Summary of Adoption of
Ordinance No. 2206, an Ordinance of the
City Council of the City of Hawthorne,
California, Amending Chapter 17.74
(Short-Term Rental Permits) of Title 17
(Zoning) of the Hawthorne Municipal
Code to Allow Secondary Residences,
Newly Defined to Include Dwellings
Owned by Person(s) Whose Primary
Residence is in the City of Hawthorne, to
be Subject to Home-Sharing Regulations
and Not Vacation Rental Regulations,
Adding a Cap of Ten (10) Permit to Be
Issued Per Year, With a Limitation of One
Permit Per Property Owner.
Pursuant to Government Code section
36933(c), the following constitutes a summary
of Ordinance No. 2206, which was adopted
by the City Council at its regular meeting on
October 13, 2020 at 6:00 p.m. Pursuant to
California Government Code section 36933(c)
(1), the City Council has previously directed the
preparation and publication of a summary of
Ordinance No. 2206 which amends Title 17
(Zoning) to add “secondary residence” permits
and related provisions to Chapter 17.74 (Short-
Term Rental Permits).
Ordinance No. 2206: Ordinance No. 2206
changes certain definitions pertaining to
short-term rentals in order to allow “secondary
residences.” Specifically, Ordinance No. 2206
adds the following new and amended definitions
(underlined portions)
• “Secondary residence” means a dwelling
not occupied by the owner as a
“primary residence” but owned by person(s)
whose primary residence is in the
City of Hawthorne. No more than ten (10)
permits for a “secondary residence”
will be issued by the City per year, on a firstcome,
first-served basis. No more
than one (1) permit shall be issued per
property owner.
• “Home-sharing” means an accessory use
of a primary residence, while the host
lives on-site, or a secondary residence owned
by a person(s) whose primary
residence is in the City of Hawthorne, for the
purposes of providing temporary
lodging, for compensation, for periods of 30
(thirty) consecutive days or less.
• “Vacation rental” means a dwelling unit that
is not a primary residence of the
owner and which is available for temporary
lodging, for compensation. The term
“vacation rental” shall not include: single-room
occupancy buildings; hotels; a
dwelling unit for which a tenant has a monthto
month rental agreement and the
rental payments are paid on a monthly basis;
or corporate housing. A secondary residence,
as that term is defined in this Section, shall not
be considered a“vacation rental.”
In addition, a change would be made to
Subsection (A)(8) of Section 17.74.020 (Permit
Required) to read as follows:
“If the short-term rental will be in a primary
residence (i.e., not a vacation rental), proof
of residency is required. Acceptable proof of
primary residency shall include evidence of
the homestead tax exemption for the property
and two (2) of the following: motor vehicle
registration; voter registration; income tax
documents showing the residential unit as the
host’s primary residence; bank account statement;
or a utility or credit card bill. If an
application is for a “secondary residence,”
the applicant shall only need to provide proof
of primary residence in the City of Hawthorne.
In addition, an affidavit signed by the
owner attesting that the short-term rental unit
is his/her primary residence or secondary
residence (with primary residence in the City
of Hawthorne) is required.”
In summary, Ordinance No. 2206 amends the
Hawthorne Municipal Code to allow “secondary
residence” permits, as defined, to be subject
to “home-sharing” regulations, adding that only
ten (10) “secondary residence” permits would
be issued on a first-come, first-served basis
to applicants, with the further limitation of one
(1) permit to be issued per property owner.
Environmental Review:
The Ordinance is not a project subject to the
California Environmental Quality Act (CEQA) in
accordance with Section 21065 of CEQA and
State CEQA Guidelines Sections 15060 (c)(2),
15060 (c)(3), and 15378, and is exempt from
CEQA pursuant to State CEQA Guidelines
Section 15061 (b)(3) (general rule) and 15301
“Existing Facilities” (Class 1). Class 1 consists
of the operation, repair, maintenance, permitting,
leasing, licensing, or minor alteration of existing
public or private structures, facilities, mechanical
equipment, or topographical features, involving
negligible or no expansion of use beyond that
existing at the time of the lead agency’s determination.
Short Term Rentals (STRs) involve
the leasing of existing residential structures
involving negligible or no expansion of use.

was published at least five (5) days before
the ordinance was considered for adoption
on October 13, 2020 at a duly convened

of qualified “SUPPLY AND DELIVERY

document. Interested vendors are to register
with Planet Bids through the Planet Bids portal

Each bid shall be submitted and completed in
all particulars and must be enclosed in a sealed

The City Council reserves the right to waive
any irregularities in any bids and to take bids
under advisement for a period not to exceed
sixty (60) days from and after the date bids

The following conditions and terms apply:
1) The City Council reserves the right to
reject any or all bids.
2) Attached are detailed specifications and
conditions for bid submission.
3) You must execute your contract within ten
(10) days after the City mails it. If the contract
is not executed within ten (10) days, the City
reserves the unilateral right to cancel it.
4) If any provisions of the contract are
violated, the City, after suitable notice, may
cancel the contract and make arrangements
to have the products and or services supplied
by others. Any extra cost to the City will be
paid by the vendor.

6) All bids must be for specific amounts.
Any attempt to qualify prices with an ‘escalation
clause’ or any other method of making a price

the unit prices/unit lump sums so indicated as
its budgetary needs may require.

said there was a man that lives that is more
powerful, more famous, much more loving,
and came to save not just half of the USA,
this guy came to save everyone in the world.
That is why we don’t have to be anxious about
the outcome. We can trust in the God who
created the heavens and the earth. It could
be said that earth is much bigger than one
man’s power. But, I would like to reverse
that and say, one man IS bigger than the
earth and all of our problems. That should
give us comfort knowing that we are loved
and Jesus is up there at the right hand of
God ruling this world. We hear it said, “this
too will pass”. This election will pass. The
cold ones we drink in either celebration or
sorrow will be empty sooner or later. When
all is said and done, the love that God has for
us and the love we share with one another
is all that matters. Look at the big picture.
An election is but a blip, a hiccup, a nano
second in relation to eternity. It’s time we
moved on. It’s time we look past November
3rd. It’s time we put our trust in someone
who was not elected but he elected to love us
even when we are unlovable. Don’t worry,
be happy! Relax, have a cold one, and let
the big guy in the sky vote for you and you
will be a winner forever!
How About Those Dodgers!
It’s been 32 since they last won it all. For
half of my life I have watched them come so
close but not finished it off. This might be
the year. Some of you know that I’m a Giant
fan, but so many of my friends have suffered
through this drought. I will be happy for
them. 1988 was the year of Orel Hirshiser
and Kirk Gibson and Mickey Hatcher and
Tommy Lasorda and Fernando Valenzuela
and Steve Sax and Mike Scioscia. It seems
much more recent. Memories stick with us.
2020 will stick with us. I won’t be around
32 years from now, but somewhere someone
will be telling stories about what the heck
happened in 2020. It’ll be fun stuff!
