Also on Tuesday, the Council formally
approved the 2018/19 fiscal year budget that
itemizes the group’s previous direction on
how to allocate a $7.1 million surplus. The
breakdown includes $3.1 million towards
recommended capital improvement projects,
$1.5 million to pay down unfunded CalPERS
pension liability, $1 million into the Section
115 pension trust fund, and $1.08 million in
department requests.
At the last budget study session, the Council
told department heads to find monies internally
for any new personnel hires/promotions and to
not pull the dollars out of the surplus. Finance
Director Joe Lillio reported partial success in
that regard. Staff found $317,638 out of existing
funds for some of the positions. However, they
could not locate monies for another $320,557
in requests --- so those positions won’t be filled
for the time being. The Council previously did
not approve $333,220 in various other department
requests.
Councilmember Don Brann voted no on the
budget, reiterating his position that the City’s
reserves are too high at 19 percent (he prefers
them at 15 percent) and that the surplus should
go towards what he termed “the three P’s” –
pension, pools and planes. While proud of his
colleagues for prioritizing pension liability, he
felt it important to dedicate funds to renovate
The Plunge and to also put aside $2 million
to properly fight airport expansion. Mayor Pro
Tem Carol Pirsztuk noted that the approved
capital project list includes $1 million for facilities
assessment, with The Plunge one of the
components. Nicol presented Brann with the
double-edged sword of fighting the airport by
stating that LAX is “one of the driving forces
of our number one tax revenue” – transient
occupancy taxes from local hotel stays.
Nicol and Councilmember Chris Pimentel
will serve as a two-man subcommittee to enter
into upcoming discussions with officials from
Drive Shack and TopGolf – the two finalists
to land the contract for future operations,
management and improvements at The Lakes
at El Segundo. With support from staff, Nicol
and Pimentel will represent the City’s interests
and return to the Council within approximately
two months with an update. The goal is to
go into more details regarding the two companies’
offers and to ensure inclusion of key
deal points such as robust youth programs; El
Segundo resident discounts; construction of a
new, separate clubhouse building; various golf
course improvements; competitive course rates;
and ability to renegotiate the agreement after
conclusion of the first term.
During the consent agenda, the Council approved
the new social host ordinance that will
fine persons who are aware of or encourage
alcohol or marijuana consumption by minors
at large gatherings, but don’t take reasonable
steps to prevent it. Pimentel was the lone dis-
senting vote, calling the ordinance the “wrong
tool for the right job.” He described it as a
“shortcut around the criminal process” that
inappropriately uses regulations. Nicol begged
to differ. “It [the ordinance] is a tool,” he said.
“It’s a statement we want to make as a town
and as a group of people to say, ‘We’re not
okay with this.’”
Also during consent, the Council approved
two facility use agreements with El Segundo
Unified School District (ESUSD) for the El
Segundo-Wiseburn Aquatics Center and The
Plunge. Under the arrangement, ESUSD will
contribute $400,000 towards equipment purchase
for community and school programming at the
Aquatics Center. The City will cover other
costs, including utilities. The agreement will
run for 10 years with the option (if both parties
agree) to extend for up to four separate 10-year
renewals. District usage of the new facility will
be equal to that of Wiseburn Unified School
District: three hours daily for six days a week.
Regarding The Plunge renovation, ESUSD will
kick in 24 percent of the total project cost, not
to exceed $1 million.
The Council also approved the draft joint use
agreement with Wiseburn, but City Attorney
Mark Hensley reported a couple of major
sticking points that may require the item to
return to the group in the coming weeks. One,
he said, is a resistance to reference the other
district in the agreement. The second issue is
that Wiseburn wants additional pool time. That
request, Hensley noted, has to be at the City’s
discretion since the latter wants to capitalize
on revenue-generating opportunities when the
schools do not use the facility.
At the beginning of the meeting, the Council
heard a presentation from summer intern Katherine
Kakuske (who just went off to college
in Oregon) about her eight weeks spent with
the Library and Recreation and Parks learning
about the two departments and working on
various projects. Among other highlights, she
hosted the first-ever Teen Center Art Show
that drew over 50 attendees and showcased 13
artists between the ages of 14 and 20.
The Council also recognized (and took photos)
with three El Segundo Little League all-star
teams that advanced to state tournaments. The
groups included the 9-10s (managed by Jenette
Osbourne), the 10-11s (managed by Eddie Lee)
and the 11-12s that finished in the top one
percent in California (managed by Mike Alcala).
Event Chair Barry Gribbon accepted a proclamation
on behalf of the El Segundo Kiwanis
Club for this Saturday’s Fair on Richmond Street.
The 43rd annual fundraiser will run from 9 to
5, with an expanded area going further north
on Richmond to include school/youth groups
to “make it more about El Segundo” than ever.
Gribbon reported that festivities will include
live music, over 100 merchants, a petting zoo,
and local food providers. •
