Tank Goodness for El Segundo!
An eyesore no more, the Los Angeles Department of Water and Power-owned tank along Grand Avenue is now a work of art, thanks to iconic graphic artist/illustrator John Van Hamersveld—who officially unveiled
his 510-foot round mural last Saturday to the community. The mural, a tribute to El Segundo and local surf legends, marks the completion of the LADWP’s Scattergood tank renewal project. Van Hamersveld,

Fuentes, Dugan Honored at Final
Meeting, Boyles Selected as Mayor

“And with that, Mr. Dugan and I will
leave the dais...” It wasn’t quite a mic drop
moment such as when former Laker Kobe
Bryant retired, but so were the final words of
outgoing Mayor Suzanne Fuentes as she and
Mike Dugan completed their tenures on the El
Segundo City Council on Tuesday night and
walked out of the packed room to a standing
ovation. Moments later, the just elected Chris
Pimentel and Scot Nicol took their oaths of
office to join Drew Boyles, Don Brann and
Carol Pirszuk on the Council.
With the new quintet in place, the members
proceeded to vote for the next mayor and
mayor pro tem. Pirsztuk nominated Boyles for
mayor and the motion passed 4-1 (with Brann
dissenting). Nicol then nominated Pirszuk for
mayor pro tem, with the same 4-1 result. “I

well as recognitions from West Basin Municipal
Department officers were called to the
1900 block of E. Imperial Highway
to investigate a possible kidnapping.
The officers’ investigation revealed
Erica Davina Rosario, a 22-year-old
resident of Chicago, allegedly kidnapped
her 12-year-old nephew and flew
him from Chicago to Los Angeles. Rosario
lured her nephew with the premise
she was going to take him to get donuts,
ultimately tricking him into boarding
the plane. Once in Los Angeles, Rosario
told the boy he would never return home
to Chicago. The scared boy then told a
security guard he had been kidnapped.
Rosario was placed under arrest for
suspicion of kidnapping. The juvenile
was taken into protective custody by
the L.A. County Department of Children
and Family Services. The El Segundo
Police Department is working with
the L.A. County District Attorney’s Office
and the Chicago Police Department
regarding this investigation and the
criminal filing.

Water District Division IV Director Scott
Houston and Continental Development Corporation’s
Sherry Kramer (on behalf of company
president Richard Lundquist). Houston noted
Fuentes’ and Dugan’s contributions to various
organizations, agencies and committees over
the years. Kramer commended Fuentes for
numerous achievements that helped El Segundo
become “a more vibrant and fiscally sound city.”
Finance Director Joseph Lillio issued Dugan
a commendation for the latter’s work on the
Independent Risk Management Authority’s
(ICRMA) board over the past five years. He
praised Dugan for thorough preparation and
civil discourse as well as the ability to “balance
the interests of the City with that of ICRMA.”
Addressing each of the departing officials,
City Manager Greg Carpenter noted that Dugan’s
advice to him was “always candid and completely
crystal-clear” and “always about doing
the right thing.” He presented a memory stone
as a parting gift with his favorite “Duganism”
etched on it: “If it’s worth doing, it’s worth
doing right.” Carpenter then turned to Fuentes
and spoke of her “relentless dedication to the
City” and how she made what was a part-time
job “more than a full-time job.” He gave her a
stone that will be placed in the Mayor’s Walk
outside of the police station.
Fuentes and Dugan next heard from their
colleagues. Boyles talked about Dugan as “a
man of sound governance” with “a knack for
being financially savvy and prudent.” He called
Fuentes “an absolute champion for aerospace and
the military” and “absolute perfect figurehead
for the City with our different stakeholders in
the region.” Brann mentioned Dugan’s love
of sports and sense of humor while thanking
him for his service to the City. He praised
Fuentes for her commitment. “You’ve given it
all up for the City,” he said. Pirszuk expressed
appreciation for Dugan’s ability to “look at
