said. “The plan will contribute to the Smoky
Hollow district’s evolution into an incubator
hub and creative center by streamlining development
regulations and processes, providing
public infrastructure that modern creative and
tech businesses need to succeed, investing in
the streetscape to make Smoky Hollow more
walkable and enhance the sense of place, and
providing parking and mobility solutions for
all modes of travel.”
Among the key changes sought for Smoky
Hollow is a floor area ratio (FAR) increase
from the current 0.60 to 0.75 in the west portion
that runs roughly from Standard to Lomita
streets and tends to target smaller, single-parcel
spaces; and 1.0 in the east section viewed as a
transitional area leading into Sepulveda/PCH”s
higher-intensity uses.
The City also seeks to establish a single
parking ratio of one space per 400 gross square
feet of floor area irrespective of type. Current
parking regulations vary depending on the type
and mix of uses.
Another component of the plan will be to
allow exceptions from development standards
(height, FAR, setbacks, etc.) if a community
benefit is provided -- such as publicly accessible
open space (pocket park) on a private property
in exchange for permitting the building to exceed
the 35-foot height limit. “Other public benefits
could be providing parking in excess of the
minimum requirement and making it available
for use by the public, or dedicating a portion
of the property for the purpose of widening the
public sidewalk in front of the property,” City
Principal Planner Paul Samaras said.
Arguably the number one challenge for
Smoky Hollow is lack of parking, which the
City intends to first address by converting
several north-south streets into one-way streets
and replacing parallel spaces with angled ones.
Samaras estimated an increase of 85 spaces
from this move alone. “In addition, the City
intends to add a parking lane on the north side
of El Segundo Boulevard by narrowing down
the existing travel lanes,” he said. “The number
of travel lanes will remain the same --two in
each direction -- and the new parking lane may
generate as many as 101 new parking spaces.
Funding for the project will potentially
come from an in-lieu fee program in which
a property owner who wishes to expand an
existing building or construct a new one will
pay a fee to the City instead of providing the
actual parking spaces. The fee, currently the
subject of a separate staff study to determine
the appropriate amount, will cover the costs
of various improvements such as landscaping
and curb extensions at street intersections. Additional
monies for improvements may come
from grants and/or the City’s general fund.
Thursday’s event was the City’s third community
meeting regarding Smoky Hollow’s
specific plan. The environmental impact
report (EIR) review and comment period
closes on Monday, April 23, with a public
hearing scheduled at the May 24 Planning
Commission meeting before the item goes
to the City Council on June 19 for another
