While indicating he has the “utmost respect”
for Lundquist and spoke of the importance of
obtaining a more lucrative deal for the City,
Brann said he still had other issues with the
project’s fit—and thus did not wish to delay
the final vote to October 17.
Seeing the writing on the wall, Boyles and
Pirsztuk made final pleas in hopes of swaying
at least one of their colleagues. The Mayor
Pro Tem said the decision not to extend the
vote was “not representative of the people,”
and he maintained that the majority of El
Segundo residents want TopGolf to happen.
Pirsztuk spoke of the opportunity for the
project to make much-needed money and
also warned that the City doesn’t have an
infusion of cash to sustain the golf course
over the long haul.
Fuentes suggested a request for proposal
(RFP) process to see what other firms might
suggest for the golf course (and later in the
evening asked staff to agendize it for a future
meeting). Pirsztuk responded that no other
companies came forward in the past with a
viable plan. Speaking of the projected 400 jobs
and revenues TopGolf would have brought,
Pirsztuk added, “I’m really disappointed that
the Council doesn’t see the future.” Boyles
went on to call the project a “missed opportunity
that the business community strongly
wanted in town.”
The Mayor issued a reminder that there were
opportunities in the past when TopGolf could
have been a done deal—but CenterCal did not
choose to execute two prior agreements that
the Council approved. Noting the complexity
of the ongoing deal, Dugan said that “every
time we turn around, there’s another angle
coming in.” He pointed out that regardless
of what happens with TopGolf, there is still
an outstanding loan for The Lakes. He also
emphasized that the existing facility does
generate positive cash flow. “I’m done with
it [TopGolf],” Dugan ultimately said. “We
need to start from scratch to see what to do
with that property…. It [lengthy TopGolf
process] should never have happened in the
first place.”
Despite falling one vote short, Pirsztuk later
asked City Attorney Mark Hensley if TopGolf
could come back to the Council in May (after
the next election when the configuration of
the current group could potentially change).
He responded to the affirmative--if both parties
decide they wish to revisit. “Anything’s
possible,” Hensley said.
According to Hensley, TopGolf/CenterCal
did respond to the subcommittee last month
with a counteroffer upping the annual lease
to $625,000 in exchange for reducing the
number of hitting bays available either free
or at discounts to youth groups, golf pros
and local residents. CenterCal also indicated
it would begin sharing a percentage of gross
beverage receipts with the City starting the
first year of the lease instead of after three
years. The subcommittee responded that
it would not support a deal reducing the
number of hitting bays—and then requested
that TopGolf/CenterCal submit a “last, best
and final financial offer” for the Council to
consider on Tuesday.
Unable to comment during discussion of
the item (which was not a public hearing)
and forced to wait until the second public
communications when it was too late, TopGolf
Chief Development Officer Chris Callaway
said that his company’s position was not
represented accurately—and that the Council
made its decision based on misinformation.
He indicated that TopGolf agreed to match
the Burlingame proposal of the $1.5 million
annual lease—if the City would then be responsible
for paying several million for golf
course improvements. Callaway reported that
Lundquist felt the previous structure (with
TopGolf covering the various improvement
costs despite a lower lease total than Burlingame)
was a better deal for the City. He
went on to explain that the Burlingame deal
is simply to rent land, but doesn’t include all
the other amenities (e.g. course improvements,
free/discounted bays, lighting, food and beverage
sale proceeds, business license credit
waivers). Adding everything up, Callaway
said El Segundo was getting a total package
equivalent to $1.625 million a year. “It’s
more than Burlingame—it’s just structured
differently,” he said. He eventually concluded,
“I feel like we were given a real disservice
in this process.” Afterwards, a Manhattan
Beach resident questioned Callaway’s math
and said the proposed golf course changes
were solely caused by TopGolf’s parking
requirements.
Perhaps the biggest surprise of all on Tuesday
was the lack of public comment about
TopGolf (only a handful of people addressed
the topic) at the beginning of the meeting.

skate park in town. Several of the speakers
were boys who use the now-15-year-old park
and lamented its poor condition and design
limitations. Two skate park industry professionals
also offered to provide future input.
The Council could not respond to the matter
because it wasn’t on the agenda, but staff
will bring it back in the future for discussion.
Also during the meeting, the Council had the
first reading of a new sign ordinance that will
streamline the current process and make future
approvals faster and less complicated—with
most turnaround times potentially decreasing
from several months to as little as a day.
The group also approved the addition of one
full-time Recreation Supervisor at $107,175
to oversee operations of the new El Segundo
Aquatics Center that is set to open next summer.
This after hearing lengthy presentations
by Recreation and Parks Director Meredith
Petit and consultant Stu Isaac who provided
financial and organizational justifications for
the hire. After a several-month search, the
City hopes to bring in the new person by
early January.
Police Chief Bill Whelan reported on the
latest updates on the ongoing issues around
Clutter’s Park. He said fencing will be installed
in late November to try to impede
LAX employees from jaywalking across
Imperial and leaving their cars on residential
streets. Police will also reach out to neighbors
to recommend setting up a permit parking
district (which will require a petition with
at least 55 percent of the residents signing)
and to be part of the process when the City
works with LAX officials on a parking study. •
