payment and insulates them from year-toyear
rent hikes.
El Segundo’s inventory of affordably
priced homes for sale or rent is woefully
short. Several residents, including Planning
Commissioner Michelle Keldorf, sought to
persuade the council not to take the new
deal from Horton. Those homes are ready to
be occupied and represent attainable homeownership
now, she wrote to the council in
an email. Councilman Scot Nicol recused
himself from the discussion of whether to
accept D.R. Horton’s offer because of his
work in local real estate.
The $5.3 million payment will satisfy the
developer’s obligation to set aside some affordable
housing at 540 E. Imperial Avenue.
D.R. Horton’s reason for backing out of the
original agreement was a belief that very
low-income households can’t afford to live
in Waypointe even with the below-market
purchase price. The developer came back
to the city last year looking to revise the
deal. D.R. Horton at the time offered payment
to El Segundo in lieu of the promised
affordable units or a Plan B: the developer
would increase the number of affordable
units at Waypointe to eight, but they would
all be sold to moderate-income households
through a lottery. In Los Angeles County,
a household earning between $60,000 and
$100,000 is considered moderate income.
The council reviewed the offer but didn’t
take action on it.
On Tuesday night, Councilman Chris Pimentel
said he favored the eight-unit deal.
That would eliminate the lower income
brackets from the buyer pool, and add two
more affordable homes to the city’s inventory.
However, that deal wasn’t on the table
for the council to consider on Tuesday night.
“I will vote with my colleagues to approve
the ($5.3 million) in-lieu fee but I won’t do
it with great joy,” he said, expressing his
disappointment at the limited options for
council. Also, one family reportedly was
expecting to close escrow and move into
Waypointe soon.
A consultant for D.R. Horton studied the
original plan and concluded that very lowincome
buyers would struggle to afford the
homeowner association fees and property
taxes. A downturn in real-estate prices or selling
before they were vested in the home - a
20-year period - would be a costly setback
for those buyers, according to the consultant.
Mayor Drew Boyles said the money
could be leveraged to create more than six
or eight affordable homes in the city. It’s
believed that Sacramento will release more
money to cities very soon to deal with the
affordable-housing crisis up and down the
California coast. Nearly 100 bills have been
introduced in the Legislature dealing with
affordable housing.
City Manager Scott Mitnick recommended
Tuesday in a separate council item that El
Segundo takes steps to become part of a local
housing authority. The Park Place Senior
Housing project is the only affordable housing
owned by El Segundo. With the council’s
OK, Mitnick’s staff will start searching for a
housing agency to partner with for producing
and managing affordable-housing properties
within El Segundo. The partner, which
may include Los Angeles County Housing
Authority, must have expertise in finding
and securing grants and other funding to
buy apartment buildings or invest in new
developments that set aside units to sell at
below-market value.
In other matters, the short-term rental
ordinance came back before the council
for a discussion, but no action was taken.
Councilman Pimentel rescued himself because
of conflict of interest, leaving three council
members to review the most recent changes to
the home-share idea. Planning Manager Gregg
McClain told the council, minus Pimentel,
that the El Segundo trial wouldn’t cap the
number of nights per year that hosts can rent
rooms. McClain said that he is following what
other cities with short-term stay ordinances
have done. For El Segundo, a maximum of
12 people can be inside a short-term rental
at a time - including guests and relatives
who wouldn’t spend the night.
The maximum occupancy per rented room
will be two adults, under the current draft
ordinance. However, the city won’t regulate
the number of children ages 12 and under
that sleep in a room with their families, according
to McClain. The trial program will
undergo more changes before the March 17
council meeting. It’s possible the final approved
short-term rental program will only
allow rooms to be rented out, and not whole
houses. Mayor Pro Tem Pirsztuk is against
whole-house rentals, saying she doesn’t
want “hotels” operating in neighborhoods.
She indicated she would only support room
rentals in a host home, and be opposed to
absentee owners moving out to rent their
homes for up to 30 days.
The rewrite of the ordinance ensures that
newly elected Councilman Lance Giroux will
have a say in whether the measure passes.
Mayor Boyles said while he would favor
whole-house rentals in the trial phase, he
wants to get the program going after nearly
five years of discussions, public hearings
and polling residents about their support for
allowing the popular Airbnb lodging option
in El Segundo’s neighborhoods. Councilman
Nicol favors both home-share and whole-home
occupancy for the 12-month trial period.
While he suspects that some hosts with
rooms listed on guest-booking sites would
be tempted to cheat and rent out additional
rooms for cash, he wants the data to be as
truthful as possible - for good or bad. Those
who cheat will skew the results, he said.
The city’s emergency-management coordinator
also talked Tuesday about the city’s level
of preparedness for the coronavirus. Randy
Collins assured residents that plans are in place
to deal with an outbreak of the new strain
of virus should it reach El Segundo. There
is just one confirmed case of coronavirus in
Los Angeles, but still families, schools and
businesses with sick people should make
plans now for child care and working from
home in case the number of cases of people
infected with the Wuhan virus starts to climb. •
