Classroom Soundproofing for Jet
Noise Completed at Payne Elementary

A $2.8 million soundproofing project
was completed in time for the new academic
year at Beulah Payne Elementary School,
one of four Inglewood campuses being
renovated through a partnership between
the school district and the Los Angeles
airport authority.
Classrooms, administrative buildings and
the school’s multi-purpose auditorium were
renovated with goal of reducing jet noise
levels on campus, according to a press
release from the Los Angeles World Airports
that includes LAX. Payne students, teachers
and administrative staff returned last
week to a campus with many interior improvements,
officials with the airport and
the Inglewood Unified School District announced
Aug. 22.
To reduce jet noise levels during the
school day, crews over the summer installed
acoustic windows and thicker doors, and
more insulation for the walls and ceilings.
Upgrades were made to the air conditioning
and heating systems throughout the
campus. There is more natural light in
classrooms now and energy consumption is
lower because of the renovations, according
to airport officials.
“It is our mission to provide our students
with the best educational opportunities and
these newly renovated facilities enhance our
students everyday learning environment,” said
Thelma Melendez, the state administrator at
the district.
The benefit of the partnership between
the airport and the school district is that
students can hear teachers better because
noise levels from LAX-bound jets tested
lower than the sound of a normal conversation.
Normal conversations range between
50 and 60 decibels. With the new windows
and building materials, jet noise is reduced
to 45 decibels, according to officials.
The insulation work at Beulah Payne
Elementary began in May 2018, as construction
of new buildings on campus got under
way. Sound insulation projects are planned
at Monroe Middle School, Morningside High
School, and Oak Street Elementary.
The structural work modernized the Payne
campus and raised the everyday learning
environment for the students, Melendez said.
The project is part of the airport authority’s
pledge to soundproof four Inglewood Unified
School District campuses.
A Passenger Facility Charge at LAX is
financing the remodeling work. The Federal
Aviation Administration in 2015 approved
the collection of the ticket fee to finance
$44 million in soundproofing measures at
five Inglewood district campuses. Woodworth
Elementary School was included on
the project list. •
