amount will also be proposed for pre-service
police officers (those who have graduated from
academy, but not moved on to a field training
program and probationary period).
In addition to targeting laterals, Whalen wants
to increase the number of entry-level candidates by
beefing up the department’s cadet program from
the six currently allotted slots up to 15. While
the estimated cost for the add-ons is $185,000,
the chief pointed out that just three cadets helped
generate $288,000 in parking ticket revenue
and that those individuals can also provide
traffic control and event support for a lower
cost than a regular officer being paid overtime
money. Whalen also asked to provide a $1,750
education benefit to cadets who stay two years
and suggested a relocation reimbursement for
officers who have to move in order to work in
El Segundo. He added that talks are underway
to potentially contract with Phelps (the City’s
advertising and marketing agency) to get the
department’s message out to a wider audience.
Whalen pointed out the difficulty of the
hiring process in general and the need to be
especially aggressive in the recruitment campaign.
Even after receiving 1,100 applications,
ESPD ultimately sent just six individuals to
academy. Of those, three are still here. “I want
us to be a destination location,” Whalen said.
Also on Tuesday, the Council received some
good news regarding the 2017/18 budget update.
Due to about 30 unfilled staff vacancies, the
City potentially will have nearly $2.5 million
in surplus monies not factored into original
estimates. Finance Director Joseph Lillio
presented staff’s recommendation to use the
bulk of the extra funds to pay down the City’s
unfunded pension liability, with $1 million
to fund a section 115 pension trust fund and
a combined $1.3 million towards unfunded
police and fire pension plans. The latter two
moves will save the City about $2.1 million
over the next 25 to 26 years, according to
estimates. Councilmember Mike Dugan was
the lone dissenter on the matter, feeling that
the City would be better served using the funds
for major projects that need to be addressed
today. Mayor Pro Tem Drew Boyles begged to
differ. “Why wouldn’t we pay down the only
debt we have outside of Douglas Street?” he
asked. Lillio also reported that 2017/18 general
fund revenues are tracking about $2.7 million
above budget, thanks in particular to a sizable
uptick in transient occupancy tax from hotel
openings, as well as increases in gas utility
user tax and real property transfer tax.
Lillio additionally provided the quarterly update
on key performance indicators (KPIs) that
measure how the City is doing in various areas.
Of 30 priority activities, 28 are on target or
completed. Recent highlights include teleconferencing
capability in City buildings; recruitment
for new positions at the El Segundo Aquatics
Center; increased subscribers for the City’s enewsletter;
RFP releases to update the City’s
website, conduct a facility needs assessment,
and bid on the TopGolf site; and the Measure C
ballot measure passed by local voters last week.
The already funded $250,000 for Recreation
and Parks Department capital improvement
projects will go towards the Holly Valley Park
playground replacement ($170,000), Campus
El Segundo shade structures ($125,000, of
which AYSO will cover $75,000 and the City
$50,000) and Teen Center upgrades (remaining
dollars). The Council agreed to the allocation
after a presentation by Recreation and Parks
Director Meredith Petit, who provided a
rundown of the highest ranked future priority
projects. Topping the list is renovation of The
Plunge, followed by a revamp of the George
E. Gordon Clubhouse. Other wish list items
include the Joslyn Center restroom renovation,
Acacia Park playground construction, Richmond
Field renovation, Washington Park playground
replacement, and toddler playground. The abovementioned
Holly Park, Campus El Segundo
and Teen Center projects came in sixth, fifth
and seventh respectively on the ranking list.
The Recreation and Parks Commission recom-
mended going with those three projects now to
allow the current fund allocation to be utilized
in the most effective manner while benefiting
a diverse set of community members.
The Council also got the latest update on
proposed designs to repurpose and modernize
the underutilized El Segundo Public Library
reference shelf area into a reading and wi-fi
lounge that will serve as a future meeting
place. The 1,500-square foot area will contain
added seating (52) with built-in charging stations
embedded into new tables, as well as
new carpeting and fixtures. The lounge will
incorporate traditional-style classic furniture
chosen for long-term durability along with
lighter coastal colors. The project will entail
removal of eight reference shelf units as well
as the microfiche and study carrels.
Seeing it as a good use of available tourism
marketing dollars, the Council agreed to
infuse this summer’s El Segundo Art Walk with
much-needed cash to help promote the event,
provide a central headquarter location, pay
for live entertainment and staffing, and cover
permit fees. The monies will not go towards
artist acquisition, food, beverages and office
expenses. George Renfro, a member of the
Arts and Culture Advisory Committee who
produced last year’s event, pitched the Art
Walk’s economic benefits to the City as part
of his request for $33,300 (down from the
original ask of $45,000). He explained that the
Art Walk was “at a crossroads” and was facing
“stagnation and defeat” unless something could
be worked out with the City. Renfro spoke of
the event as an example of the “culture shift”
in El Segundo and the ability to “bring people
to town who don’t normally come here.” He
also noted that the monthly event that takes
place the third Thursday evening in June,
July and August highlights businesses, which
welcome the exposure. Renfro mentioned that
two downtown restaurants reported their single
highest gross receipts during last year’s event,
and that attendees came here from art-centric
areas such as San Pedro and Santa Monica.
“The Art Walk can help put us on the map,”
he said.
Renfro hoped to set up the headquarter area
in the fire department parking lot, but ran into
some Council opposition. As a compromise,
Councilmember Don Brann suggested the
Civic Plaza courtyard. Mayor Pro Tem Drew
Boyles asked that as a contingency to allocating
the funds, the City’s Economic Development
Advisory Council (EDAC) should develop
success criteria for the event.
During presentations, the Council proclaimed
May as Older Americans Month and
Betty Jacobson as the 2018 El Segundo Older
American of the Year in advance of the May
12 Elderfest Celebration at the Joslyn Center.
A second proclamation noted National Arbor
Day as April 27, with an invitation to citizens
to join Tree Musketeers, the Next Generation
to care for the trees in Memory Row on April
28 at 10 a.m.
Planning and Building Safety Director Sam
Lee reported on the ongoing D.R. Horton
residential development on Imperial Avenue
in response to prior neighbor complaints. He
noted that dust control is no longer an issue
with grading completed, while earlier noise has
also dissipated. Plans are underway to change
truck routes to lessen road impacts. Meanwhile,
a third party engineer has gotten involved to
resolve problems with nearby homeowners
reporting damage from construction activities.
Public Works Director Ken Berkman announced
that his department has finally received
the permit for the sign change from Sepulveda
Boulevard to Pacific Coast Highway. Notices
will be sent to businesses, with a marketing
event the first week of June.
The El Segundo City Council will next convene
in a special meeting set for Monday, April
30 at 3 p.m. The public hearing on changes to
the City’s fees and services charges, originally
scheduled for this past Tuesday’s meeting, will
be moved to that Monday’s agenda. •
