending the Pre-Bidder’s
Conference and If not compliant, the company
representative will be asked to leave and the
company shall be deemed non-responsive.
Each bid must strictly conform with and be
responsive to the Contract Documents as
defined in the General Condition s.
It is each bidder’s sole responsibility to ensure
its bid is timely delivered and received at the
location designated as specified above. Any
bid received at the designated location after the
scheduled closing time for receipt of bids shall
be returned to the bidder unopened.
Bid Security. Each Bid Proposal shall be
accompanied by Bid Security in an amount
FIVE HUNDRED DOLLARS Failure of any Bid
Proposal to be accompanied by Bid Security
in the form and in the amount required shall
render such Bid Proposal to be non-responsive
and rejected by the District.
No Withdrawal of Bid Proposals. No Bidder
shall withdraw its Bid Proposal for a period of
ninety (90) days after the award of the Contract
by the District’s Board of Education. During this
time, all Bidders shall guarantee prices quoted
in their Bid Proposals.
Substitute Security. In accordance with the
provisions of California Public Contract Code
§22300, substitution of eligible and equivalent
securities for any monies withheld by the District
to ensure the Contractor’s performance under
the Contract will be permitted at the request
and expense of the Contractor. The foregoing
notwithstanding, the Bidder to whom the Contract
is awarded shall have thirty (30) days following
action by the District’s Board of Education to
award the Contract to such Bidder to submit
its written request to the District to permit the
substitution of securities for retention. The failure
of the Bidder to make such written request to
the District within said thirty (30) day period
shall be deemed a waiver of the Bidder’s rights
under California Public Contract Code §22300.
Waiver of Irregularities. The District reserves
the right to reject any or all Bid Proposals, or
to waive any irregularities or informalities in any
Bid Proposal or in the bidding.
Award of Contract. The Contract for the supplies,
if awarded, will be by action of the District’s
Board of Education to the responsible Bidder
or Bidders submitting the lowest responsive
Bid Proposal. The district fully reserves the
right to award to one, make multiple awards,
to make no award at all, or to award based
upon any combination of base bid and/or
individual line items.
If the Bid Proposal requires Bidders to propose
prices for Alternate Bid Items, the District’s
selection of Alternate Bid Items, if any, for
determination of the lowest priced Bid Proposal
and for inclusion in the scope of the Contract
to be awarded shall be in accordance with
this Notice and the Instructions for Bidders.
Inquiries and Clarifications. The Bidder is
advised that all inquiries and clarifications about
the Bid Documents, Drawings, Specifications,
etc., shall be submitted to the District in writing
at least eight (8) calendar days before the
bid opening date. The District will respond
at its earliest possible opportunity. Verbal
communication by either party with regard to
this matter is invalid. Inquiries shall be sent
in writing to Eliscia Kendle, Purchasing Clerk,
at ekendle@hawthorne.k12.ca.us, by July 2,
2020, at 4:00 PM.
It is each bidder’s sole responsibility to ensure

4) If any provisions of the contract are violated,

clause’ or any other method of making a

quantities and/or services based on the
unit prices/unit lump sums so indicated as its
budgetary needs may require.

humble place to retire to. The neighbors
are friendly and we have some elbow room
between our houses. We just discovered a
neat little adventure recently. About a mile or
so from our house right along the American
River is a bald eagle nesting area. We have
been there several times for a short walk to
view a family of five bald eagles. The nest
is at least eight to ten feet in length. The
birds are amazing to see. There is so much
to see in small and big towns across our
great country. Every community has their
unique beauty or interesting history. I can
hardly wait to get out to explore some more
of America the beautiful.
