At the behest of Mayor Pro Tem Carol
Pirsztuk, the Council agreed to study the current
business license tax structure that has not
changed in about 30 years. Part of the goal is to
clean up the code to remove business categories
that no longer exist and add any new ones. City
Attorney Mark Hensley pointed out that the
Council can approve such tweaks. However,
any proposed increases to the general business
license tax must receive voter approval. With
the next municipal election in March 2020,
Hensley recommended that staff come back
with any proposed changes by February or
March to allow proper time to move towards
a potential ballot measure (should one be
requested). In order to place a measure on
the ballot, four of the five Council members
must opt in favor of doing so. A report within
the last two years comparing El Segundo with
neighboring communities showed small business
license tax fees falling below the average but
larger employers running higher.
The spate of presentations to begin the meeting
kicked off with a recognition of Guaymas
Mayor Sara Valle, who was recently elected
to the position by a record 62 percent of voters
(despite four other candidates). She and
a small contingent arrived in El Segundo on
Monday to tour the town and reinvigorate the
now 56-year relationship between the two cities.
Valle also served as mayor for the Sonora,
Mexico coastal community in the late ‘90s.
During her address to the Council (delivered
in Spanish with an interpreter beside her), Valle
provided an overview of Guaymas’ history,
chief industries and claims to fame. She also
received the Key to the City.
Next up, the Council recognized four successful
girls softball all-star teams that excelled
in recent tournaments. The groups included
the 8U Gold, 10U Gold, 10U Silver and 12U
Gold squads, with the players and coaches on
hand for photo opportunities with the Council
members.
Fire Chief Chris Donovan introduced two new
employees: Administrative Specialist Vanessa
Arias and Management Analyst Liz Lydic (who
moved over from the Finance Department).
Public Works Director Ken Berkman introduced
new Sr. Management Analyst Jasmine Allen,
who was promoted to the new title.
The Council also received the quarterly
report from City Treasurer Crista Binder and
Deputy Treasurer 1I Dino Marsocci, with a
rundown of the City’s investment activities.
Among the highlights were significantly higher
interest returns compared to 2017 as yield rates
tick up. The City continues to comply with
its investment policy with a diverse portfolio.
In a commendation, Allen Gragg received
El Segundo Police Department’s (ESPD) 2018
RSVP (Retired Senior Volunteer of the Year)
honors. An RSVP since July 2015, Gragg provides
routine patrol but contributes additional
hours for various local events. He also removes
graffiti, and repairs crime prevention and station
equipment at home in his spare time.
New ESPD K-9 Officer Jeff Rudolph introduced
his canine partner Ory, a 2-year-old
male Belgian Malinois.
The Council proclaimed the 1200 block of
East Acacia Avenue as Candy Cane Lane from
Dec. 8 at 7 p.m. through Dec. 23 and recognized
all the homeowners who decorate their
properties over that period. ESPD Lieutenant
Jeff Leyman provided an update on the safety
plan for the very popular event, announcing
street closures at Acacia and Center as well as
California and Walnut, with two police personnel
each in two vehicles plus a fifth officer to
handle any incidents. To limit who drives in or
out to actual residents, the ingress area for the
1100 block will be from Acacia and Center. It
will be from Walnut and California for the 1200
block. Officers will request identification from
residents of those blocks and will not allow
any non-resident vehicles access. Police will
provide flyers/door-hangers regarding the plan
and also post the information on social media.
The Council also proclaimed this Sunday,
Dec. 9 as the 55th Annual Holiday Parade,
which will run from 1 p.m. to 3 p.m. starting
at Imperial Avenue and Main and continuing
down Main to El Segundo Boulevard. This
year’s theme is “Seaside Yuletide.”
Meanwhile, Recreation and Parks Director
Meredith Petit announced that a “Plan B” is in
the works in case rain pours down during this
evening’s treelighting ceremony at the Civic
Plaza. While she indicated the actual lighting
will likely take place regardless, inclement
weather could force the Santa and toy giveaway
inside. Final status was unknown at press time.
As is common practice, the Council canceled
its first meeting in January (this year on the
2nd) due to its close proximity to the holidays.
The next regularly scheduled meeting will be
on Tuesday, Dec. 18. •

The purpose of this ordinance is to
prohibit all commercial cannabis-related
uses and activities, including the personal
cultivation of cannabis, whether medical
or recreational in nature, to the maximum
extent allowed under state law.
The whole number of the City Council of
said City is five. The foregoing Ordinance
No. 1577 was duly introduced by said
City Council at a regular meeting held
on the 6th day of November, 2018, and
was duly passed and adopted by said
City Council, approved and signed by the

Notice of Intent to Adopt a Mitigated
Negative Declaration
Zoning Code Amendment and Hotel Project
Address: C-3 zoned properties abutting the west side of Pacific Coast Highway (PCH); and 703 and 707 PCH
Purpose: In accordance with the State of California Public Resources Code Section 21092, Sections 15063 and
15072 of Title 14 of the California Code of Regulations Guidelines pertaining to the California Environmental
Quality Act, and the El Segundo Municipal Code, this is to advise you that the Planning Department of the City of
El Segundo has prepared an initial study of environmental impacts on the following project and is recommending
the environmental determination described below.
Project Description: The proposed Zoning Code Amendment would increase the allowable building height from
45 feet to 55 feet for C-3 properties, and 40 feet to 55 feet for C-3 properties that abut residentially zoned
properties, on the west side of PCH between Sycamore Avenue to the north and El Segundo Boulevard to the
south. The amendment would allow a 1-foot height increase for each additional 2-feet of setback from a property
line, up to a maximum of 55-feet with approval by the Planning Commission. The amendment would also allow a
Transfer of Development Rights between C-3 zoned properties west of PCH.
The project also includes demolishing the existing vacant restaurant building (Stick n Stein), and constructing a
new four-story, 55,640 square-foot boutique hotel. The proposed hotel would be 54 feet 10 inches in height;
include 116 guest rooms, a fitness room, a ground floor lobby featuring a bar area, and 10 bicycle parking spaces;
a subterranean parking garage with 91 parking spaces and two surface parking spaces near the hotel lobby
entrance for hotel guests; and would provide a 1,660-square foot outdoor terrace on the second floor with a bar
area, seating and landscaping.
Environmental Determination: Mitigated Negative Declaration. An initial study of environmental impacts was
prepared pursuant to 14 California Code of Regulations § 15063 (“CEQA Guidelines”). A Mitigated Negative
Declaration of Environmental Impacts is proposed for this project pursuant to CEQA § 15070. The public review
and comment period for the Negative Declaration begins on December 6, 2018 and ends at 5:00pm on January
7, 2019. The proposed environmental documents are available on the City’s website at:
www.elsegundo.org/depts/planningsafety/planning.

Thursday and alternating Fridays between 7:00 a.m. and 5:00 p.m. in the City of El Segundo Planning and Building

Future Public Hearings: Following the MND’s public review period, a Final MND will be prepared. The Final

Planning Commission’s recommendation on the project will then be presented to the City Council for action. Public
notice will be provided of all future Planning Commission and City Council meetings.
