and community.
Madison was nominated along with 5600
other candidates from across the nation. A
distinguished panel of educators reviewed the
submissions and selected 621 semi-finalists.
And drum roll please, Madison has been
notified that she is one of those 621 special
seniors. The Commission of Presidential
Scholars, a group of 32 eminent citizens
appointed by the President, will select the
finalist and announced in May.
The nomination for the U.S. Presidential
Scholars Program is very secretive. Those
nominated don’t know who chose them.
Madison has her thoughts and believes State
Superintendent Tony Thurmond nominated
her. “They tell us that the selection is based
on SAT scores and activities/community
service.” According to Madison, she received
a letter in the mail telling her she had been
nominated. Dr. Gooden was notified too and
offered to assist her if she needed any help
with the subsequent application. “They are
reviewing our final applications now and I’ll
find out in a few weeks if I’m selected as
one of approximately 120 scholars selected.”
Madison is currently deciding where she’ll
be attending college. She is interested in staying
close to home and attending either USC
or UCLA. “I’m currently deciding between
UCLA and USC. I was offered a presidential
half-tuition scholarship at USC, but it’s still
more expensive than UCLA, so we’ll see!
At USC, my major is called philosophy,
politics, and economics, and my major at
UCLA would be political science.”
These days Madison is staying active
at home by going on walks with her new
Labradoodle puppy named Beau. She’s also
going to UCLA and USC with her dad to
walk around the campuses to help decide
where she’ll attend college. Her family is
close and they have been playing plenty of
games such as Scrabble and Yahtzee.
Madison’s immediate goal is hoping colleges
will reopen in the fall and get a job
on campus. She is also interested in studying
abroad in Israel, Greece, or London. Her
long-range goal and possibly a pathway to her
future is to go to law school. “Hopefully, I’ll
work as a civil rights attorney or something
on an international scale. However, I’m also
really interested in journalism.”
Madison is interested in political journalism,
such as covering state, national and international
politics and policymaking. USC has a
program called Master of Public Diplomacy,
where Madison would get to study how
governments across the world use the media
to spread their messaging. “Both print and
TV interest me because I love both writing
and public speaking,” said Madison.
One day we might turn on the television
tuned into a press conference at the White
House. Sitting in the front row in press row,
asking insightful questions, will be none other
than Madison Kellum. •

ENVIRONMENTAL REVIEW:
The proposed Ordinance to the Hawthorne
Municipal Code is not a project subject to
the California Environmental Quality Act
(CEQA) in accordance with Section 21065 of
CEQA and State CEQA Guidelines Sections
15060 (c)(2), 15060 (c)(3), and 15378, and is
exempt from CEQA as defined in CEQA
Guidelines section 15378, Section 15061
(b)(3) (general rule) and 15321 “Enforcement
Actions by Regulatory Agencies” (Class 21).
The proposed Ordinance has no significant
effect on the environment nor does it have
any potential for resulting in either a
direct or reasonably foreseeable indirect
physical change in the environment because
the amendments to the Hawthorne
Municipal Code merely provide an additional
enforcement tool for staff when presented with
applications pertaining to persons or properties

The Contract Time will be coordinated with
the awarded Contractor(s), and referenced in

There will be a mandatory Pre-Bid Conference
and Job Walk on May 11, 2020 at
10:00AM Sharp at 14120 S. Hawthorne Blvd.
Hawthorne, CA 90250. We will gather in the
parking lot on 141st Street and Hawthorne Blvd.
Please allow enough time for parking due to
parking restrictions in the area. Any Contractor
bidding on the Project who fails to attend the
entire mandatory conference and job walk will
be deemed as non-responsive bidder and will
have its bid returned unopened. Job walk will
immediately follow after Bidder’s conference.
Due to the current mandate regarding social
distancing to prevent the spread of COVID-19,
anyone attending the Pre-Bid Conference and
Job Walk shall at all times maintain a distance
of six feet from other people and shall at
all times wear a face covering. It is further
recommended to use gloves while attending
the Pre-Bidder’s Conference and Job Walk.
If not compliant, the company representative
will be asked to leave and the company shall
be deemed non-responsive.
Each bidder shall be a licensed contractor
pursuant to the California Business and Professions
Code, and be licensed to perform the
work called for in the Contract Documents. The
successful bidder must possess a valid and
active Class B License at the time of bid and
throughout the duration of this Contract. The
Contractor’s California State License number
shall be clearly stated on the bidder’s proposal.
Subcontractors shall be licensed pursuant
to California law for the trades necessary to
perform the Work called for in the Contract
Documents.
No contract shall be awarded to any contractor
or subcontractor that has been barred
from bidding on, accepting, or performing any
public works contracts.
Each bid must strictly conform with and
be responsive to the Contract Documents as
defined in the General Conditions.
In accordance with California Public Contract
Code Section 22300, the Owner will permit
the substitution of securities for any moneys
withheld by the Owner to ensure performance
under the Contract.
Prevailing wages are applicable to the Project.
These per diem rates, including holiday and
overtime work, as well as employer payments
for health and welfare, pension, vacation, and
similar purposes, are available from the Director
of the Department of Industrial Relations.
Pursuant to California Labor Code Sections
1720 et seq., it shall be mandatory upon the
Contractor to whom the Contract is awarded,
and upon any subcontractor under such Contractor,
to pay not less than the said specified
rates to all workers employed by them in the
execution of the Contract.
A contractor or subcontractor shall not be
qualified to bid on, be listed in a bid proposal,
subject to the requirements of Section 4104
of the Public Contract Code, or engage in
the performance of any contract for public
work, as defined in the Labor Code, unless
currently registered and qualified to perform
public work pursuant to Labor Code section
1725.5. It is not a violation of this section for
an unregistered contractor to submit a bid that
is authorized by Section 7029.1 of the Business
and Professions Code or by Section 10164 or
20103.5 of the Public Contract Code, provided
the contractor is registered to perform public
work pursuant to Section 1725.5 at the time
the contract is awarded.
The Contractor and all subcontractors shall
furnish certified payroll records as required
pursuant Labor Code section 1776 directly to
the Labor Commissioner in accordance with
Labor Code section 1771.4 on at least on a
monthly basis (or more frequently if required by
the District or the Labor Commissioner) and in a
format prescribed by the Labor Commissioner.
Monitoring and enforcement of the prevailing
wage laws and related requirements will be
performed by the Labor Commissioner/ Department
of Labor Standards Enforcement (DLSE).
The Contractor and all subcontractors shall
adhere to all the Federal, State, City, and
Centers for Disease Control (CDC) guidelines
in regards to work and community mitigation
actions to prevent the spread of COVID-19.
Separate payment and performance bonds,
each in an amount equal to 100% of the total
Contract amount issued by a California admitted
surety as defined in California Code of Civil
Procedure Section 995.120, are required, and
shall be provided to the Owner prior to execution
of the Contract and shall be in the form set
forth in the Contract Documents.
Bid Security. Each Bid Proposal shall be
accompanied by Bid Security in an amount
TEN PERCENT (10%) OF THE TOTAL BID
AMOUNT. Failure of any Bid Proposal to be
accompanied by Bid Security in the form and
in the amount required shall render such Bid
Proposal to be non-responsive and rejected
by the District.
No Withdrawal of Bid Proposals. No Bidder
shall withdraw its Bid Proposal for a period of
ninety (90) days after the award of the Contract
by the District’s Board of Education. During this
time, all Bidders shall guarantee prices quoted
in their respective Bid Proposals.
Substitute Security. In accordance with the
provisions of California Public Contract Code
§22300, substitution of eligible and equivalent
securities for any monies withheld by the District
to ensure the Contractor’s performance under
the Contract will be permitted at the request
and expense of the Contractor. The foregoing
notwithstanding, the Bidder to whom the Contract
is awarded shall have thirty (30) days following
action by the District’s Board of Education to
award the Contract to such Bidder to submit
its written request to the District to permit the
substitution of securities for retention. The failure
of the Bidder to make such written request to
the District within said thirty (30) day period
shall be deemed a waiver of the Bidder’s rights
under California Public Contract Code §22300.
Waiver of Irregularities. The District reserves
the right to reject any or all Bid Proposals or to
waive any irregularities or informalities in any
Bid Proposal or in the bidding.
Award of the Contract. The Contract for the
Work, if awarded, will be by action of the District’s
Board of Trustees to the responsible Bidder
submitting the lowest responsive Bid Proposal.
Inquiries and Clarifications. The Bidder is
advised that all inquiries and clarifications about
the Bid Documents, Drawings, Specifications,
etc., shall be submitted to the District in writing
at least six (6) calendar days before the bid
opening date. The District will respond at its
earliest possible opportunity. Verbal communication
by either party with regard to this matter
is invalid. Inquiries shall be sent in writing to

It is each bidder’s sole responsibility to ensure
its bid is timely delivered and received at the

Summary of Adoption of Ordinance 2199
Repealing Chapter 2.27 (“Design Review
Board”) and Amending Chapter 17.99
(“Design Review”) of the Hawthorne
Municipal Code (“HMC”) To Provide
Design-Making Authority Regarding
Design and Architectural Review for
Specified Projects to the Planning
Commission
Pursuant to Government Code section
36933(c), the following constitutes a summary
of Ordinance No. 2199 which was approved by
the City Council at its regular meeting on April
28, 2020 at 6:00 p.m. Pursuant to California
Government Code section 36933(c)(1), the City
Council has previously directed the preparation
and publication of a summary of Ordinance
No. 2199 which repeals Chapter 2.27 that
established the “Design Review Board” and
amends various provisions of Chapter 17.99
(“Design Review”) of the Hawthorne Municipal
Code providing decision-making authority
regarding design and architectural review to
the Planning Commission, as follows:
By Ordinance No. 2119 adopted on July 12,
2016, the City Council of the City of Hawthorne
created the “Design Review Board” (“DRB”).
Since its creation, the City has actively sought
to encourage volunteers for the DRB. Despite
these efforts in outreach, seats on the DRB
have remained vacant. As a result, the City’s
process for architectural and design review
detailed in Chapter 17.99 has remained without
a formal decision-making body, as envisioned.
Therefore, staff believed that the best course of
action, to ensure projects will have the intended
review, is to repeal the creation of the DRB,
contained in Chapter 2.27, and provide, in
Chapter 17.99 that the Planning Commission
would serve the purposes envisioned for the
DRB. It is common practice in many cities for
Planning Commissioners to review a project’s
architecture and design and to formally serve
as the Design Review body. In addition, in
Hawthorne, staff regularly provides the Commission
with architectural plans; therefore, the
current Commission has familiarity with design
review generally.
Accordingly, Ordinance No. 2199 repeals Chapter
2.27 and changes all references throughout
Chapter 17.99 from “Design Review Board” to
“Planning Commission” so as to provide the
Planning Commission with the decision-making
authority to review specified projects for design
and architectural conformity with the design
guidelines of the City of Hawthorne.
The proposed Ordinance to the Zoning
Code is not a project subject to the
California Environmental Quality Act
(CEQA) as defined in CEQA Guidelines
section 15378 because placing authority
to conduct design review upon the Planning
Commission has no potential for
resulting in either a direct or reasonably
foreseeable indirect physical change in
the environment.
A certified copy of the entirety of the text of
Ordinance No. 2199 is available both on the
City’s website and also in the office of the City
Clerk, 4455 West 126th Street, Hawthorne,
California, and is open for public inspection.
Pursuant to Government Code section 36933(c),
the summary of Ordinance No. 2199 was
published at least five (5) days before the
ordinance was considered for adoption on April
28, 2020 at a duly convened regular meeting
of the Hawthorne City Council.
