9-2 lead. In the sixth inning, RJ Puffer singled
and later scored the Royals’ final run.
Klug, Kvitek and Pilkvist each had two hits
to pace the Athletics, while Earley had three
RBIs. Abrams picked up the win, going four
strong innings while giving up two runs on
three hits with six strikeouts.

Eagles in Command
of Ocean League
The El Segundo High School baseball team
swept past Lawndale 1-0 and 2-1 to run its
Ocean League record to 6-0. With games this
week against a Hawthorne team that hasn’t
won on the road all season and has given up
an average of 10 runs per contest, it looks like
another sweep for the Eagles.
The Eagles faced North Torrance in the
fourth round of the Redondo Tournament and
came away with a thrilling 4-3 walk-off win.
Cameron Dornblaser went the distance, giving
up three runs (two earned) and scattering six
hits while striking out three.
Ethan Burner, who was hit twice, scored
the first run on Matt Romero’s fly ball. Benny
Casillas singled and later scored on a passed ball
to make it 2-0 in the first inning. In the fourth
inning, Dornblaser doubled to start the inning
and later scored to give the Eagles a 3-0 lead.
Dornblaser gave up a fifth inning home run to
cut El Segundo’s lead to 3-1. North combined
three hits and a two-out error to tie the game
in the sixth inning. In the seventh inning, Ian
Bonham hit a high-bouncing ground ball that
got through the infield for a single. He then
advanced on a sacrifice bunt. Casillas hit a
single in the gap that easily scored Bonham
and resulted in a 4-3 win for the Eagles, who
upped their record to 16-9 overall.
El Segundo hosts Santa Monica at home
on Tuesday at 3:15 p.m. and on the road on
Thursday. The Eagles need at the very least
a split to defend their Ocean League crown.
Golf Tournament to
Benefit El Segundo
American Legion Baseball
It’s that time of year when the Kemer Brett
Memorial Golf Tournament gets underway Friday,
May 11 at Chester Washington Golf Course
with a 12:30 p.m. shotgun start. Tournament
director Craig Cousins says this year’s event
is one of the best and brings back some of El
Segundo High’s best athletes from the past to
play. There is still time to find your foursome
or sign up and be included in a group. You
won’t want to miss the After-Hacking party
get-together at the Old Town Patio at 115

Softball Team in Control
of Its Own Destiny
If the Eagles are to win an Ocean League
title, they’ve certainly put themselves in an
enviable position. They defeated the defending
Ocean League champions Santa Monica 11-1
and avenged their only league loss to Culver
City with a 5-1 win.
Monique Benjamin and Kaili Reitano combined
to shut down the Vikings on three hits
and one unearned run while striking out six
and walking none. Seven Eagles had at least
two hits each, led by Julia Chavez who had
two hits and three RBIs. Adri Hebert had a
home run and a double, while Audrey Butler
and Kat Kakuske each hit triples.
The Eagles got a measure of revenge against
Culver City in their win on the road. After
giving up a first inning run to the Centaurs,
Benjamin and Reitano combined to shut down
the Centaurs the rest of the way.
Trailing 1-0 in the second inning, Juniors
Audrey Butler and Gaby Benjamin had an
RBI double and single respectively. Sophomore
Kaelyn Kearney had the first of her two RBIs
in the second inning, while freshman Katie
Croxall knocked in the fourth run of the inning.
The Eagles improved to 5-1 in Ocean League
play and played Beverly Hills on Tuesday.
They host Lawndale today at 3:15 p.m. El
Segundo defeated Beverly Hills 22-0 the first
time and Lawndale 20-0. A sweep would keep
the Eagles in contention for a league crown
and set up a possible winner-take-all on the
road against Santa Monica on May 9.
The Eagles finished play in their own tournament
by defeating Harvard-Westlake 6-2 and
City powerhouse Banning 3-2 to finish the
tournament 3-1 and run their season record
to 12-8-1.
El Segundo’s defense was put on display as
Gaby Benjamin went the distance. Rosalind
Williams and Kaela Little patrolled the outfield
while Hebert was stellar at third base. The Eagles
pounded out 15 hits and each starter had at
least one hit apiece. Jade Johnson had two hits
and upped her season batting average to .361.
Croxall had two hits including a triple and
Hebert, Kakuske and Chavez each had doubles.
Monique Benjamin went the distance against
Banning, giving up two runs on eight hits and
striking out seven. Chavez blasted her fourth
home run of the season, a towering 275-foot,
two-run shot in the fourth inning to give the
Eagles the lead. Leading 2-1 in the fifth inning,
Hebert drove in what would eventually
be the winning run with an RBI triple. It was
her second triple of the game. Banning would
come up with a one-run rally in the seventh
for the final 3-2 score.
The Eagles host North Torrance Friday night
at 6 p.m. in the team’s final regular season home
game. The games next week are at Hawthorne
on Tuesday and at Santa Monica on Thursday.
Then we wait for the playoff seedings and
where the Eagles will play. •

respected how he stood his ground on issues.
Of Fuentes, she remarked, “Your effort and
guidance have been amazing.”
After quipping, “It’s your fault – you elected
me,” Dugan said he was “grateful for the opportunity
to serve.” Noting that many issues
touch all aspects of life in El Segundo, he
stressed that “the people have the power” and
that his guiding force during his four years
on the Council was to consider “what the
best thing for the residents.” Dugan added,
“I’ve enjoyed my service here. I hope I’ve
represented you well.”
Looking back on eight years on the Council,
the last four as mayor, Fuentes said she was
“blessed beyond measure” and fortunate to
serve with colleagues who care deeply about
El Segundo. “I’m grateful to end my career
with this smart, thoughtful council,” she said.
She thanked current and former members who
helped structurally balance the budget and also
singled out Carpenter, City Attorney Mark
Hensley, department heads and employees who
“make El Segundo the gem of the South Bay.”
Fuentes touched upon various highlights of
her career ranging from El Segundo winning
a second most business-friendly city award to
being the centennial mayor. She also honored
her mother, who passed away in 2010 shortly
after the election. Speaking to the Council
newcomers, Fuentes added, “I’m excited for our
city. You’re joining a great group of people.”
This being essentially a ceremonial meeting,
the agenda was slight with no new or unfinished
business. The Council did proclaim May 6
through May 12 as Municipal Clerk Week in
El Segundo to recognize the accomplishments
of the office in general while also extending
appreciation to City Clerk Tracy Weaver, Deputy
City Clerk II Mona Shilling, Deputy City Clerk
I Lily Sandoval and Records Technician Patricia
Harada. A second presentation thanked all the
election poll workers who volunteered their
time on April 10.
Amidst all the well wishes to new and outgoing
Council members, a bit of controversy
loomed around Tuesday night’s proceedings
that Fuentes addressed at the beginning of
the night. The Council had also convened
on Monday afternoon for a special meeting
originally set to discuss and potentially adopt
the facility use agreements between the City
and El Segundo Unified School District for
the El Segundo Aquatics Center and Urho
Saari Swim Stadium (The Plunge). Citizen
outcry ensued in the few days leading up to
the meeting, with some particularly pointed
comments on the El Segundo Parents Network
Facebook page attacking the outgoing Council
for allegedly attempting to push through the
item last-minute before the new members took
office and without sufficient time for additional
public input and study. Staff ultimately pulled
the item, resulting in the shortest City Council
meeting in El Segundo history – it wrapped
up in less than two minutes.
Hoping to put to rest any thoughts of Council
collusion on the matter, Fuentes recounted that
she and her colleagues received an email from
Carpenter on April 10 asking for their availability
for a special meeting. With some members
scheduled to be out of town, it turned out that
April 30 was the first day everyone could get
together – and so staff booked that date on the
calendar back on April 11. “Did any Council
member request this meeting?” Fuentes asked
Carpenter. He answered no, explaining that it
was solely a “staff effort to get longstanding
business done.” She concluded by reminding
the community that the staff reports are available
online for anyone to see. •

The City of El Segundo is accepting sealed
bids in the City Clerk’s office, 350 Main
Street, El Segundo, California 90245, until

As described in the Bidding Documents, the
bids are for a public works project (“Project”)
which consists of Pavement Rehabilitation
and related work as shown on the plans on
file with the City’s Public Works Department.
Work on the Project must be performed
in strict conformity with Specifications No.
18-18 as adopted by the El Segundo City
Council on April 30, 2018 which is filed with

This project requires payment of State
prevailing rates of wages for Los Angeles
County. The contractor must post copies
of the prevailing schedule at each job site.

Industrial Relations Prevailing Wage Unit,
Telephone No. (415) 703-4774. The website

Note that the Project is subject to compliance
monitoring and enforcement by California
Department of Industrial Relations. Pursuant
to California law, the City must find bids
failing to comply with all applicable Labor
Code requirements including, without
limitation, Labor Code §§ 1725.5 and 1771.4
to be nonresponsive.
The contractor to whom the contract is
awarded must assist in locating, qualifying,
hiring and increasing the skills of minority
group employees and applicants for
employment, as set forth in Executive Order
11246 and 11375.
Any contract entered into pursuant to this
notice will incorporate the provisions of the
State Labor Code. Compliance with the
prevailing rates of wages and apprenticeship
employment standards established by the
State Director of Industrial Relations will be
required.
Affirmative action to ensure against
discrimination in employment practices
on the basis of race, color, national origin,
ancestry, sex, or religion will also be required.
The City of El Segundo hereby affirmatively
ensures that minority business enterprises
will be afforded full opportunity to submit

The Contractor’s duty to pay State
prevailing wages can be found under
Labor Code Section 1770 et. Seq. and
Labor Code Sections 1775 and 1777.7
outline the penalties for failure to pay
prevailing wages and employ apprentices
including forfeitures and debarment.
Five percent (5%) will be deducted from
each progress payment and retained by
the City. The remainder less the amount
of all previous payments will be paid to the
Contractor. Pursuant to Public Contracts
Code (“PCC”) § 22300, the Contractor may
substitute securities for retention monies
held by the City or request that the City
place such monies into an escrow account.
The Contractor is notified, pursuant to PCC
§ 22300, any such election will be at the
Contractor own expense and will include
costs incurred by the City to accommodate
the Contractor’s request.
In entering into a Public Works contract, or
a subcontract, to supply goods, services, or
materials pursuant to a public works contract,
the Contractor, or Sub-Contractor, offers
and agrees to assign to the awarding body all
rights, title and interest in, and to, all causes
of action it may have under Section 4 of the
Clayton Act (15 U.S.C. Section 15) or under
the Cartwright Act (Chapter 2 [commencing
with Section 16700] of Part 2 of Division 7
of the Business and Professions Code),
arising from purchases of goods, services,
or materials pursuant to the public works
contract or the subcontract. This assignment
shall be made and become effective at
the time the awarding body tenders final
payment to the Contractor, without further
acknowledgment by the parties.
Bids must be prepared on the approved
Proposal forms in conformance with the
Instructions to Bidders and submitted to
the City Clerk, 350 Main Street, City of
El Segundo, in a sealed envelope plainly
marked on the outside:

The bid must be accompanied by a bid bond,
made payable to the City of El Segundo for
an amount no less than ten percent (10%)
of the amount bid for the base contract.
No bid will be accepted from a Contractor
who has not been licensed in accordance
with the provisions of the State Business
and Professions Code. For this project,
those acceptable classes of license shall
be “A”. The successful Contractor and
his Sub-Contractors will be required to
possess the correct license for their project
classifications, and valid City Business
Licenses from the City of El Segundo.
The City of El Segundo reserves the right to
reject any or all bids, to waive any irregularity,
and to take all bids under advisement for a
period of ninety (90) calendar days.
Any contract entered into pursuant to this
notice shall become effective or enforceable
against the City of El Segundo only when
the formal written contract has been duly
executed by the appropriate officer(s) of the
City of El Segundo.
