A Reminder About Signs on Public Property
ESPD reminds everyone that placing or
mounting signs on public property is not
permitted. “Open House” signs designed to
direct people to a specific location are not allowed
ESPD Officers Carrying Naloxone on Patrol
El Segundo Police Department (ESPD)

officers and staff have been trained to
administer Naloxone nasal spray, an
emergency substance that counteracts
the life-threatening effects of an opioid
overdose. Police officers are frequently
the first emergency personnel to encounter
victims of an opiate overdose and the
administration of Naloxone can help
save lives.
Naloxone is an effective live-saving tool
for law enforcement because it causes no
harm when administered. Naloxone simply
blocks the opioid from the opioid receptors
in the brain. ESPD officers will administer
the drug to those who are found in severe
distress from a suspected or apparent opioid
overdose prior to the arrival of El Segundo
Fire Department.
Retired Los Angeles County District
Attorney and Chief Executive for Vital
Medical Services Steve Cooley said, “I
commend Chief Bill Whalen and every
member of the El Segundo Police Depart-
ment for addressing this nation’s opioid
epidemic and acting upon it to help save lives

“Garage Sale” signs on telephone/light poles
are also in violation of the municipal code.
Some signs left on public property may be
confiscated and taken to ESPD for safekeeping
so the owner can reclaim the items.

Kiwanis Good Citizen Award:
Josalyn Pitcher and Jasmine Conner
Over the past year, Public Storage in El
Segundo has experienced numerous burglaries
to its storage units. Relief Manager Jasmine
Connor observed doors propped open when
she arrived at work, as well as people walking
around the facility after closing hours. Believing
people were living in storage units, she
called the police. Connor monitored the suspicious
activity and reported it to the police.
Property Manager Josalyn Pitcher met with
the El Segundo Police Department (ESPD)
regarding these burglaries. Pitcher informed
officers she performed regular checks on
the storage unit locks and discovered a lock
missing. She notified the victim to see if
anything was taken. Pitcher also reviewed
security camera images and discovered on
two occasions a vehicle arrived at the gate
and parked. The suspect used a gate code to
enter the facility on foot and then exit the gate
with boxes loaded onto a cart. She believed
this activity to be suspicious and provided the
police with a vehicle description and license
plate number.
ESPD conducted surveillance at Public
Storage to watch for the suspicious vehicle
Conner and Pitcher believed to be related to
the burglaries. Officers located the suspect and
his vehicle and found him to be in possession
of property stolen from a number of storage
units. Jasmine Conner and Josalyn Pitcher are
commended for their quick action, which led
to the arrest of a commercial burglary suspect.
