scooter manufacturers. The association says
e-scooters and bikes are being singled out
by a provision in the proposed law that
prevents companies from requiring users to
sign standard liability waivers. Participants
sign waivers before taking a spin class, the
group has claimed.
“Providers of recreational activities that
involve some amount of risk (in some cases
the risk is part of what makes the recreational
activity fun) require participants to sign liability
waivers before engaging in the activity,”
the association said in submitted remarks
before the Assembly voted on the bill.
The Civil Justice Association of California
says its mission is to “work in the State
Legislature and the courts to reduce the
kind of unwarranted and excessive litiga-
tion that increases business and government
expenses, discourages innovation and
drives up the cost of goods and services for
all Californians.”
Another group called TechNet opposes
this bill, saying it would deprive 40 million
Californians of access to transportation
options from e-scooters and bikes. It also
believes the regulation will hinder cities from
creating mobility networks -- the kind of
low-speed travel routes that the South Bay’s
regional transportation engineers envision in
the next decade.

School District, acting by and through its Board
of Trustees, hereinafter called the “District” will
receive up to, but no later than the above-stated
date and time, sealed Request for Proposals
from qualified and experienced companies
capable of providing enrichment programs
for the District’s after school program (ASES),
generally described as RFP No. R19-20-1
After School Education & Safety Program.
Proposals shall be received in the office of the
Hawthorne School District, Purchasing Department

California 90250, at the above stated time
and place. Any proposals received after the
time specified above or after any extensions
due to material changes shall be returned
unopened. Respondents are solely responsible
for ensuring their proposal is received prior to

There will be a mandatory Pre-Bid Conference
on June 14, 2019, at 10:00 AM, at 13021

Respondent who fails to attend the entire
mandatory Pre-Bid Conference will be deemed
as non-responsive and will have its proposal
returned unopened. Allocate extra time due

Each Respondent shall be licensed pursuant

are opened, is not licensed.
No Respondent shall withdraw its Proposal for
a period of ninety (90) days after the award of
the contract by the District’s Board of Trustees.
During this time, all Respondents shall guarantee
prices quoted in their respective proposals.
The District reserves the right to reject any or all
proposals, make multiple awards, or to waive
any irregularities or informalities in any proposal
or in the RFP process. The Contract for the
work, if awarded, will be by the action of the
District’s Board of Trustees to the Respondent
that meets the qualifications established by the
RFP documents.
The Respondent is advised that all inquiries and
clarifications about the Request for Proposal
shall be submitted to the District in writing at
least six (6) calendar days before the Proposal
opening date. The District will respond at its
earliest possible opportunity. Verbal communication
by either party with regard to this matter
is invalid. Inquiries shall be sent in writing
