Everyone wants their children to do well.
Everyone wants to be safe. Everyone needs
coffee in the morning (except those who
don’t, whom I diagnose as “officially clinically
nuts”). Everyone suffers when things
are not going well.
I’m very lucky in the work I do because
I get to know people according to what is
most important to them. I have never found
it to be politics. In fact, I have often been
surprised when I have learned of people’s
political beliefs. That is fortunate.
So how are you supposed to feel about
it? Well… you shouldn’t feel great. But
turn your ire towards the loudest voices of
division. That’s what hurts us most of all.
Oh, and if you’re on social media, you
almost certainly spend too much time on
social media. I know it’s hard to break away,
but I have never met anyone who felt worse
after they did.

AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF
HAWTHORNE, CALIFORNIA
APPROVING AMENDMENTS
TO MUNICIPAL CODE SECTION
2.44.076 REGARDING CONTINUOUS
RECRUITMENT AND SELECTION –
ENTRY LEVEL.
Motion to Adopt.
THE CITY COUNCIL OF THE CITY OF
HAWTHORNE DOES HEREBY FIND, DETERMINE
AND RESOLVE AS FOLLOWS:
WHEREAS, the City of Hawthorne Municipal
Code provides timelines for the continuous
recruitment of applicants for employment with
the City, duration of eligibility lists after potential
candidates have been identified, and the extension
of eligibility lists, and
WHEREAS, it has been determined that the
current 90-day duration of candidate eligibility
lists with the potential for one 90-day extension
is no longer practical, and limits the City’s
ability to keep viable candidates eligible for an
extended period of time, and
WHEREAS, in order to facilitate the hiring needs
of the City in an efficient and effective manner,
NOW THEREFORE, THE CITY COUNCIL
OF THE CITY OF HAWTHORNE HEREBY
FINDS, DETERMINES AND RESOLVES
AS FOLLOWS:
Section 1. The City Council finds that the
recitals are true and correct.
Section 2. Section 2.44.076 is amended
as follows:
At the direction of the Civil Service Commission,
the Director of Human Resources shall
cause continuous recruitment and selection for
specified entry-level positions when authorized
by the city council after finding by them that it
is in the interests of economy and efficiency
for the city. The Director of Human Resources
shall recruit, approve applications, examine
and promulgate eligible candidates and place
such candidates on an eligibility list, pursuant
to guidelines approved by the Civil Service
Commission. All promulgated names shall
be ratified by the civil service commission
at their next regular meeting subsequent to
the promulgation. Names appearing on a
continuous recruitment and selection eligibility
list shall remain in effect for six months and
may be extended by action of the civil service
commission for an additional six months, but in
no event shall the names remain on the list for
more than 12 months.. Applicants failing any
portion of the continuous recruitment selection
exam process shall be ineligible to reexamine for
one hundred eighty days. Notwithstanding the
provisions of Section 2.44.050, the appointing
power may make probationary appointments
from the continuous recruitment and selection
list, even though there may be fewer than three
eligible names on the list. (Ord. 1221 § 7, 1980.)
