Thursday, Aug. 30
One female adult was arrested at 0008
hours from the 600 block of Vista Del Mar
for three LAPD misdemeanor warrants.
Identity theft report was taken at 1005
hours from the 200 block of Kansas Street.
One female adult was arrested at 1056
hours from the 2500 block of East El Segundo
Boulevard for trespassing.
Petty theft occurred at 1033 hours in the
600 block of Virginia Street. Liquor was stolen.
One female adult was detained at 1328 hours
from the 300 block of East Grand Avenue
and transported to Harbor General Hospital
for a 72 hour psychological evaluation.
Petty theft report was taken at 1513 hours
form the 300 block of North Continental
Boulevard. An iPad was stolen.
Friday, Aug. 31
One male adult was arrested at 0206 hours
from Marine Avenue and Pacific Avenue for
misdemeanor DUI.
One male adult was arrested at 0305 hours
from the 200 block of Standard Street for
plain drunk in public.
One female adult was arrested at 1042
hours from the 700 block of South Pacific
Coast Highway for shoplifting.
A criminal threats report was taken at 1608
hours from the 200 block of Center Street. A
known suspect threatened the victim.
Saturday, Sept. 1
One female adult was arrested at 0007
hours from the 300 block of West El Segundo
Boulevard for misdemeanor DUI.
Burglary (vehicle) report was taken at 1115
hours from the 500 block of North Pacific
Coast Highway. Unknown suspect(s) stole
the victim’s third row seats.
One female adult was arrested at 1728
hours from the 700 block of North Nash
Street for domestic violence.
One female adult was arrested at 2159
hours from the 1900 block of East Imperial
Highway for misdemeanor DUI.
Sunday, Sept. 2
One female adult was arrested at 0132
hours from Douglas Street and El Segundo
Boulevard for misdemeanor DUI and one
outstanding Claremont P.D misdemeanor
warrant.
An attempted murder report was taken
at 0141 hours from Imperial Avenue and
Sheldon Street. Known suspect attempted
to strangle the victim.
One male adult was detained at 0811
hours from Manhattan Beach for inability
to provide proof of identification.
A burglary report was taken at 0954 hours
from the 1900 block of Hughes Way. Unknown
suspect(s) broke into a storage unit.
A burglary report was taken at 1011 hours
from the 800 block of South Douglas Street.
Unknown suspect(s) stole a bicycle by cutting
the lock. Monday, Sept. 3
One male adult was arrested at 0119 hours
from Grand Avenue and Vista Del Mar for
DUI alcohol and drugs.
A found property report was taken at 0458
hours from the 300 block of Center Street.
Found was a toolbox.
A lost property report was taken at 1115
hours from the 100 block of East Grand
Avenue. Lost was a debit card.
A vehicle was reported stolen at 1521 hours
from the 900 block of Main Street. Taken
was a blue 2005 Ford Focus.
A petty theft report was taken at 1746
hours from the 600 block of Center Street.
A known suspect stole two boxes from the
victim’s front porch.
One male adult was arrested at 1850 hours
from the 400 block of West Grand Avenue
for public intoxication.
Tuesday, Sept. 4
A vandalism report was taken at 1022 hours
from the 1900 block of East Mariposa Avenue.
A vandalism report was taken at 1149 hours
from the 1600 block of East Palm Avenue.
A grand theft report was taken at 1409
hours from the 500 block of Illinois Street.
Unknown suspect(s) stole the catalytic converter
from the victim’s vehicle.
A use of false name report was taken at
1508 hours from the 1600 block of East
Franklin Avenue.
A burglary report was taken at 1621 hours
from the 1000 block of East El Segundo
Boulevard. Unknown suspect(s) made entry
into a secured storage locker without force
and stole watches, sunglasses, suitcases,
clothes, hard drives, and a backpack.
An identity theft report was taken at
1741 hours from the 700 block of West
Imperial Avenue.
A defrauding an innkeeper report was
taken at 2035 hours from the 700 block of
North Nash Street.
Wednesday, Sept. 5
One male adult was arrested at 0457 hours
from West Walnut Avenue and Virginia Street
for felony evading, resisting arrest, driving
while intoxicated, misdemeanor hit and run,
and driving with a suspended license.
One male adult was arrested at 0625 hours
from the 500 block of North Pacific Coast
Highway for trespassing.
A vehicle was reported stolen at 0655 hours
from the 800 block of Pepper Street. Taken
was a white 1999 Ford E250.
A burglary (vehicle) report was taken at
0655 hours from the 800 block of Pepper
Street. Taken were the keys to the victim’s
second vehicle.
One male adult was arrested at 0741 hours
from the 400 block of Indiana Street for one
outstanding Culver City PD misdemeanor
warrant.
A traffic accident (with injuries) occurred
at 1005 hours from the 200 block of East
Franklin Avenue, vehicle versus vehicle.
One male adult was detained at 1043 hours
at West El Segundo Boulevard and Main
Street and taken to Harbor UCLA Medical
Center for evaluation and treatment.
A grand theft report was taken at 1251
hours from the 800 block of South Pacific
Coast Highway. Taken was purse with over
$2,000 worth of items. •

that he eventually expects to be back before
the Council asking for funding.
The Council said no – at least for now –
to several of the requests the members felt
were not critical, with direction in several
cases to “park” the monies and revisit the
matter mid-year. For instance, the group
declined the City Clerk’s Office wish to
bring in consultants to weigh in on records
retention/destruction and to assist with
Laserfiche imaging. While agreeing to upgrade
the Economic Development Manager
to Deputy City Manager and add a new
Economic Development Specialist position,
the Council did not give its blessing to a
second proposed hire for a Communications
Management Analyst ($120,000 to $140,000).
Part of the Council’s rationale in weighing
the various asks was to wait for Information
Services project implementations and then
determine if resulting efficiencies eliminate
the need for some new positions – or allow
other personnel to repurpose their duties.
Fire Chief Chris Donovan had mixed
results. After lengthy discussion, the
Council finally agreed to move forward
with acquisitions of a replacement fire
engine and REMS vehicle (both paid for
outside of the general fund) that are at
the end of their industry-prescribed shelf
lives. Several of the members were hesitant
at first to sanction the spending because
the existing vehicles remain operational
and mechanically sound. Donovan said
his goal was to “avoid being out of resources”
and called it a prudent move to use the
outside funds (from strike team and developer
fees) to subsidize the equipment replacement
now versus waiting a year when the
prices will go up -- and the City may also
incur repair costs and be more prone to
service lapses. The Council also approved
some lower-dollar equipment requests and a
wellness program for the Fire Department,
but turned down asks for fire prevention
Laserfiche and an accreditation program
($106,220) for the time being. Meanwhile,
the El Segundo Police Department got the
go-aheads for several requests, including a
new SWAT van.
With a combined $910,000 saved from
shaving the various requests, the Council
opted to take $500,000 of those monies to
pay down more of the unfunded pension liability
– the ever-growing cost for employees
who already retired or left their jobs here
to go elsewhere. The City will apply $1.5
million total towards the bill (now at about
$130 million) in 2018/19 in order to reduce
interest payments and curb the adverse impacts
of negative amortization over the long haul.
The other $410,000 will remain in reserves
as a buffer in the event residents protest
proposed trash collection fees and/or the
department heads are unable to completely
cover the abovementioned personnel costs
via operating efficiencies.
Several of the Council members had
alternate ideas for capital improvement
projects they’d like to see, though Public
Works Director Ken Berkman ultimately
recommended holding off on addressing
those until the next fiscal year and going
with the list already ranked and prioritized
by the Capital Improvement Project
Advisory Council (CIPAC). The Council
went ahead and approved the CIPAC
list that totaled $3.1 million. Among the
“new” items bandied about for future consideration:
new sidewalk construction on
residential blocks that currently don’t have
them; stop sign installations at key intersections
where there are safety concerns;
additional Downtown beautification; multimodal
roads to accommodate bike lanes; a
local field master plan; Teen Center improvements;
and a skate park redesign. Looking
at one price tag, preliminary estimates to
revamp the skate park currently run at about
$340,000. While the City has $250,000 available
for annual sidewalk replacement plus
an additional $80,000 in block grant funds,
there is nothing currently in the coffers for
new sidewalks.
The Council is set to adopt the next budget
at its Sept. 18 regular meeting. •
