cats. Ginger would be fine in a home as an
only kitten, with other cats, or with a friendly
dog. Although she has tested positive for FIV
(Feline Immunodeficiency Virus). FIV is not a
big deal. Given proper care and attention, an
FIV+ cat will live the same lifespan as an FIV
negative cat. The disease is extremely hard to
transmit from cat to cat, requiring direct blood
contact (typically from a deep puncture wound).
It is not transmissible to humans.
Penguin is a sweet, affectionate, and talkative
cat with plenty of love to give. He purrs
instantly when you touch him and is content
to sit in your lap and make biscuits. Penguin
is friendly and curious with other cats. We
believe he was abandoned, as he started showing
up suddenly at our back door at all hours,

Ana is a petite grey and white beauty! Her
hair continues to grow longer and longer. We
are not sure what she will look like when she’s
done growing, but her fur is luxuriously soft.
Even better than her luxurious coat is her mild
personality! Ana has never hissed or swatted
despite being a street girl. However, she is not
comfortable when approached while she is on
the ground. When Ana is on her cat tree, she is
loving and so sweet! We know that personality
is there, and it’s just a matter of comfort. Ana
spends most of her time up high, except when
it is time to eat, make many biscuits, or play
with a wand toy! Ana will absolutely need a
taller cat trees or cat shelves to be comfortable
in her new home
Pierre is a handsome cream-colored tabby
who is very active, lively, playful, and affectionate.
He plays hard with all the kittens and
adult cats in his foster home, yet also is very
loving with them. Pierre is groomed every
day by the resident senior orange tabby. He
purrs to the touch and is very affectionate with
people. He does need another kitten or young
cat to play and develop with. The best choice
would be his littermate Claude, a handsome
grey tabby with orange eyes or Pierre would
work well if you already have another young
cat in your home.
Ginger was given to a Kitten Rescue foster
by lady whose cat had kittens in her backyard.
Ginger was quick to jump into her arms and
purr. She is a gentle, humble, and extremely
sweet kitten. She gets along well with other
cats and is used to friendly dogs. Ginger
will sleep on the bed with you and hope for
morning cuddles. She also loves to stretch
out and watch TV with you. Ginger tested
positive for FIV because her mom had it; she
should be tested again in six months. Ginger
is 100% healthy and safe being around other

begging for food and asking to come inside.
As Penguin is still transitioning from his stray
days to indoor life, he does cry wanting to
go outside. This is improving over time, but
he will require patience, as well as plenty of
playtime and attention.
These cats and kittens are available for adoption
through Kitten Rescue, one of the largest
cat rescue groups in Southern California. All
our kitties are spayed/neutered, microchipped,
tested for FeLV and FIV, dewormed and
current on their vaccinations. For additional

will have an opportunity to talk to the City’s
Consultant and the Engineer and Public Works
Inspector concerning any aspect of the job or

REGARDING DEBARMENT
By submitting a bid/proposal under this solicitation,
the bidder or offeror certifies that neither
it nor its principals are presently debarred or
suspended by any Federal department or
agency from participation in this transaction.
Certification of Lower Tier Contractors Regarding
Debarment
The successful bidder, by administrating each
lower tier subcontract that exceeds $25,000
as a “covered transaction”, must verify each
lower tier participant of a “covered transaction
“under the project is not presently debarred
or otherwise disqualified from participation in
this assisted project, The bidder is to provide
a Data Universal Numbering System (DUNS)
number. The bidder will accomplish this by:
1. Checking the system for Award Management

2. Collecting a certification statement similar to
the Certification of Offeror/Bidder Regarding
Debarment, above.
3. Inserting a clause or condition in the covered
transaction with the lower tier contract
The Contractor is required to obtain an “Active
Status”. If the City of Hawthorne later determines
that a lower tier participation failed to disclose
a higher tier participant that it was excluded or
disqualified at the time it entered the covered
transaction, the City of Hawthorne may pursue
any available remedies, including suspension
and debarments of the non-compliant participant.
SUBMISSION OF PROPOSALS
Original proposals must be submitted on
the blank forms prepared and furnished for
that purpose, which may be obtained at the
Department of Public Works, Engineering
Division (2nd Floor), Hawthorne City Hall, 4455
West 126th Street, Hawthorne, CA 90250.
Bidders may also obtain copies of the Plans
and Specifications for the contemplated work
at this same location.
No bid will be considered unless it
conforms to the Proposal Requirements
and Conditions. The City Council of the
City of Hawthorne, also referred to as the
City, reserves the right to reject any and
all proposals. Bids must be returned in
the special envelopes provided, marked
“SEALED BIDS”, and addressed to the
City Clerk. Each proposal shall be accompanied
by one of the following forms
of bidder’s security: cash, cashier’s check,
certified check, or bidder’s bond - equal
to ten percent (10%) of the bid price.
A list of subcontractors shall be submitted

WAGES AND EQUAL EMPLOYMENT
OPPORTUNITY
This proposed Contract is under and
subject to Executive Order 11246, as
amended, of September 24, 1965, and to
the Equal Employment Opportunity (EEO)
and Federal Labor Provisions. The EEO
requirements, labor provisions, and wage
rates are included in the Specifications
and Bid documents and are available for
inspection at the City Clerk’s Office, City
Hall, City of Hawthorne.
NOTICE IS FURTHER GIVEN that the City
Council has obtained the general federal
prevailing rate of per diem wages in accordance
with the law to be paid for the
construction of the above entitled Works
and Improvements. The schedule has
been obtain from the U.S. Department
of Housing and Urban Development for
Community Block Grant Programs of
the type and nature proposed by the
City, and reference is hereby made to
copies thereof on file in the Office of
the City Engineer, which said copies
are available to any interested party
upon request. Further, a copy shall be
posted at the job site during the course
of construction. All Contractors submitting
bids must conform to current federal
minimum prevailing wages.
In addition to the Contractor’s obligations as
to minimum wage rates, the Contractor shall
abide by all other provisions and requirements
stipulated in Sections 1770-1780, inclusive,
of the Labor Code of the State of California,
including, but not limited to, those dealing with
the employment of registered apprentices.
The responsibility of compliance with Section
1777.5 of the Labor Code shall be with the
prime contractor.
DBE REQUIREMENTS
The bidder shall make good faith efforts, as
defined in Title 49 of the Code of Federal
Regulations, Part 26, and the State of California,
Department of Transportation Disadvantaged
Business Enterprise (DBE) Program Plan.
The City of Hawthorne established an AADPL
of 8.2%. The contractor or subcontractor shall
not discriminate on the basis of race, color,
national origin, or sex in the performance of
this contract. The contractor shall carry out
applicable requirements of 49 CFR, Part 26 in
the award and administration of DOT-assisted
contracts. Failure by the contractor to carry out
these requirements is a material breach of this
contract, which may result in the termination of
this contract or such other remedy, as recipient
deems appropriate.
NONDISCRIMINATION
In performance of the terms of this contract,
the Contractor shall not engage in,
nor permit such subcontractors as he may
employ from engaging in, discrimination
in employment of persons because of
the race, color, place of national origin
or ancestry, sex, age or religion of such
persons.
PERFORMANCE RETENTIONS
The successful bidder will be required
to provide for performance security as
provided by law. Requirements for performance
retentions may be satisfied by
deposit or securities specified in Section
16430 of the Government Code, and in
accordance with Section 22300 of the
Public Contract Code.
