Don’t Let Manhattan Beach
Hijack the Process
At the last City Council meeting, our City
Council finally approved the TopGolf agreement.
Now a group called “Save the Lakes” is
collecting signatures to place a referendum on
the ballot to overturn that decision. I attended a
“Save the Lakes” meeting. This group is run by
people from Manhattan Beach. They are spreading
misinformation that the Lakes is profitable.
The facts are the Lakes loses money and has
depleted millions of our taxpayer dollars from
the general fund. Our taxes should no longer be
squandered by subsidizing cheap golf for people
from Manhattan Beach. Our tax dollars are
better spent on our local public safety officers,
much-needed capital improvements, and providing
services for our seniors and youth. If
someone asks you to sign a referendum, ask if
they live here. Ask if they care more about cheap
range balls or finding new ways to help pay
for our City’s independent police and fire
departments. Our elected officials, planning
commission, Lakes Task Force and committees,
which were made up of our residents, all
participated in the public process of selecting
TopGolf as the best way to save the Lakes. With
TopGolf we get a new golf course with lights,
a new clubhouse, new practice green with
chipping area, and guaranteed access for high
school and junior golf programs to practice at
the TopGolf facility. Without TopGolf, the Lakes
will continue to lose money and eventually
will have to close. Don’t let Manhattan Beach
hijack the process. Don’t sign the referendum.

Obituaries
John “Jack” Ruis
Jack was born June 14, 1930 in
Honolulu, Hawaii and passed away
November 2, 2019 in Encinitas,
California. He is survived by his
loving family: Nancy, his wife
of 50 years; son Randy of Kona;
daughter Cindy of Phoenix;
stepdaughter Julie Irvine Eggert
(Tim) of Seal Beach; stepson
Michael Hurlburt of Macdoel;
6 grandchildren: Nanci, Katie,
Megan, Nicholus, Kasey and Steven; 5 greatgrandchildren:
Presley, Everett, Weston, Arden
and Kennedy; nephew Dennis Moreno and
niece Karen O’Bannion. He was preceded in
death by two grandsons, Domenic and Daniel.
Jack was near Pearl Harbor when it was
attacked and he was later evacuated from the
island. He eventually moved to Sunnyvale,
California, where he earned his degree in
Recreation from San Jose State University.
Jack was first employed by City of Los Angeles
and then worked for 29 years in El Segundo,
25 of those years as Director of
Recreation & Parks. He helped to
design and bring to reality many of
their parks and recreation programs
that are still enjoyed today. Jack
was a huge sports enthusiast. He
played football in high school and
college, he was an avid golfer,
and he loved watching football
games and sporting events. Jack
also enjoyed growing and caring
for plants and trees, working with clay, deepsea
fishing, and was a lifelong dog lover.
Upon retiring, Jack moved to Fallbrook, was
a consultant for a sports lighting company,
grew avocados, traveled, and enjoyed many
fishing trips out of San Diego.
Jack’s ashes will be scattered in the ocean
that he so loved. A gathering to share memories
will be held on December 27th in Fallbrook.
The family requests no flowers. If desired, a
