California, traditional district schools and
charter schools are funded under the Local
Control Funding Formula (LCFF), which
allocates state and local tax dollars to public
education agencies based on the number of
pupils in each grade level. Additional funding
is provided for students with high needs,
such as low-income students, English learners,
and foster youth. Many charters also do
additional fundraising to obtain grants and
donations to pay for programs that are not
fully funded by the state.
A Personalized Education
Charters have become very popular with
families looking for a free public school
alternative that serves students of diverse
needs and backgrounds. With fewer regulations
and increased autonomy, charters have
been able to adopt innovative curricular
models that are responsive to changing
student, family and society needs. Often
without unions, charters are more nimble
and able to pivot quickly, such as to distance
learning during the COVID-19 global pandemic.
Oftentimes, charters are initiated in
low-income neighborhoods served by poorly
performing schools.
Many charter schools have unique educational
missions that place an emphasis on
STEM (science, technology, engineering and
math), project-based learning, the arts, or a
homeschooling partnership between families
and the school, as a few examples.
Charters As Competition
In today’s political climate, many view
charters as competing with traditional public
schools, drawing students and funding away
from district schools. In California, the climate
has become more anti-charter of late with
increased regulation and restrictions to limit
charter school growth and to preserve the
status quo. Yet charters are at the forefront
of innovation and are critical to the success
of students who don’t do well in traditional
public schools.
School choice is personal and powerful.
Parents know the style of schooling that
best suits their children. I truly believe
that we should help students attain success
through whatever path works best for them.
For charter schools with a proven track
record of success, like Da Vinci Schools,
where I am a founder and president of its
Board of Trustees, we should be actively
combating restrictive legislation so that
public charter schools remain an option for
all California families.

liability and workers’ comp side, we have to
do a much better job.”
The city currently participates in a municipal
risk pool for workers’ comp coverage. El
Segundo plans to withdraw from the insurance
cooperative and go it alone.
A portion of the position will be funded
from a separate general liability fund. Workers’
compensation costs account for 5 percent of
the city’s overall employee costs.
The council approved a $5.6 million spending
plan for improvements to city landmarks
and facilities. The money will be spent toward
renovating the restrooms at Recreation Park,
making the Skate Park safer, and evaluating
the Teen Center’s structural integrity. According
to the budget document, the money
will be carried over from the current year for
The Plunge renovation project. Twenty-four
projects are planned.
Some city fees will be adjusted for inflation
on October 1, part of an annual review. A
City Hall reorganization, which was previously
announced, also will take place in two
weeks. The Parks and Recreation Department
and the library will be merged within a new
Community Services Department.
To date, El Segundo has recorded 128
cases of COVID-19 and one death. There
are currently six residents diagnosed with
the virus within the past 14 days, Fire Chief
Chris Donovan told the council. El Segundo
and local businesses within the city would be
less restricted if Gov. Gavin Newsom would
grant the city’s request to be considered separately
from the rest of Los Angeles County,
which has case rate three times higher than
El Segundo’s, according to Donovan.
The city formally requested the exemption
last week after Newsom in late August
unveiled a new, stricter model for California
counties to demonstrate they are making
headway to reduce the spread of COVID-19.
Los Angeles County has a case rate of 8.1 per
100,000 residents compared to El Segundo’s
rate of 2.6. All South Bay cities combined
sit in the middle at 4.1 diagnosed cases per
100,000 people.
Mayor Drew Boyles said the city also
supports Torrance’s petition to the governor,
asking to be released from the one-size-fits-all
matrix for moving Los Angeles County out of
the lowest tier, where it now sits. Unless other
cities and unincorporated areas show significant
and immediate progress against the spread of
COVID, the restaurants, bars, retailers, schools
and community activities could be curtailed
or banned through the spring of 2021.
The city’s response to COVID-19 has cost
$680,000, and FEMA and the federal CARES
Act have reimbursed the city $380,500 so far,
the fire chief revealed. It’s expected the city
will receive the outstanding amount - $300,000
- from a coronavirus relief fund to cities and
the California Office of Emergency Services. •
