the District will be “even more prepared in
November.” The last bond passed, the 2008
Measure M, had a 67.3 percent approval rate.
Three special presentations were on tap
Tuesday night, with student representative
to the Board Jake Nichols making his quick
dive into campus events at El Segundo High
School; and Ed! Foundation CEO Carol
Pirsztuk making her monthly appearance to
promote upcoming events.
The final presentation, and the crux of the
90-minute meeting, was the address made
by representatives of the political consulting
firm Cl!ffordMoss. Tom Clifford and Laura
Crotty took center stage, detailing the latest
bond feasibility tracking poll and positing
“best next steps” as outreach continues. The
Cl!ffordMoss group last presented information
at the Jan. 9 meeting.
Clifford came right out of the chute, talking
of going “in a different direction than
many of us expected.” He explained that a
change in state law added 16 words to the
way the bond possibility is now framed,
thereby creating requirements to address
the bond size, duration and the tax rate. He
said that the new wording was “depressing”
positive polling to proposed bonds all over
California, and that in El Segundo, the chance
of a bond successfully passing in June was
greatly diminished. “Our recommendation
now,” Clifford said, “is to pivot now and
look at November.”
Board member discussion followed, with
the consensus being that there was a need
for more outreach to the community, and to
take a “prudent” look at District necessities
as opposed to District “wants.”
Once the special presentations concluded,
the meeting followed standard format with
consent agenda items quickly passed -- with
the exception of an item that involved a licensing
agreement between the District and
Sound Stage for usage of the Performing Arts
Center at a reduced usage fee with Jeff Cason.
The agreement includes an “in-kind” service
agreement with Cason to provide consultative
services to the District in exchange for the
reduced fee for facility usage.
Board member Jim Garza said he was
not necessarily in favor of entering into a
contract with a “for-profit” entity, unless
the specifics of the in-kind services offered
were completely spelled out. Board members
shared their thoughts, with Garza ultimately
voting against the item.
Otherwise, the Board approved a field trip
for the El Segundo High varsity baseball
team to sojourn to Irvine during Easter break
to participate in the Santa Ana Elks Spring
tournament; and an El Segundo Middle School
field trip that will have the students spending
a weekend (Mar. 16-18) on Catalina Island
where they will participate in a variety of
biology-related activities including dissection
of marine organisms, examination of skeletons
and fossils, and snorkeling among kemp forests.
Also approved Tuesday night was the
annual Richmond Street Pioneer Days Gold
Rush assembly, which will take place at
Richmond Street Elementary School on
April 30 as a way to entertain and “bring the
curriculum to life” for fourth grade students
who will get a taste of some of the challenges
and hardships that faced early California
settlers. Aimed at Eagles’ Nest students,
the Board approved the program for those
youngsters to take part in a sports camp
led by Coach Derek that will take place on
the athletic fields at El Segundo High from
Feb. 20-23. The camp will allow the children
to participate in outdoor games, and to
exercise and interact with each other outside
of the classroom.
Action items passed included a three-year
contract with VPLS Systems to house what
will soon be a relocated data center, storage
and servers. Currently located at the District
office, the servers and data storage components
will be moved offsite, which will help them
perform more efficiently in this digital and
technology-driven age. According to Districtprovided
notes, the advantages of relocation
include a more secure network, with less
likely service interruptions for students --
and a greatly reduced risk of power outages.
The relocation will allow District IT staff
to concentrate on teacher and student needs
instead of keeping the data center running
efficiently. Cost to the District is listed at
$403,700 for the three-year agreement.
Also approved was an agreement with Digital
Networks Group, who will be providing
technology and infrastructure in the four new
middle school classrooms; and adoption of
El Segundo High’s new Business Pathway.
The information pending action items,
which are previewed to the Board near the
end of most meetings and typically brought
back for action at a later date, included the
consideration to approve the mandated Single
Plan for Student Achievement, which assists
each district in coordinating a consistent learning
focus; and the possibility of El Segundo
High launching a new mathematics course in
the fall of 2018 involving functions, statistics
and trigonometry.
During Board member reports, President
Emilee Layne mentioned that Superintendent
Moore had been selected as the Association
of California School Administrators Region
14 Superintendent of the Year and will be
feted at a soiree on April 25. •

compliance monitoring and enforcement
by the California Department of Industrial

Five percent (5%) will be deducted from
each progress payment and retained by
the City. The remainder less the amount
of all previous payments will be paid to the
Contractor. Pursuant to Public Contracts
Code (“PCC”) § 22300, the Contractor may
substitute securities for retention monies
held by the City or request that the City
place such monies into an escrow account.
The Contractor is notified, pursuant to PCC
§ 22300, any such election will be at the
Contractor own expense and will include
costs incurred by the City to accommodate
the Contractor’s request.
In entering into a Public Works Contract, or
a Subcontract, to supply goods, services,
or materials pursuant to a Public Works
Contract, the Contractor, or Subcontractor,
offers and agrees to assign to the awarding
body all rights, title and interest in, and to, all
causes of action it may have under Section
