TO CONSIDER AN AMENDMENT TO
THE FRANCHISE AGREEMENT BETWEEN
ALLIED WASTE SERVICES OF
NORTH AMERICA AND THE CITY OF
HAWTHORNE.
NOTICE IS HEREBY GIVEN that on Tuesday,
February 12, 2019, at 6:00 P.M., a Public Hearing
will be held in the City Council Chambers,
4455 West 126th Street, Hawthorne, California,
90250 to consider Resolution No. 8045,
approving an amendment to the franchise
agreement between Allied Waste Services of
North America and the City of Hawthorne. This
amendment will affect the rates Allied charges
to its customers in the City for solid waste and
recyclable collection and for other services.
The proposed amendment will make the following
changes to the franchise agreement: 1)
The portion of Allied’s rates that are currently
indexed to the CPI for All Urban Consumers
as well as PPI and tipping fee will instead be
indexed only to the CPI for Water, Sewer and
Trash Services; 2) Allied will be authorized to
charge the City for certain services to City
owned facilities that had previously been
provided without charge for a limited term; and
3) Allied will provide additional free bulky item
pick-ups up to 20 items per year to residential
and multi-family customers upon proper notification.
Other provisions of the Allied Agreement
will remain in effect.
The proposed amendment does not involve
any significant changes to manner of providing
solid waste and recyclables collection service.
As a result there will be no changes to the
impacts evaluated in the August, 2012 Mitigated
Negative Declaration. Operations under the
franchise agreement will continue an overall
reduction in vehicular emissions, reduction in
truck traffic on City streets, and reduction in
noise associated with refuse pick-up activities
and vehicular traffic
If you challenge the subject matter of this public
hearing in court, you may be limited to raising
only those issues you or someone else raised
at the public hearing described in this notice,
or in written correspondence delivered to the
City Council at, or prior to, the public hearing.
The Resolution, the proposed amendment
and the associated staff report have been

The City of Inglewood invites and will receive
proposals duly filed as provided herein from
qualified Contractors to provide Minor Home
Repair Services as specified in this document
City of Inglewood – Request For Proposals
“MINOR HOME REPAIR GRANT
PROGRAM”.
Each proposal shall be submitted and completed
in all particulars and must be enclosed
in a sealed envelope addressed to the City
of Inglewood, Purchasing Division, Inglewood
City Hall 8th Floor, with the designation of the
project “Request For Proposals for “MINOR
HOME REPAIR GRANT PROGRAM ” appearing
thereon.
The City Council reserves the right to waive
any irregularities in any proposals, and to take
proposals under advisement for a period of
exceed ninety calendar (90) days from receipt
of proposals.
The following conditions and terms apply:
The City Council reserves the right to reject
any or all proposals.
Attached are detailed specifications and conditions
for proposal submission.
You must execute your contract within ten (10)
days after the City mails it. If the contract is not
executed within ten (10) days, the City reserves
the unilateral right to cancel it.
If any provisions of the contract are violated,
the City, after suitable notice, may cancel the
contract and make arrangements to have the
products and or services supplied by others. Any
extra cost to the City will be paid by the vendor.
Proposals may be obtained from the Purchasing
Division located on the 8th floor of City Hall, or
call (310) 412-5266.
All proposals must be for specific amounts.
Any attempt to qualify prices with an ‘escalation
clause’ or any other method of making a
price variable, is unacceptable. Proposal shall
be valid for ninety (90) calendar days from
receipt of proposal.
The City reserves the right to add or subtract
quantities and/or services based on the unit
prices/unit lump sums so indicated as its
budgetary needs may require.
