RESOLUTION NO. 8276
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HAWTHORNE, CALIFORNIA
DECLARING ITS INTENTION TO LEVY
STREET LIGHTING ASSESSMENTS FOR
FISCAL YEAR 2021-2022 AND SETTING
TUESDAY, JUNE 8, 2021 AT 6:00 P.M. AS THE
TIME AND DATE OF A PUBLIC HEARING
WHEREAS, the City Council of the City of
Hawthorne, California, adopted Resolution
No. 5178 on the 26th day of April 1982,
forming the Street Lighting Maintenance
District of Hawthorne, pursuant to the
provisions of Section 22585, et. seq. of
the Streets and Highways Code; and
WHEREAS, on May 11, 2021 the City
Council ordered the preparation of an
engineering report setting forth estimated
street lighting assessments for fiscal year
2021-2022; and
WHEREAS, the required Engineer’s Report
and estimates have been completed
and filed with the City Clerk and approved
by the City Council.
NOW, THEREFORE, IT IS HEREBY
RESOLVED by the City Council of the
City of Hawthorne, California as follows:
Section 1. That it is the intent of the City
Council to levy and collect assessments
within the assessment district described
in the City Engineer’s Report, attached
as Exhibit A, dated May 8, 2021 for the
fiscal year 2021-2022, except that there
shall be no assessment upon a Federal
or State government agency, or another
local agency.
Section 2. The improvements in the
district consist of the public and traffic
signal lighting facilities now or which may
hereafter be constructed or installed, and
the maintenance and servicing thereof.
Section 3. The district is designated as
the Street Lighting Maintenance District
of the City of Hawthorne and its general
location is within the boundaries of the
City of Hawthorne.
Section 4. A full and detailed description
of the improvements, the boundaries of
the assessment district, its zones and the
proposed assessments upon assessable
lots and parcels of land within the district
are contained in the City Engineer’s
Report of May 8, 2021, which report
is incorporated by reference hereby as
though fully set forth herein.
Section 5. In the event that the Hawthorne
City Hall remains closed to the public and City
Council meetings are held virtually through June
8, 2021, interested parties should review the
meeting agenda when published to confirm the
public participation process that will be used.
Therefore, interested parties are encouraged
to provide their comments by phone (310) 349-
2915 or by email (pjimenez@cityofhawthorne.
org) or by leaving their return phone number.
Any communication must be received no later
than June 8, 2021 at 4:00 p.m.
Section 6. That the City Clerk shall
give notice of said hearing causing the
Resolution of Intention to be published
pursuant to Streets and Highways Code
Section 22626.
Section 7. The City Clerk
shall certify to the passage and adoption
of this Resolution, which shall be in full
force and take effect immediately upon
its adoption

PUBLIC NOTICE is hereby given that Planning
Commission of the City of Hawthorne will hold
a public hearing to consider the following matter:
Project Title: Design Review Application
2021DR04 – Veteran’s Housing
Project Location: located immediately
south of 14115 Cordary Avenue in the
City of Hawthorne, Los Angeles County
(APN 4051-030-016)
Project Description: A request to approve
the proposed exterior façade(s), landscaping,
and accessory structures for a proposed 18
unit supportive housing project for veterans, per
Chapter 17.99 of the Hawthorne Municipal Code
(HMC). The projects consists of 7 modular
buildings connected by breezeways with a
combination of outdoor and indoor gathering
spaces, a multipurpose room, lobby, mail room,
bicycle storage, a water feature, common green
space, and community gardens.

ENVIRONMENTAL REVIEW: Design
Review Application No. 2021DR04 and
the approval of the General Plan Amendment
and Change of Zone constitutes a project
that is subject to review under the California
Environmental Quality Act (CEQA) (Public
Resources Code Section 21000 et seq.), and
the State CEQA Guidelines (California Code
of Regulations Section 15000 et. seq.). In
accordance with CEQA, the Planning Commission
has considered the Addendum to the
2017 IS/MND, and based on the entirety of
the record, the Planning Commission, exercising
its independent judgment and analysis,
determines that the revised Project would not
result in significant modifications or have any
occurrences within the conditions described in
CEQA Guidelines Section 15162. In addition, the
impact comparison provided in the Addendum
to the 2017 IS/MND demonstrates that no new
potentially significant impacts would occur, and
that no substantial increase in the severity of
impacts would occur upon implementation of
the revised Project. There is no substantial
evidence in the record supporting a fair argument
that approval of the Project will result in
a significant environmental effect, and will not
have an adverse effect, either individually or
cumulatively, on wildlife or the habitat upon
which wildlife depends.
PLEASE NOTE that pursuant to Government
Code Section 65009: In an action
or proceeding to attack, review, set aside,
void, or annul a finding, determination
or decision of the Planning Commission
or City Council, the issues raised shall
be limited to those raised at the public
hearing in this notice or in written correspondence
delivered to the Planning
Commission or City Council at or prior
to the public hearing.
