Hawthorne District of Los Angeles County,
California, acting by and through its Governing
Board, hereinafter referred to as the “Owner” or
“District”, will receive prior to the above stated
time and date sealed bids for the award of a

The Contract Time will be coordinated with
the awarded Contractor(s), and referenced in
the Notice to Proceed.
CONTRACTOR should consult the General
Conditions, Supplementary Conditions, Drawings,
and General Requirements regarding
Milestones and Liquidated Damages.
There will be a mandatory Pre-Bid Conference
and Job Walk on May 11, 2020 at
10:00AM Sharp at 14120 S. Hawthorne Blvd.
Hawthorne, CA 90250. We will gather in the
parking lot on 141st Street and Hawthorne Blvd.
Please allow enough time for parking due to
parking restrictions in the area. Any Contractor
bidding on the Project who fails to attend the
entire mandatory conference and job walk will
be deemed as non-responsive bidder and will
have its bid returned unopened. Job walk will
immediately follow after Bidder’s conference.
Due to the current mandate regarding social
distancing to prevent the spread of COVID-19,
anyone attending the Pre-Bid Conference and
Job Walk shall at all times maintain a distance
of six feet from other people and shall at
all times wear a face covering. It is further
recommended to use gloves while attending
the Pre-Bidder’s Conference and Job Walk.
If not compliant, the company representative
will be asked to leave and the company shall
be deemed non-responsive.
Each bidder shall be a licensed contractor
pursuant to the California Business and Professions
Code, and be licensed to perform the
work called for in the Contract Documents. The
successful bidder must possess a valid and
active Class B License at the time of bid and
throughout the duration of this Contract. The
Contractor’s California State License number
shall be clearly stated on the bidder’s proposal.
Subcontractors shall be licensed pursuant
to California law for the trades necessary to
perform the Work called for in the Contract
Documents.
No contract shall be awarded to any contractor
or subcontractor that has been barred
from bidding on, accepting, or performing any
public works contracts.
Each bid must strictly conform with and
be responsive to the Contract Documents as
defined in the General Conditions.
In accordance with California Public Contract
Code Section 22300, the Owner will permit
the substitution of securities for any moneys
withheld by the Owner to ensure performance
under the Contract.
Prevailing wages are applicable to the Project.
These per diem rates, including holiday and
overtime work, as well as employer payments
for health and welfare, pension, vacation, and
similar purposes, are available from the Director
of the Department of Industrial Relations.
Pursuant to California Labor Code Sections
1720 et seq., it shall be mandatory upon the
Contractor to whom the Contract is awarded,
and upon any subcontractor under such Contractor,
to pay not less than the said specified
rates to all workers employed by them in the
execution of the Contract.
A contractor or subcontractor shall not be
qualified to bid on, be listed in a bid proposal,
subject to the requirements of Section 4104
of the Public Contract Code, or engage in
the performance of any contract for public
work, as defined in the Labor Code, unless
currently registered and qualified to perform
public work pursuant to Labor Code section
1725.5. It is not a violation of this section for
an unregistered contractor to submit a bid that
is authorized by Section 7029.1 of the Business
and Professions Code or by Section 10164 or
20103.5 of the Public Contract Code, provided
the contractor is registered to perform public
work pursuant to Section 1725.5 at the time
the contract is awarded.
The Contractor and all subcontractors shall
furnish certified payroll records as required
pursuant Labor Code section 1776 directly to
the Labor Commissioner in accordance with
Labor Code section 1771.4 on at least on a
monthly basis (or more frequently if required by
the District or the Labor Commissioner) and in a
format prescribed by the Labor Commissioner.
Monitoring and enforcement of the prevailing
wage laws and related requirements will be
performed by the Labor Commissioner/ Department
of Labor Standards Enforcement (DLSE).
The Contractor and all subcontractors shall
adhere to all the Federal, State, City, and
Centers for Disease Control (CDC) guidelines
in regards to work and community mitigation
actions to prevent the spread of COVID-19.
Separate payment and performance bonds,
each in an amount equal to 100% of the total
Contract amount issued by a California admitted
surety as defined in California Code of Civil
Procedure Section 995.120, are required, and
shall be provided to the Owner prior to execution
of the Contract and shall be in the form set
forth in the Contract Documents.
Bid Security. Each Bid Proposal shall be
accompanied by Bid Security in an amount
TEN PERCENT (10%) OF THE TOTAL BID
AMOUNT. Failure of any Bid Proposal to be
accompanied by Bid Security in the form and
in the amount required shall render such Bid
Proposal to be non-responsive and rejected
by the District.
No Withdrawal of Bid Proposals. No Bidder
shall withdraw its Bid Proposal for a period of
ninety (90) days after the award of the Contract
by the District’s Board of Education. During this
time, all Bidders shall guarantee prices quoted
in their respective Bid Proposals.
Substitute Security. In accordance with the
provisions of California Public Contract Code
§22300, substitution of eligible and equivalent
securities for any monies withheld by the District
to ensure the Contractor’s performance under

ENVIRONMENTAL REVIEW: The City

1 consists of the operation, repair, maintenance,
permitting, leasing, licensing, or minor alteration
of existing public or private structures, facilities,
mechanical equipment, or topographical
features, involving negligible or no expansion
of use beyond that existing at the time of
the lead agency’s determination. Short Term
Rentals (STRs) involve the leasing of existing
residential structures involving negligible or no
expansion of use.
PLEASE NOTE that pursuant to Government
Code Section 65009: In an action or
proceeding to attack, review, set aside, void,
or annul a finding, determination or decision
of the Planning Commission or City Council,
the issues raised shall be limited to those
raised at the public hearing in this notice or
in written correspondence delivered to the
Planning Commission or City Council at or
prior to the public hearing.
