voters (including those living in El Segundo)
may cast their ballots at any County vote
center -- all of which will be open to
accept ballots in person for up to 11 days
before the election. Once the County
receives the ballots, it will have 30 days to
canvas and verify the results. “I’m told they
will most likely use the whole 30 days,”
Weaver said. If so, the winning El Segundo
candidates will likely take their oaths of
office in mid-April.
Also changing is how people vote. The
traditional InkaVote process using pen,
paper and bubble-coloring is now a thing
of the past, replaced by a new system of
Ballot Marketing Devices (BMD). Voters
will make their selections on touchscreens
(where they can change the display to enlarge
type or tweak contrast) and then can
view their printed-out ballots to verify all is
correct before final submission. The BMDs
will be secure since they won’t be connected
to the Internet. Those interested may also
prepare their ballots in advance through a
County smartphone app that will create a
QR code that can be scanned at the bottom
of the BMD.
For those with questions about the workings
of the new system, the City of El
Segundo will host a town hall meeting on
Wednesday, Nov. 20 at the Joslyn Center at
6 p.m. (a similar event took place at City
Hall on Nov. 4). The VSAP presentation
will cover all aspects of the new system and
all available options—including how to use
the “Interactive Sample Ballot” and the vote
center model. El Segundo is also one of 10
cities selected to host a “demo center” for the
general public to access election information
and explore the new voting experience in
advance. It will be open Tuesdays through
Saturdays from Dec. 3-21 at the Recreation
and Parks Clubhouse.
Weaver also emphasized that the “old
school” but increasingly utilized voting by
mail method isn’t going way. Sample ballots
will go out in January and at that time, a
voter can request a vote by mail (VBM)
ballot for this election only – or request to
permanently become a VBM voter by signing
the application located on the back of the
sample ballot. “I encourage voting by mail,”
Weaver said. She also warned residents not
to wait until the last minute. “We won’t be
able to issue emergency vote by mail ballots
right before the election like we used to.”
While her office’s role in the election will
be significantly smaller, Weaver pointed out
that she and her staff will have plenty on their
plates over the next few months. “We’ll still
be there for our candidates,” she said. That
includes collecting and reporting campaign
contributions. “The first filing for campaign
contributions is on Jan. 23 when they must also
declare if they will raise more than $2,000.”
Meanwhile, Weaver confirmed that a possible
voter referendum contesting the recent
Council-approved TopGolf project won’t be
on the March 3 ballot. “The organizers need
to gather signatures, which the County then
has 30 days to verify, so it would go beyond
the deadline for March,” Weaver said. If the
referendum qualifies, the soonest it can go
to local voters is during the November 2020
presidential election (overseen by the County).
Or, the Council could decide to hold a special
standalone election, but Weaver warned that
would be difficult at best since SB415 put
election vendors out of business. A special
election may also possibly cost the City well
over $200,000. Another option is to wait until
the March 2022 regular municipal election,
which would leave TopGolf in limbo for an
extended period.
Weaver indicated that more information
will come to light in December, when the
County will announce the vote center locations
prior to sending out the sample ballots
in January. “We’re not sure what to expect
and how much it’s [the election] going to
cost,” she said. “It should be an interesting
few months…” •
