expected to enrich the classroom experience
for all levels of learners. “I loved that,” she
said of her duties at Wiseburn. “I have a real
heart for the kids on the fringe. I think all of
us are ‘on the fringe’ at some point in different
ways and at different times in life.” She
added that she considers herself a “big-picture”
educator, and that taking the leap into school
administration “would be a good fit for me.”
Alberto Paredes, a Wiseburn principal who
worked with Oulashian, has no doubt she
will thrive in her new position. “Carie is an
extremely caring individual,” he said. “She
has exemplary people skills and is always
willing to assist in whatever capacity she is
needed. She does an amazing job of working
with students and teachers. [She] is organized
and professional when she interacts with the
school’s staff. People around her tend to feel
very comfortable. She is compassionate and
truly cares about those that she serves. Her
kindness and genuine concern are especially
prevalent when she supports individuals who
are struggling.”
Oulashian noted that she was interested in
working in the field of education once she
realized the profound impact that people in
education can have on not only students and
their families, but on entire communities.
When asked what career path she may have
selected outside of education, she said, “That
is really hard for me to answer because I feel
that everything about me is an educator.” She
added that she enjoys working in education
because “it is different every day.”
Oulashian also pointed out how the educational
landscape continues to evolve at an
ever-quickening pace, and that her experience
working with a wide variety of students, as
well supervising student teachers and interns,
has allowed her to be successful in bringing
“different groups to the table” and getting them
to collaborate positively.
Sarah Nitsos, an administrator in the WUSD,
thinks the ESUSD made a great assistant principal
selection. “Having worked with Carie this
past year, I know she will make a great AP,”
Nitsos said. “She has a way of immediately
putting you at ease and is a very skilled
communicator. She is well-organized and has
a knack for accomplishing the tasks at hand
while keeping the big picture in mind. From
the outside it appears that Carie effectively
builds relationships with teachers, staff, students
and community members, but the truth
is she is very thoughtful in her approach to
people and this allows her to make genuine
connection with others.”
WUSD Director of Psychological and Child
Services Cathy Waller echoed the glowing recommendations
other Wiseburn educators have
given Oulashian as the new assistant principal
embarks on her new job. “Carie demonstrates
extraordinary leadership in everything that she
does,” Waller said. “She excels in the skill
of creating workable and sustainable teams
and systems and can work with any group,
including teams who represent multiple and
diverse perspectives.”
Waller continued, “In her work as an MTSS
coordinator in Wiseburn, she guided and assisted
team members with identifying academic and
social/emotional behavior tiers of support and
practices for each school site. She also guided
each team through the process of aligning all
practices to the District LCAP goals and actions.
She supported groups of teachers and
school site administrators through a process
that challenged staff to look thoughtfully and
critically at school-wide practices to determine
if those practices promoted a Multi-Tiered
System of Support resulting in educational
opportunities for all students.”
Oulashian said she was “thrilled” when she
received word that she had nabbed the assistant
principal job in her hometown, noting that she
had entrusted her own children to the teachers
of ESUSD. Her children all attend or attended
Center Street Elementary School (CSS). She
looks at is as a positive that the teachers at CSS
know her as a parent. “As a new administrator,
it is helpful that I wear different hats at
the two elementaries,” Oulashian said. “I can
fully engage as a parent at Center and fully
engage as a public servant at Richmond. I love
this district!” •

Project Description: The proposed Lakes Specific Plan (TLSP) consists of the 26.55-acre area that currently comprises The Lakes at El
Segundo. The project proposed for the approximately 12-acres located within the southern portion of the project site would replace the
existing driving range with a 3-story golf-themed, commercial recreation and entertainment facility including hitting bays, restaurant/bar,
and accessory uses operated under the “TopGolf” brand. Other project improvements include modifications to the fairways and layouts of
six holes at the existing golf course, parking lot expansion, replacement of existing net poles, and demolition and replacement of the
clubhouse/pro shop. The proposed project includes the Lakes Specific Plan, a General Plan Amendment, a Zone Change, a Zoning Text
Amendment, a Site Plan Review, a Lot Line Adjustment, and a Conditional Use Permit. Lastly, a lease between the City and CenterCal
for the driving range and parking facilities, and a management agreement between the City and TopGolf for the golf course operations.
On January 24, 2019, the Planning Commission held a public hearing and adopted resolutions recommending that the City Council certify
the Final EIR and approve the project.

Environmental Determination: On September 5, 2017, the City Council certified an Environmental Impact Report (EIR) and approved a
Mitigation Monitoring and Reporting Program for The Lakes Specific Plan Project, which included a total of 63,090 sq. ft. of net usable
space (72,455 gross square feet). However, the Council did not take any subsequent action to approve or carry out the project. The
proposed project is a slightly modified version of the Lakes Specific Plan Project analyzed in the previously-certified EIR. The modifications
consist of changes in the locations and sizes of entertainments areas and restaurant/bar areas, resulting in a 76 sq. ft. decrease in net
area, but a 351 sq. ft. increase in the gross area due to larger circulation space; however, all other components remain the same, including
the number of hitting bays, height of the building and the proposed uses. The City’s environmental consultant has independently reviewed
the modifications and has determined that they will not result in any new significant environmental impacts and will not increase the
severity of any effects previously identified in the EIR. The modifications are adequately covered by the EIR. No significant new
information has been added to the EIR since the Notice of Availability was given on January 26, 2017. The EIR concludes that the project
would have less than significant impacts, or no impacts, in the areas of Aesthetics, Agricultural Resources, Biological Resources, Cultural
Resources, Geology and Soils, Greenhouse Gas Emissions, Hydrology and Water Quality, Land Use and Planning, Mineral Resources,
Population and Housing, Public Services, Recreation, Transportation/Traffic, and Utilities and Service Systems. The EIR finds that the
project has the potential for significant impacts to Air Quality, Hazards/Hazardous Materials, and Noise; however, each of these potential
impacts can be mitigated to less than significant levels with the implementation of mitigation measures. A Mitigation Monitoring and
Reporting Program has been prepared to ensure the mitigation measures recommended in the EIR are properly implemented in the event
the project is approved. The EIR reflects the independent judgment of City staff and considers project design features, site and surrounding
environmental conditions, previous environmental evaluations, standard construction/engineering practices, and potential future projects.
