an emergency services manager. The latter
was a long-term priority for Fuentes. “I
am pleased [Emergency Services Manager]
Randy Collins was hired,” she said. “He is
working with community members as well
as the City and has collaborated with LA Air
Force Base and outside agencies.”
Maintaining the Air Force Base as an
economic hub for El Segundo and the South
Bay was also a top objective for Fuentes and
she leveraged her position by working with
the South Bay Aerospace Alliance (SBAA),
South Bay Cities Council of Governments
(SBCCOG) and Los Angeles Economic
Development Corporation (LAEDC) on
aerospace as well as other regional issues.
Speaking of the LAEDC, that agency awarded
the City a second “Eddy” in 2015 as the
“most business-friendly city” in LA County
(small city category). “We are proud to have
won this award twice,” Fuentes said. “It’s a
testament to the job our staff does and the
overall appeal El Segundo has as a business
destination.” The proof was in the pudding
when the City exceeded its goal of attracting
100 new businesses by the time of its January
2017 centennial milestone and continues
to welcome prominent new companies to
town. As for that 100th birthday, celebrated
with a year-long slate of festivities, Fuentes
remarked, “I was honored and blessed to be
El Segundo’s centennial mayor.”
Fuentes was reflective when considering
the challenges ahead for her successors. She
emphasized the importance of remaining
proactive in order to rein in growing pension
costs that take up more of the City’s budget
with each passing year. She also pointed out
the difficulty in maintaining a full staff – particularly
in the police department where sworn
personnel are still well below allotted numbers.
“El Segundo is small, so it’s difficult to give
employees opportunities and challenge them,”
Fuentes said. “The growth opportunity can
be challenging since some departments only
have two or three levels. Senior employees
must leave or retire for junior employees to
promote. As in all industries, the expectations
for lifelong employment has changed with
employees changing jobs and careers more
often. Due to bargaining unit constraints,
our City department managers can’t move
employees around to other departments to
provide stretch assignments and cross training
opportunities. As I commented several times
from the dais when employees left us for
promotions, we were sad to see them leave
but happy for their growth opportunities and
knowing our managers had a done a great job
preparing them for their new jobs.”
As for what advice she has for the new
Council, Fuentes noted that it’s not really
advice per se. “Just prepare yourself… most
things take longer in local government due
to state laws and labor negotiations,” she
warned. “Our newest Council members both
work in private industry where decisions are
made and actions taken quickly. They will
learn about government constraints.”
Not two days went by after officially leaving
the Council that Fuentes received a special
invitation from the White House to join in
Cinco de Mayo festivities in Washington.
She found it a fitting way to cap off her
eight years. “It has been an amazing ride,”
she said of her time on the Council and as
the mayor. “I appreciate the hard work my
colleagues put in as well as our amazing City
employees to make El Segundo a better place.
I also thank our businesses for their support
and our residents who care so much about
the community. El Segundo will always be
my heart and soul no matter where I might
be on the globe at the time.” •
