Page 10 November 20, 2014 TORRANCE TRIBUNE School Board from front page School districts will still be require to maintain at the very least a 3 percent money reserve in its budget; however, with the new law, which was passed during the last legislative sessions, no district can have a reserve higher than twice the 3 percent amount. “The real issue is that in difficult financial times, school districts in California have been able to weather the storm because they made reductions in staff, spending or programs,” Dr. Mannon said. “That would increase their reserves to a point that they could handle, in a much better fashion, all reductions made by the state. At the same time they would keep the district a little stable. “With this that becomes more difficult because for us, we could not exceed a six percent reserve even in difficult times,” Dr. Mannon said. The maximum 6 percent reserve under the new law can only be modified through an exception established by the County Supervisor but only for a short period of time. A district the size of Torrance Unified has always been required to carry 3 percent reserves. “Before that [law] was approve in the last session of the assembly you could carry any number of reserves,” Dr. Mannon said. “You could have it at ten, at eleven or at whatever number.” The resolution supported by the board is one of many similar resolutions being approved by school boards across the state in support of the CSBA efforts to have state legislators or the governor rescind elements of the new law. CSBA is a nonprofit education association that is dedicated to representing the elected officials responsible for governing the state’s public school districts, as well as the county offices responsible for education. CSBA membership is listed at almost 1,000 education-based state agencies. CSBA is able to unite school governing boards and their administrators in order to advocate for more effective policies. Through said advocacy CSBA aims to promote and advance the education of the state’s entire student population. The CSBA has sent a letter to the governor opposing the “cap on local reserves” which the nonprofit described as “counter to good budgeting” and to the Gov. Brown’s commitment to fiscal responsibility and local control. The idea of having school districts support resolutions like the one on the Torrance School Board’s agenda was developed the CSBA. The CSBA, along with Association of California School Administrators [ACSA], the California Association of School Business Officials and other organizations that represent school districts and county boards of education have combined their efforts to continue to raise awareness on the issue in hopes that it is addressed. “Now that the resolution was approved, we will send it to the CSBA showing that we support their position on that,” Dr. Mannon said. • Tournament from page 7 (except the Warriors), the Tartars met a similar fate last Friday night at Oxnard. Unlike North and South High, however, Torrance kept the game close the whole way through. After an uneventful first quarter, Torrance was able to get on the board first in the second with a 36-yard touchdown pass from quarterback Vincent Huey to Samuel Hudson. Oxnard was able to answer but after a field goal, Torrance led 10-7 at the half. Things remained close throughout the third quarter as both teams got on the board with a touchdown. For the Tartars, it was Sam Hudson again who, this time, broke free for a 48-yard touchdown. Torrance led 17-13 going into the fourth quarter, and even after Oxnard answered back again with a score of their own, the Tartars were able to keep the see-saw battle going. Star running back Tyree Harris broke free for a 64-yard rushing touchdown to keep Torrance ahead at 23-21 with just under four minutes remaining. The Tartars mistake was giving the ball back to Oxnard though. With a four minute, 71 yard drive, Oxnard was able to eat up the rest of the clock and score last with a 6-yard rushing touchdown with only 39 seconds left on the clock to ultimately take a 23-28 victory and send the Tartars packing. Sam Hudson was a star on offense for Torrance, racking up two 40-plus yard touchdowns on the night. Harris finished his Torrance High career with 185 yards and a touchdown. Now that the Tartars (6-5, 3-2) season is over, head coach Rock Hollis will have the tough task ahead of him of preparing for next year without two of his captains in starting quarterback Vincent Huey and star running back Tyree Harris. Hollis has picked his team up before though many times in the past.
