10, ARTICLE 5 (CURBS, SIDEWALKS
AND PARKWAYS)
WHEREAS, the City of Inglewood is experiencing
rapid growth in the implementation
of the Hollywood Specific Plan, the opening
of the Sofi Stadium (and its retail, dining and
office space proposed within the complex), the
Metro Rail, the Fiber Optics project, the potential
construction of the Inglewood Basketball and
Entertainment Complex (IBEC – an arena for
the Clippers, National Basketball Association
team), and awarded access to over $350
million in transportation and grant funds to be
used to reduce greenhouse gas emissions in
the City of Inglewood; and
WHEREAS, the Inglewood Investment Committee
held a meeting on June 3, 2020, and
discussed the recent changes in economic
development for the City, and
WHEREAS, during the June 3rd Investment
Committee meeting, staff was directed to
update the Investment Policy and Procedures
to reflect the approvals of the Committee; and
WHEREAS, with new revenue opportunities
potentially created by this dynamic growth, it
is critically important that the person(s) with the
responsibility for investing the City’s Surplus
Funds and record keeping are familiar with
the City’s day-to-day operations; and
WHEREAS, California State Government Code
Section 53600 authorizes all governing bodies
of local agencies to invest Surplus Funds; and
WHEREAS, the Code also provides the
City Council with the authority to delegate its
investment duties; and
WHEREAS, the City is required to comply
with its City Charter, which also provides the
authority to the City Council to align certain City
duties with the appropriate City Department.
NOW, THEREFORE, THE CITY COUNCIL
OF THE CITY OF INGLEWOOD does
ordain as follows:
SECTION 1. Inglewood Municipal Code Section
2-246 is hereby amended to read as follows:
“Section 2-246. Bank Accounts.
Unless otherwise required by law, all monies
received by the City shall be deposited in one
account in such bank or banks as the City
Council shall direct or approve. Such transfer
as may be necessary shall be made between
banks by using checks made payable to the
“City of Inglewood Only.”
The Mayor shall name the bank or banks that
shall redeem warrants, signed by the proper
officer or officers, for claims or demands which
have previously been approved by the City
Council, and shall approve such agreements
with such banks as may be contemplated by law
in connection with the deposit of public monies.
SECTION 2. Inglewood Municipal Code Section
2-277.1 is hereby repealed.
The responsibility of General Auditor shall be and
is removed from the Office of the City Treasurer
and is placed in the Office of the City Clerk
pursuant to the Charter of the City of Inglewood,
Article XVI, Section 4.
The City Clerk shall act as General Auditor
of all municipal finances and shall at regular
intervals, at least once each month, submit a
written report and accounting of all receipts,
disbursements and fund balances, a copy
of which report shall be filed with the City
Council. Additionally, as the General Auditor,
the City Clerk, with the assistance of the
Finance Director, shall determine and report
whether the assets are being properly used,
fairly stated and accounted for, and whether
all liabilities and fund balances are fairly stated.
Nothing herein contained, however, shall be
construed, in such a manner as to dispense
with internal control procedures or the annual
all persons present. Specifications and other
bid documents for the above service are on
file in the Purchasing Division, and may be
obtained upon request.

SECTION 3. Inglewood Municipal Code Section
8-27 is hereby amended to read as follows:
Section 8-27. Committee. Creation and
Membership.
There is hereby created and established a
committee, consisting of the Administrative
Officer, Public Works Director, Emergency
Services Manager, Economic and Community
Development Director, the Police Chief and
the Fire Chief, to be known as the “Permits
and Licenses Committee.” The City Clerk
shall be secretary of the Committee, and
designated Finance Department staff will serve
as support staff. .
SECTION 4. Inglewood Municipal Code Section
10-44 is hereby amended to read as follows:
Section 10-44. Bond Required.
The Economic and Community Development
Director shall deny final approval and
acceptance and shall refuse to allow final
public utility connections, to any such building
or dwelling unless curbs, gutters, sidewalks
and streets exist or are constructed, or unless
cash is deposited with the Finance Department
or a bond is deposited with the City Clerk to
guarantee their construction in a sum equal
to the estimated cost of construction of said
improvements as determined by the Public
Works Director.”
SECTION 5. If any section, subsection, sentence,
clause, phrase or word of this Ordinance
is for any reason held to be invalid by a court of
competent jurisdiction, such decision shall not
affect the validity of the remaining portions this
Ordinance. The City Council hereby declares
that it would have passed and adopted this
Ordinance, and each and all provisions thereof,
irrespective of the fact that one or more provisions
may be declared invalid.
SECTION 6. The City Clerk shall certify that
to the approval, passage and adoption of this
Ordinance by the City Council and shall cause
the same to be published in accordance with
the City Charter, and thirty days from the final
passage and adoption, this Ordinance shall
be in full force and effect.
