current sales tax is 9.50 percent, the State of
California allows a cap of up to 10.25 percent.
Cities may capture that extra 0.75 percent for
its own uses. The ability to continue to do so
will depend on when the County eventually
pursues its own measure – which Fuentes
believes is “inevitable.”
Under the terms of Measure C, El Segundo
would implement the 0.75 increase at the point
the County officially places its own measure
on a future ballot. A window of time before
the voters actually cast their ballots is pivotal,
according to Hensley, so El Segundo can clearly
precede the County and be less vulnerable to
any legal challenge. In the event voters reject
the hypothetical County measure, El Segundo
would immediately suspend the increase and
revert back to 9.50 percent. While it is possible
local residents might have to pay the extra tax
for a brief period in this scenario, it might
not happen at all since the City will have to
go through a process with the State Board of
Equalization that will probably delay official
assessment of the tax for a few months.
Revenues from the measure are based on
sales of taxable goods within El Segundo as
well as vehicle and boat purchases made by
residents outside of the community. As an
example under the proposed increase, someone
who spends $100 at a local restaurant will
pay an extra 75 cents in tax ($10.25 instead
of $9.50). By current estimates, the City can
realize roughly $9 million in additional annual
revenues from the sales tax increase --- and
that number could grow larger if all goes well.
Finance Director Joseph Lillio expects the
City’s base sales tax to grow at an annual rate
of 1 percent to 2 percent annually for the next
several years. “This includes new businesses
coming online within El Segundo,” he said.
“Every 1 percent of sales tax growth would
result in $90,000 plus additional Measure C
funds. For example, if there were three years
of continued economic growth, Measure C
funds would have the potential to increase to
about $9.5 million a year by the third year.
The challenge with forecasting Measure C
is the effective date is unknown since it is

contingent upon LA County placing its own
sales tax measure on the ballot.”
Conversely, the revenues can also decline in
the event of a recession. Sales tax is historically
very sensitive to economic downturns
and can be negatively impacted by 10 percent
to 25 percent depending on the severity, Lillio
explained. “A minor recession could result in
Measure C going from $9 million per year
down to $8 million per year,” he said, while
emphasizing that those numbers are approximate.
“A more severe great recession, which is
very unlikely, could result in Measure C funds
dropping to around $6.75 million per year.”
Earlier estimates predicted growing budget
deficits in the years to come, with the
shortfall exceeding $5 million in 2022/2023.
However, Lillio said that number has since
dropped to $4.2 million thanks to proactive
measures in place to mitigate future pension
liability. “I would like to point out that these
projections are very sensitive to change due
to the numerous volatile variables that have
an impact on the outcome,” he cautioned.
In any case, El Segundo officials maintain
that the additional sales tax revenues – if
those become available – will greatly help
in shoring up the City’s fiscal health.
“It is vital for residents to understand that
should it be approved in the polls, this tax
would only go into effect if LA County decides
to put a measure on the ballot to raise
taxes – and then LA County voters will also
have to approve the increase,” Mayor Pro
Tem Drew Boyles said. “LA County polling
history suggests that these measures pass
and LA County has demonstrated that they
have an appetite for continually increasing
our taxes. Bottom line, if we are going to
pay up to a 10.25 percent sales tax, why not
have the several million dollars of additional
revenue come to us versus the County?
