Environmental Impact Report/Environmental
Assessment (EIR/EA)
Park Place Extension and Grade Separation Project
WHAT IS
BEING
PLANNED?
The City of El Segundo (City), proposes to extend Park Place from Allied Way to Nash Street with a railroad grade
separation to implement a critical project as identified in the City’s 2004 General Plan Circulation Element Update, its
2005 Traffic Impact Fee Study Update, and the Southern California Association of Governments (SCAG) 2017 Federal
Transportation Improvement Program (FTIP). Park Place currently exists in two segments with a roughly quarter mile
gap across an undeveloped area which consists of Union Pacific Railroad (UPRR) and Burlington Northern Santa Fe
(BNSF) railroad spurs. The project would implement a gap closure to develop Park Place as an alternate east-west
route between Sepulveda Boulevard and Douglas Street to relieve congestion along portions of Rosecrans Avenue
and Sepulveda Boulevard, as well as to improve local traffic circulation and access to and from the I-105 freeway. The
California Department of Transportation (Caltrans) District 7 is the lead agency under the National Environmental
Policy Act (NEPA), while the City is the lead agency under the California Environmental Quality Act (CEQA). There
are four Build Alternatives and a No-Build Alternative under consideration.
WHY THIS
NOTICE?
Caltrans, in conjunction with the City, has studied the effects that the proposed project may have on the environment
and community. The results of these studies are contained in an environmental document known as a Draft
Environmental Impact Report/Environmental Assessment (EIR/EA). The purpose of this notice is to inform the public
of its completion and availability to any interested individuals, and to provide the public an opportunity to comment.
The City has determined, through preparation of the EIR that the project would not result in significant impacts under
CEQA, upon implementation of identified mitigation measures. A portion of the project site has been identified on a
list of hazardous materials sites compiled pursuant to Government Code Section 65962.5 of the Government Code.

The Draft EIR/EA is available for viewing and download at www.elsegundo.org and http://www.dot.ca.gov/d7/envdocs/.
The Draft EIR/EA is also available for review and reproduction at Caltrans District 7, Division of Environmental
Planning (100 S. Main Street, Los Angeles, CA 90012) on weekdays from 8:00 a.m. to 4:00 p.m.; and the City of El
Segundo City Hall (350 Main Street, El Segundo, CA 90245) Monday through Thursday and alternating Fridays from
7:00 a.m. to 5:00 p.m. Additionally, the EIR/EA will be available for review at the City of El Segundo Public Library
(111 West Mariposa Avenue, El Segundo, CA 90245) on Monday through Thursday from 9:00 a.m. to 9:00 p.m. and
Friday and Saturday from 10:00 a.m. to 5:00 p.m.
