Local Resident, County Lifeguard
Honored by the ES City Council
L.A. County Ocean Lifeguard and El
Segundo resident Kelsey Cummings was
officially honored on Tuesday, Sept. 3 by
the El Segundo City Council for “her mentoring
of youth and the next generation of
ocean lifeguards” and “her herculean role
in helping the LA County Surf Lifesaving
Team win the 2019 United States Lifesaving
Assn. National Lifeguard Championships.”
The Council also noted “that the women of
the team showed their considerable mettle
by scoring 65 percent of the team’s points.”
Kelsey was recognized for “setting a great
example for her peers.”
In addition to her role as an L.A. County
Ocean Lifeguard, Ms. Cummings also mentors
youth and the next generation of ocean
lifeguards as a Junior Lifeguard Instructor
— when she is not protecting beachgoers
and swimmers from her lifeguard tower.
She recently finished as the first woman
competitor in the Dwight Crum Pier to Pier
Swim as part of the International Surf Festival.
Ms. Cummings finished just seventh overall
out of more than 1,000 swimmers. Another
notable achievement came in August 2016
when as part of the LA County-Southern relay
team, she became just the second female to
ever win a coveted Taplin Bell event.
Cummings’ most recent appreciation was for
the aforementioned herculean role in leading
the L.A. County Ocean Lifeguards team to
victory in the event held Aug. 7-10 in Virginia
Beach. She was the USLA Women High Points
Trophy winner, scoring more points (137.5)
than any other female out of more than 700
competitors of ocean lifeguards from across the
United States. Her top performance was part of
a wave of event wins and points earned by the
El Segundo resident and LA County Lifeguard Kelsey Cummings received a commendation earlier this month from the El Segundo

El Segundo Unified School District
Issues $27 Million in Measure ES Bonds
The El Segundo Unified School District
successfully issued its Election of 2018
Series A bonds on June 5, 2019. The Series
A bonds represent the first series of bonds
under Measure ES, authorizing the District
to issue up to $92 million in general obligation
bonds.
The District achieved bond ratings of “Aa2”
from Moody’s Investors Service and “AA”
with an outlook of stable from Standard
and Poor’s. The rating agencies cited the
District’s maintenance of strong reserves,
consistent financial performance supported
by long-term investment and capital planning,
good management policies and practices,
and out-of-District enrollment, as well as
a strong underlying economy in the greater
Los Angeles metropolitan region.
The District’s strong performance and solid
credit ratings helped attract strong investor
interest, attracting six different investors on
the day of the sale. In addition, the District
sold its bonds during a historically low interest
rate environment. The Series A bonds have
a borrowing cost (true interest cost) of 3.15
percent with a final maturity in 2048. The
District estimates that the new maximum tax
rate will not exceed $42.96 per $100,000
of assessed value throughout the life of the
Measure ES bond program. The $27 million
was issued as traditional current interest bonds
and not capital appreciation bonds.
The Series A bonds generated $27 million
in project proceeds, which will be used
for upgrades to school facilities including
but not limited to fencing and secure entry
vestibules, a new gym at the middle school,
a library renovation at the high school, and
shade structures at the elementary schools.

West Basin Announces Completion
of Recycled Water Pump Station
Improvements Project
The West Basin Municipal Water District
(West Basin) last week announced that its
recycled water Pump Station Improvements
Project, which will enhance local water supply
and sustainability, is complete. The project
is part of the District’s ongoing Capital Improvement
Program, investing in critical local
infrastructure to provide the service area with
drought-resilient, recycled water.
The nearly $18 million project includes construction
of a new pump station and installation
of a three-megawatt emergency generator at
the most critical component of the District’s
water recycling program. The District-owned
assets, located at the Hyperion Water Reclamation
Plant, are essential for delivering water to
the Edward C. Little Water Recycling Facility
(ECLWRF) in El Segundo and to the recycled
water system at large. More than 40 million
gallons a day (MGD) of treated sewer water is
conveyed from the pump station to the ECLWRF
for additional treatment and distribution across
West Basin’s service area.
The new stand-alone pump station is located
directly north of the existing pump station, built
in 1994 at the start of the District’s recycled
water program. The new emergency generator
provides an uninterrupted source of power in
the event of power supply outages. Together,
these upgrades help West Basin operations to
eliminate maintenance matters that may interrupt
recycled water supply. The improvement
project also assists the District in increasing
production capacity to 70 MGD as downstream
demand continues to grow.
