At Wiseburn, Dr. Blake Silvers became the
new superintendent after the retirement of
long-time district leader Dr. Tom Johnstone.
Three incumbents -- Israel Mora, Nelson
Martinez and Roger Banuelos -- ran unopposed
in the November election and retained their
spots on the Wiseburn Board of Trustees.
JoAnne Kaneda continued as the president
and Banuelos as the vice president/clerk.
In 2018, Burnett Elementary became the
latest Wiseburn campus (joining Anza and
Cabrillo elementary schools as well as Dana
Middle School) to be honored as a California
Distinguished School. Dana earned recognition
as a National Forum School to Watch for
the fifth time.
At the end of December, the Wiseburn
community celebrated the opening of its
brand new, state-of-the-art gymnasium facility
that includes court space of nearly 24,000
square feet. The space accommodates three
full-size basketball courts and six full-size
volleyball courts.
Council Tells Bird, Lime to Scoot
During the early summer, scooters were
suddenly everywhere around town. While
Council members saw the advantages of the
alternative transportation mode, concerns
about safety, liability and parking prompted
a moratorium in August and within a few
days the vehicles were gone. It all started
when the company known as Bird without
warning dropped 30 of its scooters in the
community in June. A second firm, Lime,
brought 50 of its own in July. Initial efforts
to develop a pilot program to allow motorized
scooters fizzled as the plan hit roadblocks,
particularly in the area of insurance. The
Council action was not a permanent ban
and will allow scooter firms that want to do
business here the opportunity to eventually
present an operational game plan that works
for El Segundo.
Local Trash Collection
in Midst of an Overhaul
With the cost to subsidize trash pick-up
escalating, the Council asked residents to
help pay for the service. The City initiated
the mandated Prop 218 protest ballot with
a mailer to owners of single and two-unit
properties eligible for solid waste collection
services. Less than half of those came back,
thereby allowing the Council to impose the
fee in 2019 if it so chooses. The maximum
cost will be $20 monthly per customer.
Meanwhile, an RFP went out for the City’s
next trash contract and four bids came back,
included one from long-time hauler Republic
Services. Staff recommended changing to
EDCO Waste & Recycling, which it felt
offered the best overall package, and moving
from manual pick-up to the more “effective,
efficient, cleaner” automated. But given the
community’s preference to stay manual and
its high rating of Republic’s service over the
last half-century, the Council did not reach
consensus on the matter when it came up for
discussion in December. The item will return
to the agenda on Jan. 15, with additional
public input sought in the interim.
Smoky Hollow Ready
for Next Step
In September and after making various
tweaks, the Council approved the long-awaited
Smoky Hollow Specific Plan update designed
to facilitate public and private investment in
the area and transform it into a creative hub
for El Segundo and the region. The amended
plan included a pilot parking program for a
few blocks on the west side of El Segundo
Boulevard, set parameters and conditions for
increased building height in exchange for
developers providing community benefits,
and established a parking in-lieu fee. Big
Door Studio hosted a public preview of the
plan back in April.
All Fine with Social
Host Ordinance
In September, the Council approved a social
host ordinance that will fine persons who are
aware of or encourage alcohol or marijuana
consumption by minors at large gatherings
but don’t take reasonable steps to prevent
it. Councilmember Pimentel was the lone
dissenting vote, calling it a “shortcut around
the criminal process” that inappropriately
uses regulations. The Council also adopted
fines for repeat violators in so-called party
houses. The move stemmed mainly from a
particular house on the 400 block of Virginia
Street that has spurred neighbor complaints
for use about noise, littering and other issues.
Late in the year, ESPD reported the property
owner and a tenant on premises were under
indictment.
High-Density Housing Creates
Complex Discussions
Should El Segundo consider housing east
of Sepulveda (now PCH) to accommodate
the growing housing demand in town with
virtually no stock available? The topic has
been essentially taboo in the past. In 2018,
the Council declined to accept a $659,000
Metro grant offer to apply towards a general
plan update because accepting the money
required a proposed affordable housing
study east of PCH. Then in December,
Councilmember Nicol broached the subject
of high-density housing just west of PCH in
a buffer zone area adjacent to Washington
Park where previous apartment complexes
stood. Councilmember Don Brann was against
the idea, but his remaining colleagues (none,
including Nicol, actually expressed support
for high-density) were open to at least have
staff look into the matter to understand the
needs of prospective commercial tenants
who may choose to move their businesses
elsewhere if there is no place in town for
employees to live.
Council Adopts Homeless Plan
To take the next steps in addressing the
homeless problem, the El Segundo Police
Department (ESPD) hosted a town hall
meeting in April to get community input on
the issue. It also applied for and obtained grant
monies from Los Angeles County to develop
a homeless plan approved by the Council
during the summer. The most recent homeless
head count showed 15 such individuals in El
Segundo – down from 25 in 2017. •
