Project Subject to Bid: “Traffic Signal Safety
Improvements: La Brea Avenue at Hardy Street”
The City of Inglewood invites and will receive bids
duly filed as provided herein for the furnishing
of labor and materials and/or completing the
above-designated project.
A mandatory pre-bid meeting for interested
bidders will be conducted on October 8th at
9 am at the Public Works City Yard at 222
Beach Avenue, Inglewood, CA 90301.
Due to the current COVID-19 situation, the City
will use best practices to accommodate social
distance during the meeting. Bidders shall
attend with proper face mask/coverage and
follow local protocols and guidelines.

Each bid to be considered must be delivered
to and received by the City Clerk no later than
11:00 a.m. on October 21st, 2020 at the Office
of the City Clerk, Inglewood City Hall; One West
Manchester Boulevard, Inglewood, CA 90301.
Each bid shall be submitted and completed in
all particulars using the form entitled, “Bidder’s
Proposal and Statement” attached hereto and
must be enclosed, together with the requisite
bid security in a sealed envelope addressed to
the City Clerk with the designation of the project
“Traffic Signal Safety Improvements: La Brea
Avenue at Hardy Street” appearing thereon.
Each bid shall state the unit price of each
item if called for on the Bidder’s Proposal and
Statement form. In the event alternative bids
are called for in said form, each alternative bid
shall be completed.
Bids will be opened in public in the City Clerk’s
Office and will then and there be announced
to all persons present.
Specifications and other bid documents for the
above items are on file in the Public Works
Department and may be obtained upon request.
Each bid must be accompanied by a deposit in
the form of cash, a cashier’s or certified check
made payable to the City of Inglewood, or a
bid bond, for an amount of not less than ten
percent (10%) of the aggregate of the bid, as
a guarantee that the successful bidder will,
within the time specified, enter into an agreement
as provided in the bid document and
furnish bonds when required in the Special
Provisions; one for faithful performance in the
amount of the contract sum, and another for
contractor’s labor and materials in the amount
of the contract sum.
The City Council reserves the right to reject any
or all bids and to waive any irregularities in any
bid, and to take bids under advisement for a
period not to exceed sixty (60) days from and
after the date bids are opened and announced.
Attention is directed to the provisions of Labor
Code § 1725.5: No contractor or subcontractor
may be listed on a bid proposal for a public
works project (submitted on or after March 1,
2015) unless registered with the Department
of Industrial Relations (with limited exceptions
for this requirement for bid purposes only under
Labor Code Section 1771.1a). No contractor or
subcontractor may be awarded a contract for
public work on a public works project (awarded
on or after April 1, 2015) unless registered
with the Department of Industrial Relations.
All contractors and subcontractors must furnish
electronic certified payroll records to the Labor
Commissioner for all new projects awarded on
or after April 1, 2015. The Labor Commissioner
may excuse contractors and subcontractors on
a project that is under the jurisdiction of one of
the four legacy DIR approved labor compliance
programs (Caltrans, City of Los Angeles, Los
Angeles Unified School District and County of
Sacramento) or that is covered by a qualified
project labor agreement. This project is subject
to compliance monitoring and enforcement by
the Department of Industrial Relations.
Attention is directed to the provisions of Sections
1777.5 and 1777.6 of the California Labor Code
concerning the employment of apprentices
by the Contractor or any subcontractor under
them. The Contractor or any subcontractor shall
comply with the requirements of said sections
regarding the employment of apprentices.

and administration of the apprenticeship program
may be obtained from the Director of Industrial
Relations, San Francisco, California, or the

2206, an Ordinance of the City Council
of the City of Hawthorne, California,
Amending Chapter 17.74 (Short-Term
Rental Permits) of Title 17 (Zoning)
of the Hawthorne Municipal Code to
Allow Secondary Residences, Newly
Defined to Include Dwellings Owned by
Person(s) Whose Primary Residence is
in the City of Hawthorne, to be Subject
to Home-Sharing Regulations and Not
Vacation Rental Regulations, Adding a
Cap of Ten (10) Permit to Be Issued Per
Year, With a Limitation of One Permit Per
Property Owner.
Pursuant to Government Code section 36933(c),
the following constitutes a summary of Ordinance
No. 2206, which will be considered for adoption
by the City Council at its regular meeting on
October 13, 2020 at 6:00 p.m. Pursuant to
California Government Code section 36933(c)
(1), the City Council has previously directed the
preparation and publication of a summary of
Ordinance No. 2206 which amends Title 17
(Zoning) to add “secondary residence” permits
and related provisions to Chapter 17.74 (Short-
Term Rental Permits).
Proposed Ordinance No. 2206: Proposed
Ordinance No. 2206 changes certain definitions
pertaining to short-term rentals in order to allow
“secondary residences.” Specifically, Proposed
Ordinance No. 2206 adds the following new
and amended definitions (underlined portions)
• “Secondary residence” means a dwelling
not occupied by the owner as a“primary residence”
but owned by person(s) whose primary
residence is in the City of Hawthorne. No more
than ten (10) permits for a “secondary residence”
will be issued by the City per year, on a firstcome,
first-served basis. No more than one
(1) permit shall be issued per property owner.
• “Home-sharing” means an accessory use
of a primary residence, while the host lives
on-site, or a secondary residence owned by
a person(s) whose primary residence is in the
City of Hawthorne, for the purposes of providing
temporary lodging, for compensation, for
periods of 30 (thirty) consecutive days or less.
• “Vacation rental” means a dwelling unit
that is not a primary residence of the owner
and which is available for temporary lodging, for
compensation. The term “vacation rental” shall
not include: single-room occupancy buildings;
hotels; a dwelling unit for which a tenant has
a month-to-month rental agreement and the
rental payments are paid on a monthly basis;
or corporate housing. A secondary residence,
as that term is defined in this Section, shall not
be considered a “vacation rental.”
In addition, a change would be made to
Subsection (A)(8) of Section 17.74.020 (Permit
Required) to read as follows:
“If the short-term rental will be in a primary
residence (i.e., not a vacation rental), proof
of residency is required. Acceptable proof of
primary residency shall include evidence of
the homestead tax exemption for the property
and two (2) of the following: motor vehicle
registration; voter registration; income tax
documents showing the residential unit as the
host’s primary residence; bank account statement;
or a utility or credit card bill. If an
application is for a “secondary residence,”
the applicant shall only need to provide proof
of primary residence in the City of Hawthorne.
In addition, an affidavit signed by the
owner attesting that the short-term rental unit
is his/her primary residence or secondary
residence (with primary residence in the City
of Hawthorne) is required.”
In summary, Proposed Ordinance No. 2206
amends the Hawthorne Municipal Code to allow
“secondary residence” permits, as defined, to be
subject to “home-sharing” regulations, adding
that only ten (10) “secondary residence” permits
would be issued on a first-come, first-served
basis to applicants, with the further limitation of
one (1) permit to be issued per property owner.

PUBLIC NOTICE is hereby given that the
Planning Commission of the City of Hawthorne
will hold a public hearing on the proposed
project as follows:

Project Description: The Planning Commission
will review and consider a request to combine
four parcels of land to create a total of two lots.
PURSUANT TO the California Environmental
Quality Act (CEQA) Guidelines
Section 15315; Class 15 consists of the
division of property in urbanized areas
zoned for residential, commercial, or
industrial use into four or fewer parcels
when the division is in conformance with
the General Plan and zoning, no variances
or exceptions are required, all services
and access to the proposed parcels to
local standards are available, the parcel
was not involved in a division of a larger
parcel within the previous 2 years, and
the parcel does not have an average
slope greater than 20 percent.
FURTHER NOTICE is hereby given that a
copy of all relevant material is on file in the
Planning Department. Any interested person
may speak at the meeting and submit oral or
written comments relative to the subdivision
or submit oral or written information relevant
thereto to Senior Planner, Christopher Palmer, at
cpalmer@cityofhawthorne.org or to the Planning
Department, 4455 West 126th Street, Hawthorne,
California 90250 by October 20, 2020.
PLEASE NOTE that pursuant to Government
Code Section 65009: In an action or
proceeding to attack, review, set aside, void,
or annul a finding, determination or decision
of the Planning Commission or City Council,
the issues raised shall be limited to those
raised at the public hearing in this notice or
in written correspondence delivered to the
Planning Commission or City Council at or
prior to the public hearing.
