NOTICE IS HEREBY GIVEN that the Hawthorne
School District of Los Angeles County,
California, acting by and through its Governing
Board, hereinafter referred to as the “Owner” or
“District”, will receive prior to the above stated
time and date sealed proposals, for work generally
described as: Request for Proposals No.
R20-21-1 Student Transportation Services.
All proposals shall be made and presented only
on the forms presented by the Owner. RFP’s
shall be received in the Office of the Hawthorne
School District, Purchasing Department at
13021 S. Yukon Ave., Hawthorne, California
90250, at the above stated time and place and
there will be no formal bid opening. Due to the
current mandates regarding social distancing to
prevent the spread of the Novel Coronavirus
Disease, hereafter referred to as COVID-19,
anyone submitting their proposals in person
must wear a face covering, if not compliant the
District staff will not accept the proposal and the
company will be deemed as non-responsive.
Any proposals received after the time specified
above or after any extensions due to material
changes shall be returned unopened.
There will be a mandatory Pre-Bid Conference
on May 22, 2020, at 11:00 AM Sharp, at
Kornblum School, 3620 West El Segundo
Blvd, Hawthorne, CA 90250. Any Service
Provider bidding on this project who fails to
attend the entire mandatory conference will be
deemed as non-responsive Service Provider
and will have its proposal returned unopened.
Due to the current mandate regarding social
distancing to prevent the spread of COVID-19,
anyone attending the Pre-Bid Conference shall
at all times maintain a distance of six feet from
other people and shall at all times wear a face
covering. It is further recommended to use
gloves while attending the Pre-Service Provider’s
Conference. If not compliant, the company
representative will be asked to leave and the
company shall be deemed non-responsive.
It is each Service Provider’s sole responsibility
to ensure that their proposal is delivered on time
and received at the location specified above.
Any proposal received at the designated location
after the scheduled closing time for receipt
of proposals shall be returned to the Service
Provider unopened.
No Withdrawal of Bid Proposals. No Service
Provider shall withdraw its Bid Proposal for a
period of ninety (90) days after the award of the
Contract by the District’s Board of Education.
During this time, all Service Providers shall
guarantee prices quoted in their respective
Bid Proposals.
Waiver of Irregularities. The District reserves
the right to reject any or all proposals, make
an award, or make multiple awards, or to
waive any irregularities or informalities in any
Bid Proposal or in the bidding.
Award of Contract: The Contract for the Work,
if awarded, will be by action of the District’s
Board of Trustees, to the Service Provider
that meets the qualifications established by
the RFP documents.
Inquiries and Clarifications: The Service Provider
is advised that all inquiries and clarifications about
the RFP shall be submitted to the District in
writing prior to Question Deadline noted above.
The District will respond at its earliest possible
opportunity. Verbal communication by either
party with regard to RFP is invalid. Inquiries
shall be sent in writing to Aneska I. Kekula at
ikekula@hawthorne.k12.ca.us or mailed to
Aneska I. Kekula, at Hawthorne School District,

Service Providers are solely responsible for

Summary of Adoption of Ordinance
No. 2201, Amending Title 1 (General
Provisions), Title 15 Buildings and Construction)
and Title 17 (Zoning) of the
Hawthorne Municipal Code to Provide
Additional Enforcement Strategies to
Address Delinquent Fines, Zoning Violations
and Continuing Violations of the
Hawthorne Municipal Code
Pursuant to Government Code section 36933(c),
the following constitutes a summary of Ordinance
No. 2201 which will be considered for adoption
by the City Council at its regular meeting
on May 26, 2020 at 6:00 p.m. Pursuant to
California Government Code section 36933(c)
(1), the City Council has previously directed the
preparation and publication of a summary of
Ordinance No. 2201 which amends Title 1
(General Provisions), Title 15 (Buildings and
Construction) and Title 17 (Zoning) of the
Hawthorne Municipal Code to provide staff with
additional enforcement strategies such as City
withholding of permits and adding application
considerations to address delinquent fines,
zoning violations and continuing violations of
the Hawthorne Municipal Code.
Changes to Title 1 (General Provisions):
A new Section 1.23.020A would be added
to read: “The City may, in its sole discretion,
withhold permits, entitlements, licenses, except
those issued for revenue purposes only, to a
responsible party for a project, property or application
of any kind whenever administrative
penalties or administrative costs are delinquent.”
A new Section 1.23.020B (Enforcement)
would be added to read as follows: “The City
may, in its sole discretion, withhold permits,
entitlements, licenses, except those issued for
revenue purposes only, to a responsible party
for a project, property or application of any kind
whenever administrative fines remain unpaid.”
Changes to Title 15
(Buildings and Structures):
A new Chapter 15.75 (Enforcement) would be
added to Title 15 (Buildings and Structures)
of the Hawthorne Municipal Code to read as
follows: “It shall be the duty of the Director
of Building and Safety, with respect to new
construction, additions, alterations, changes
of use or moving of existing buildings, to
enforce this title by withholding of permits and
Certificates of Occupancy where plan checks
and field inspections reveal that completion of
the project will result in a zoning violation. A
Certificate of Occupancy shall not be issued
until all work required by the building official
and all other conditions imposed by a department
head, commission, committee or other
authority have been completed or satisfactorily
met, including, but not limited to, bonding. After
a Certificate of Occupancy has been issued,
and with respect to existing construction and all
other sources of violations, it shall be the duty
of the Department of Building and Safety to
enforce this title. In addition, all departments,
officials and public employees of the City of
Hawthorne vested with the duty or authority
to issue permits or licenses shall conform to
the provisions of this title and shall issue no
permit or license, except licenses issued for
revenue purposes only, for uses, buildings or
purposes in conflict with the provisions of this
title; and any such permit or license issued in
conflict with the provisions of this title shall be
null and void.”
Changes to Title 17 (Zoning):
A new subsection (I) to Section 17.06.030
(Zoning Application) would be added to read
as follows: “Withholding of Applications. The
Planning Department may refuse to accept
any application for a permit or other entitlement
from any person for a project, property, building,
or structure who has either: (a) unpaid fines,
liens or assessments; or (b) is the subject of
uncorrected violations affecting health and
safety, as demonstrated by administrative citations
or other pending civil or criminal action.
This section shall not apply to applications for
permits necessary to obtain compliance with
the Hawthorne Municipal Code, although the
City may place conditions on such application,
permit and/or entitlement in such circumstances.”
A new subsection (J) to Section 17.06.030
(Zoning Application) would be added to read
as follows:
“Application Considerations. The City may
take into consideration the fact that a person
or property has been issued citations when
the City is determining whether to grant a land
use approval and such citations are evidence
that the person has committed acts, or the
property had conditions, that are not compatible
with the health, safety and general welfare of
other persons and businesses in the vicinity.”
Environmental Review:
The proposed Ordinance to the Hawthorne
Municipal Code is not a project subject to
the California Environmental Quality Act
(CEQA) in accordance with Section 21065 of
CEQA and State CEQA Guidelines Sections
15060 (c)(2), 15060 (c)(3), and 15378, and is
exempt from CEQA as defined in CEQA
Guidelines section 15378, Section 15061
(b)(3) (general rule) and 15321 “Enforcement
Actions by Regulatory Agencies” (Class 21).
The proposed Ordinance has no significant
effect on the environment nor does it have
any potential for resulting in either a
direct or reasonably foreseeable indirect
physical change in the environment because
the amendments to the Hawthorne
Municipal Code merely provide an additional
enforcement tool for staff when presented with
applications pertaining to persons or properties
with Municipal Code violations and/or delinquent
fines, penalties or costs.
A certified copy of the entirety of the text of
Ordinance No. 2201 is available both on the
City’s website and also in the office of the City
Clerk, 4455 West 126th Street, Hawthorne,
California, and is open for public inspection.
Pursuant to Government Code section
36933(c), the summary Ordinance No. 2201
was published at least five (5) days before the
ordinance was considered for adoption on March
26, 2020 at a duly convened regular meeting
of the Hawthorne City Council.
