PROPOSALS DUE JUNE 28, 2021
The City of Hawthorne Housing Department
is seeking proposals from qualified firms to
provide services required for implementing,
administering, and providing technical assistance
for the Community Development Block Grant
(CDBG) and Home Investment Partnership
Program (HOME) and all other programs that
fall under the umbrella of this funding source
and additional funding tied to these programs.
The City is seeking a multi-year agreement for
the fiscal years of 2022-2026. Funding for this
Request for Proposal (RFP) is made available
pursuant to the Federal Housing and Community
Development Act of 1974, as amended.
SUCCESSFUL PROPOSALS: Firms must
thoroughly demonstrate the ability to carry out
the Guidelines and Requirements as well as
the General Program Services and the Special
Provisions of the RFP.
HOW TO APPLY: As of the date of this
publication, the RFP may be obtained online at
https://www.cityofhawthorne.org/cdbg-home, or
from the Housing Department and City Clerk’s
Office. Proposals shall only be accepted via
certified or express mail or by appointment

School District, acting by and through its Board

receive up to, but no later than the above-stated
date and time, sealed Request for Proposals

Due to the current mandates regarding social
distancing to prevent the spread of the Novel
Coronavirus Disease, hereafter referred to as
COVID-19, There will be a mandatory Pre-Bid
Conference on June 4, 2021, via Zoom at
10:00 AM Sharp, no one will be admitted if not
logged in on or before 10:00 AM. Attendance
will be taken or may be recorded. Any Bidder
submitting a proposal on this project who fails to

Each Bidder shall be licensed pursuant to
State of California Regulations, California
Business and Professions Code, and have the
necessary license to perform the work called
for in this request for proposal. Copies of all

No Proposal will be considered from a Bidder
who, at the time the Proposals are opened,
is not licensed.
No Bidder shall withdraw its Proposal for a
period of ninety (90) days after the award of
the contract by the District’s Board of Trustees.
During this time, all Bidders shall guarantee
prices quoted in their respective proposals.
Waiver of Irregularities. The District reserves
the right to reject any or all proposals, make
multiple awards, or to waive any irregularities
or informalities in any proposal or in the RFP
process. The Contract for the work, if awarded,
will be by the action of the District’s Board of
Trustees to the Bidder that meets the qualifications
established by the RFP documents.
Inquiries and Clarifications: The Bidder is
advised that all inquiries and clarifications about
the RFP shall be submitted to the District in
writing prior to Question Deadline noted above.
The District will respond at its earliest possible
opportunity. Verbal communication by either
party with regard to RFP is invalid. Inquiries

that the Board of Supervisors of the County
of Los Angeles has reestablished a $10,000
reward offered in exchange for information
leading to the apprehension and conviction
of the person or persons responsible for the
murder of 21-year-old William Fifita, who was
fatally shot at the intersection of Crenshaw
Boulevard and Rosecrans Avenue in the City
of Hawthorne after leaving a church dance
with family and friends on March 20, 2016,

RESOLUTION NO. 8285
A RESOLUTION OF THE CITY COUNCIL,
OF THE CITY OF HAWTHORNE, STATE
OF CALIFORNIA, ADOPTING THE CITY
OF HAWTHORNE’S 2020 URBAN WATER
MANAGEMENT PLAN (UWMP) AND
AUTHORIZING ITS FILING WITH THE
CALIFORNIA DEPARTMENT OF WATER
RESOURCES.
WHEREAS, the Urban Water Management
Planning Act (the Act, California Water Code
Section 10610 et. seq.) requires that every urban
water supplier that supplies water for municipal
purposes to more than 3,000 customers prepare
an Urban Water Management Plan (UWMP)
every five years, the primary objective of which
are to plan for the efficient management and
use of the water supply; and
WHEREAS, the City of Hawthorne is an
urban water supplier within the meaning of
the Act; and
WHEREAS, the California Water Service
Company has prepared the 2020 Urban Water
Management Plan to meet the requirements
of the Act in accordance with the guidelines
published by the California Department of
Water Resources and is made available for
public review; and
WHEREAS, the 2009 Act requires that the
State of California reduce daily per capita water
use by twenty percent by the year 2020, and
that urban water suppliers identify baseline
water usage and set community water use
target in the UWMP; and
WHEREAS, the Act requires Plans to be
reviewed at least once every five years, and
requires cities to make any amendments or
changes to the UWMP which are indicated
by the review; and
WHEREAS, the City of Hawthorne adopted
its last UWMP on June 14, 2016; and
WHEREAS, a new UWMP must be adopted
by the Council, after public review and hearing,
and filed with the California Department of Water
Resources within thirty days of adoption; and
WHEREAS, the City of Hawthorne has
prepared and circulated for public review a
draft 2020 UWMP, and a properly noticed
public hearing regarding UWMP was held
by the City Council on June 22, 2021; and
WHEREAS, the City of Hawthorne published
notice of the public hearing of its intent to adopt
an urban water management plan in the Daily
to the proposed action.) The independent
administration authority will be granted unless
an interested person files an objection to the
petition and shows good cause why the court
should not grant the authority.

Use Development) of Title 17 (Zoning code),
by eliminating the provision which provides
that “In no case shall a single building occur

ENVIRONMENTAL REVIEW: The proposed
zone text amendment is a project
subject to the California Environmental
Quality Act (CEQA) and qualifies for an
exemption from CEQA pursuant to Section
15061(b)(3) (Common Sense Exemption)
of the State CEQA Guidelines (Chapter 3
of Division 6 of Title 14 of the California
Code of Regulations). The activity is
covered by the Common Sense Exemption
that CEQA applies only to projects
which have the potential for causing a
significant effect on the environment.
There is no possibility that the proposed
change to the zoning code may have
a significant effect to the environment,
therefore the activity is not subject to
CEQA. No special circumstances exist
that the proposed change would create a
significant adverse effect on the environment
(i.e. no sensitive species or habitats,
no hazardous sites, no scenic highways,
no historic resources, etc.).

NOW, THEREFORE BE IT RESOLVED
that the City Council of the City of Hawthorne,
California:
Section 1. All the recitals in Resolution No.
8285 are true and correct.
Section 2. The City Council of the City of
Hawthorne finds that the City is in conformance
with all applicable requirements of the Urban
Water Management Planning Act.
Section 3. The City Council of the City
of Hawthorne hereby adopts the City’s 2020
Urban Water Management Plan and orders it
to be kept on file in the office of the City Clerk.
Section 4. The City Manager is hereby
authorized and directed to file the 2020 Urban
Water Management Plan with the California
Department of Water Resources within thirty
days after the date this Resolution is adopted.
Section 5. The City Clerk shall certify to the
adoption of this Resolution of the City Council
of the City of Hawthorne and shall cause this
Resolution and his certification to be entered
in the Book of Resolutions of the Council of
the City.
Section 6. This resolution shall be in full
force and effect immediately upon its passage
and adoption thereof.
Section 7. The City Attorney is authorized
to make minor typographical changes to this
Resolution that does not change the substance
of this Resolution.
