firm will bring “the best overall value to the
city” and emphasizing that “customer service
is the foundation of our approach.” Notably,
Republic drivers must be offered employment
as a condition of the RFP with the selection
of EDCO.
In Council comments, Brann reiterated his
commitment to stick to his guns with his no
vote and “do what… the people of El Segundo
put me up here to do.” Councilmember Chris
Pimentel voiced several concerns, including
skepticism that compliance can truly be realized.
He also didn’t like the idea of “breaking down
my Amazon boxes” as would be required in the
future automated service when customers will
have to personally separate trash from organics
and green waste. But Pimentel ultimately
voted for EDCO due to the $15,000 monthly
savings that he found “too compelling as a
steward of the public purse.”
Councilmember Scot Nicol characterized the
issue as a “lose-lose situation” and spoke of a
conversation he had with an “older resident”
who loves “his trash man and unlimited”
services and doesn’t understand how the City
could take those away. However, he argued that
the new automated might as well be unlimited
because customers (according to Berkman) can
have up to four organic bins, four recycling
bins and two trash bins totaling potentially
950 gallons – significantly more than today.
Meanwhile, Mayor Pro Tem Carol Pirsztuk
felt the Council should make the move now
to automated, figuring it will be required in
the near future regardless.
The next steps in the process will be additional
public outreach in March and April
with the goal of starting service on May 1.
Three- and four-unit properties (89 triplexes
and 127 quads) will no longer be considered
part of the residential program. Council options
will be to allow those owners to choose
a hauler, or look to establish a franchise
agreement with a company that would then
bill the owners. Hensley noted that the City
has never franchised commercial hauling and
that there are 24 companies providing those
services locally, making it difficult to manage.
He said an ordinance might be in the works
putting the burden of organic waste compliance
on those businesses as a way to demonstrate
a good faith effort to CalRecycle. The Council
may also discuss a potential commercial
franchise agreement with one or two haulers
to streamline services.
Also on Tuesday were a couple of first readings
(with adoptions set for Feb. 5) to authorize
municipal code tweaks in two local zones. The
first is to allow massage establishments in the
Commercial Center (C-4) zone – specifically
Plaza El Segundo and The Point – to provide
more flexibility as retail evolves in the future.
However, any such businesses will have to
be evaluated on a case-by-case basis and will
require conditional use permits. The second
item, initially brought up last year, preserves
the existing Medium Density Residential (MDR)
overlay zone in Smoky Hollow while making
updates to bring it into compliance with the
recently adopted specific plan for that area.
During general public communications, a
number of speakers implored the Council to
prioritize Alpha Aquatics when deciding on
a club team that will get primary use of the
new pool on the eastside of town. Among
the arguments offered: Alpha has by far the
most El Segundo residents compared to other
teams (about 70 out of 150 swimmers) along
with coaches who live in town and is, as one
individual contended, “is embedded in this
community.” The Council will discuss the
matter on Feb. 5.
In early meeting presentations, El Segundo
Chamber of Commerce CEO/President announced
the winners of last month’s Holiday
Parade as those awarded came up for photo
opportunities with the Council members. The
list included El Segundo High School Band and
Color Guard (Grand Marshal’s Award as well
as Best Musical Band-High School), Girl Scout
Troop 8745 (Best Use of Theme-Children), El
Segundo Recreation and Parks Department (Best
Use of Theme-Adult), El Segundo High School
Cheer (Best Holiday Spirit-Children), John
Durica Equestrian (Best Holiday Spirit-Adult:
Community/Civic), 1-800-Got-Junk/You Move
Me/Haz Away Today (Best Holiday Spirit-Adult:
Business/Commercial), Kelly School of Irish
Dance (Best Performers-Children), Rusty Frank-
Lindy by the Sea (Best Performers-Adult) and
El Segundo Elementary Band (Best Musical
Band-Elementary).
Deputy City Manager Barbara Voss reported
that construction will start later next week on
Downtown El Segundo’s first-ever parklet. The
chosen area in front of the Chipton-Ross building
at 343 Main St. will feature two angular
benches with built-in planters, bistro tables
and separate umbrellas meant to provide an
aesthetically pleasing gathering spot for people
to stop at while shopping or visiting. Voss
indicated that most parklets elsewhere take up
a parking space – but that wasn’t an option
in the space-deprived Downtown. Part of an
ongoing beautification program spearheaded by
the Downtown Committee, the parklet comes
with an overall $31,000 cost with an expected
completion in March/April. The funds are part
of a $200,000 budget previously allocated by
the Council. An up-lighting project will come
next during the spring, Voss added.
Police Chief Bill Whalen introduced his
department’s newest officer, Kaitlin Ross, who
was the first to take advantage of the recent
bonus incentives established to recruit personnel.
Arriving out of Western Oregon University, she
graduated from police academy last week and
was her class president. •
