APPLICATIONS DUE FEBRUARY 5, 2021
The City of Hawthorne is pleased to announce
the availability of approximately $196,690
in Community Development Block Grant
(CDBG) funds for organizations that provide
public services to low- and moderate-income
residents during the 2021-2022 Program Year.
Funding for this Notice of Funding Availability
(NOFA) is made available pursuant to the
Federal Housing and Community Development
Act of 1974, as amended.
ELIGIBLE APPLICANTS: Applicants must
demonstrate the service to be provided will
principally benefit persons of low- and moderateincome
(households earning less than 80% of
Area Median Income). Examples of eligible
services include, but are not limited to, those
concerned with employment, crime prevention,
childcare, health, drug abuse, education,
welfare, or recreation. Priority for funding will
be given to those applicants meeting one
of the Strategic Plan goals included in the
PY2020-2024 Consolidated Plan.
HOW TO APPLY: As of the date of this
publication, electronic fillable copies of the
applications may be obtained online at https://
www.cityofhawthorne.org/cdbg-home. Applications
shall only be accepted via the online
submission portal. The deadline for submitting
applications is 4:00 PM on Friday, February 5,
2021. Any applications received after this time
will not be accepted. Applicants are encouraged
to submit their applications well in advance of
this deadline to ensure confirmation of receipt
prior to the deadline.

PROJECT INITIATION: Metro has initiated
a Draft Environmental Impact Report (EIR)
for the C Line (Green) Extension to Torrance
Project pursuant to the California Environmental
Quality Act (CEQA). Metro is the lead agency
for the Project. The Draft EIR will be prepared
in accordance with Section 15170 of the
CEQA Guidelines.
The purpose of this revised Notice of Preparation
(NOP) is to notify interested agencies and parties,
local jurisdictions, community organizations,
and interested residents (collectively, interested
parties) of the preparation of the Draft EIR
for the Project. This revised NOP is to solicit
comments as to the scope and content of the
Draft EIR and potential environmental effects
from the Project; invite public participation in the
Draft EIR scoping process; and announce the
public scoping meetings.
The C Line (Green) Extension to Torrance
Project (Project) is a proposed light rail transit
(LRT) line that would extend approximately
4.5 miles from the end of the existing Metro C
Line (Green) at the Redondo Beach (Marine)
Station in Redondo Beach southeast towards
Torrance. The proposed LRT line would connect
the Metro system farther into the South Bay,
serving the cities of Redondo Beach, Lawndale,
and Torrance. The Project Area is primarily
urbanized, with a wide range of existing and
planned land uses. More information about

COMMENT DUE DATE: In addition to oral
comments accepted at the scoping meetings,
written comments on the scope of the Draft
EIR, including the goals and objectives, Project
Area and description, environmental impacts to

Notice is hereby given that the City Council
has ascertained the prevailing rates of per
diem wages in the locality in which the work
is to be done for each craft or type of workman
or mechanic needed to execute the
contract in accordance with the provisions
of Section 1770, et. seq. of the Labor Code;
said prevailing rates are on file in the Office of
the City Clerk and are incorporated herein by
reference. Copies shall be made available to
any interested party on request.
Attention is directed to the provisions of Public
Contract Code Section 10164 concerning Contractor’s
licensing laws. This contract requires
at least a valid California Contractor License
Class “A” License and/or “C10” Electrical
Contractor at the time of bid. In addition,
a City of Inglewood business license will also
be required. The successful bidder must
obtain, and maintain current until completion
of the Project, an Inglewood City Business
License. This Notice is given by order of the
City Administrator of the City of Inglewood,
California, and is dated this January 25, 2021.

INVITATION TO SUBMIT BIDS

Governing Award)
The City of Inglewood invites and will receive
bids duly filed as provided herein for the
furnishing of qualified “POLICE SERVICE
EQUIPMENT AND SUPPLIES” as specified
in this document.
Each bid shall be submitted and completed in
all particulars and must be enclosed in a sealed
envelope addressed to the City of Inglewood,
The Office of the City Clerk, Inglewood City
Hall 1st Floor, 1 Manchester Blvd., Inglewood,
CA 90301, with the designation of the project
“POLICE SERVICE EQUIPMENT AND SUPPLIES”
appearing thereon.
Bids will be opened in public, on Wednesday,
February 17th, 2021, at 11:00 A.M. in the Office
of the City Clerk, and will be announced then and
there to all persons present. Specifications and
other bid documents for the above service are
on file in the Purchasing and Contracts Services
Division, and may be obtained upon request.
1) The City Council reserves the right to waive
any irregularity in any bid and to take bids
under advisement for a period not to exceed
sixty (60) days from and after the date bids
are opened and announced.
The following conditions and terms apply:
The City Council reserves the right to reject
any or all bids.
2) Attached are detailed specifications and
conditions for bid submission.
3) You must execute your contract within ten
(10) days after the City mails it. If the contract
is not executed within ten (10) days, the City
reserves the unilateral right to cancel it.
4) If any provision of the contract is violated,
the City, after suitable notice, may cancel the
contract and make arrangements to have the
products and or services supplied by others.
Any extra cost to the City will be paid by the
contractor.
5) Bid may be obtained from the Purchasing
and Contracts Services Division located on the
8th floor of City Hall, or call (310) 412-5266.
6) All bids must be for specific amounts. Any
attempt to qualify prices with an ‘escalation
clause’ or any other method of making a price
variable, is unacceptable. Bids shall be valid for
sixty (60) calendar days from and after the date
bids are opened and announced.
7) The City reserves the right to add or subtract
quantities and/or services based on the
unit prices/unit lump sums so indicated as its
budgetary needs may require.
