comments on the 2020 Consolidated Annual
Performance Evaluation Report (CAPER) for
the fiscal year beginning October 1, 2020
and ending September 30, 2021. Interested

The CAPER is presented annually to the
United States Department of Housing and
Urban Development (HUD) by the City of
Inglewood in compliance with the statutory and
regulatory requirements for reporting program
performance, expenditures, and accomplishments
for HUD Consolidated Planning and
Development Grant Entitlement Programs. The
City participates in two entitlement programs:
The Community Development Block Grant
(CDBG) and the HOME Investment Partnership
Program (HOME).
In accordance with Federal Regulations
governing the use of entitlement funds, the
draft CAPER describes the performance of
City activities funded during the fiscal year
of October 1, 2020 to September 30, 2021.
The 2020 CAPER shall be made available
for review and public comments for 15 days,
beginning February 25, 2022.
In addition to commenting during the Public
Hearing, comments on the Draft 2020 CAPER
can be directed to Mr. Roberto Chavez, HUD
Programs Manager for the City of Inglewood, by
sending an email to rchavez@cityofinglewood.

INVITATION TO SUBMIT PROPOSAL

The City of Inglewood invites and will receive
proposals duly filed herein for the furnishing
of qualified “Minor Home Rehabilitation
Program,” as specified in this document.
Each proposal shall be submitted and completed
in all particulars and must be enclosed
in a sealed package addressed to the City
of Inglewood, Purchasing and Contract Services
Division 8th floor, One Manchester Blvd.,
Inglewood, CA 90301 with the designation of
the project, Professional Auditing Services
appearing thereon.
Proposals will be opened in public on Thursday,
March 17, 2022 at 11:00 A.M. in the Purchasing
and Contract Services Division and will
be announced then and there to all persons
present. Specifications and other proposal
documents for the above service are on the
City’s PlanetBids portal.
The City reserves the right to waive any
irregularity within any proposal, and to take
proposals under advisement for a period of
ninety (90) calendar days from and after the
date proposals are opened and announced.
The following conditions and terms apply:
1) The City Council reserves the right to reject
any or all proposals.
2) Attached are detailed specifications and
conditions for proposal submission.
3) You must execute your contract within ten
(10) days after the City mails it. If the contract
is not executed within ten (10) days, the City
reserves the unilateral right to cancel it.
4) If any provision of the contract is violated,
the City, after suitable notice, may cancel the
contract and make arrangements to have the
products and or services supplied by others. Any
extra cost to the City will be paid by the vendor.

revisions to policy documents and

Plan Land Use Map, land use
designations, or intensities/densities
identified within the General

Association of Governments
(SCAG), the City of Hawthorne’s
fair share allocation (RHNA) is
1,734 new housing units during
this planning cycle. This includes:
445 units affordable to extremely/
very low-income households; 204

to moderate-income households;
and 836 units affordable to above
moderate-income households. In
compliance with State law, the
City of Hawthorne has prepared
an update to its Safety Element
to further address fire hazards,
emergency preparedness, and
climate adaptation. The City of
Hawthorne has prepared an Environmental
Justice (EJ) Element to
be included in the General Plan as
an optional element (not required
by State law). The EJ Element
addresses the following priorities:
Reduce Pollution Exposure and
Improve Air Quality; Promote Access
to Public Facilities; Healthy
Food Access; Safe and Sanitary
Homes; Promote Physical Activity;
and Promote Civil Engagement.
A negative Declaration/Initial Study
for the updates was prepared in
accordance to the California Environmental
Quality Act (CEQA).
