ENVIRONMENTAL REVIEW: Pursuant
to State California Environmental Quality
Act (CEQA) Guidelines Sections 15321,
(Enforcement Actions by Regulatory
Agencies) and 15305 (Minor Alterations in
Land Use Limitations) These provisions,
respectively, exempt projects by regulatory
agencies to enforce a rule, standard, or
objective, administered or adopted by the
regulatory agency and minor alterations
in land use limitations in areas with an
average slope of less than 20%, which
do not result in any changes in land use
or density. The Project would implement
the adopted NCP, which was prepared to
comply with Part 150 of Title 14, Code of
Federal Regulations and the Airport Master
Plan. The Project would incorporate the
65 CNEL noise contours and an airport
overlay on properties near the Airport
with slopes that are less than 20% and
will not change the underlying land use
or density. The Project will describe the
non-compatible land uses around the
Airport based upon Federal regulations,
address measures to reduce the impact
of noise, ensure proper disclosure, and
prevent the introduction of new noisesensitive
uses within the 65 CNEL noise
contour of the Airport.
PLEASE NOTE that pursuant to Government
Code Section 65009: In an action or
proceeding to attack, review, set aside, void,
or annul a finding, determination or decision
of the Planning Commission or City Council,
the issues raised shall be limited to those
raised at the public hearing in this notice or
in written correspondence delivered to the
Planning Commission or City Council at or
prior to the public hearing.
