The Mayor postponed, for the second time,
a public hearing set to consider a zoning
change at La Colina Drive and East Beach
Avenue. No explanation was given. The
63,783-square foot site is northeast of the
Florence and Hillcrest intersection, near St.
John’s Church.
At a special meeting held last Thursday,
the Council approved property acquisitions
for two Inglewood residents who were lottery
winners in the City’s Homebuyer Assistance
Program. The Inglewood Housing Authority
bought the properties for resale to the winners,
at a considerable discount from the original
purchase price.
Both resale properties, a condominium
and a single-family home, were sold to the
lottery winners for the affordable price of
$312,500. The City instituted the first-time
homebuyer program in August, and the
lottery drawing was conducted at a City
Council meeting.
A public hearing was set for Dec. 10 at 2
p.m., to consider the adoption of a number
of state building codes related to 2019 California,
Title 24 Building Codes.
The City Clerk announced the public is
invited to preview new voting machines
that will be rolled out countywide this
spring. The schedule for demonstrations and
hands-on training is Dec. 2 at the Inglewood
Library; Dec. 9-12 at City Hall; and Dec.
15-20 at the library. Interested parties may
contact the Clerk’s office directly for more
information.
The City Treasurer reported impressive
numbers in the City’s coffers as of Sept. 30,
noting the total cash and investment earnings
under management total a hefty $146.9
million, including over $50 million in the
Successor Agency and over $12 million in
the Joint Powers Authority accounts.
Councilmember George Dotson reminded
the community of the Turkey Giveaway
scheduled for Monday, 9 a.m., at Faithful
Central, 321 W. Eucalyptus Ave. The big
event is a partnership with Snoop Dogg.
Dotson thanked him for his benevolence to
the city. Dotson also announced the District
1 Toy Drive and Christmas Party on Dec.
11 at the ICOP Center on 7th Avenue and
Manchester.
Councilmember Alex Padilla announced
the District 2 Toy Drive and Food Drive
will take place Dec. 14 at the district community
center.
Councilmember Ralph Franklin, District
4, announced the new Norm’s is officially
open today. The family sit-down restaurant
is located at the Crenshaw-Imperial Plaza.
The meeting was adjourned in honor of
J.B. Williams, a reserve police officer who
served at Santa Monica College and area
schools; as well as Alna “Pearl” Brown, a
beloved community humanitarian; and Bernard
Tyson, Kaiser Permanente CEO.

the idea of free rent is unrealistic. “To give
everything for free, we might as well not sell
fireworks at all,” he said. Monteiro lamented
that “Phantom used to be more willing to
negotiate,” but has been less amenable after
going through a leadership change.
Mayor Alex Vargas reiterated his position
that he doesn’t feel comfortable eliminating
opportunities for two nonprofits that “know
what they’re getting into” when they take
part in the lottery to notch a slot. Mayor Pro
Tem Olivia Valentine wondered if the Council
should even intervene in this case and asked
for a legal consultation to determine if this is
a matter strictly between the fireworks companies
and the nonprofits. Talleda concluded
that he thought the negotiation process should
start earlier to allow everyone to “have more
time to think about the deal.”
In a second reading, the Council voted
5-0 to adopt an ordinance addressing the
problem of prolonged residential and commercial
property vacancies that can become
public nuisances. Councilmember Haidar
Awad said the idea is to assess a “blight fee
to hold absent landlords accountable” and
in turn make Hawthorne a more desirable
location to buy property. Awad pointed to
the brewery area and arts complex as successful
examples of transforming previously
vacant complexes. He went on to note that the
object of the ordinance is not to go after everyone.
Those actively trying to rent or lease a
property and “don’t have the tendency
to create blight” will not be penalized,
City Attorney Russell Miyahara further
elaborated. Valentine reported that she
received numerous complaints from
citizens about blighted properties and sees
this as an image matter. “People need to see
us as a city on the move” and not one with
blighted properties scattered throughout,
she said.
Awad concluded that the ordinance provides
a way to identify “separate offenses each and
every day” with the City of Hawthorne able
to impose misdemeanor civil injunctions and
administrative citations. “We’ve taken a bit of
a beating,” he said of past developers who’ve
allowed empty properties to deteriorate to the
detriment of local beautification. “Now it’s
our time to push back…” The Council will
discuss the particulars of the fee schedule
at its next meeting on Dec. 10, just a few
days before the ordinance goes into effect.
Senator Steve Bradford provided a year-end
legislative briefing that highlighted key bills
that eventually became law. The list included
major housing legislation to impose statewide
rent control and allow accessory dwelling
units on residential properties with garages.
Other bills addressed mental health, clean
drinking water, fair pay to play for college
athletes, renewable energy, a time extension
for those seeking compensation from wrongful
convictions, and testing laboratories for the
cannabis industry, among others.
Valentine spoke of key information culled
from last month’s meeting of the League
of California Cities as well an economists’
panel at Cal State Dominguez Hills. Among
the highlighted items, she reported that
one-quarter of the nation’s homeless is in
California; the State anticipates “moderate
revenue growth” with a $4.4 billion surplus;
and there is “no expectation of a recession” –
but if a downtown occurs, the State will feel
it first due to reduced personal income tax
revenues. Cities that rely on property taxes
will notice it next, Valentine said. Meanwhile,
the panel opined that rent control will limit
incentives to fix up properties and noted that
interest rates will drop again if there is no
recession. Valentine added that Hawthorne
stands to benefit as a perceived “action place
for start-up” aerospace companies – as that
industry has become the “hottest” in Southern
California. “Hawthorne is definitely a player in
the South Bay,” she said of the community’s
aerospace reputation. •
