BE IT ENACTED BY THE COMMISSION
OF THE CALIFORNIA STATEWIDE COMMUNITIES
DEVELOPMENT AUTHORITY:
SECTION 1. Pursuant to California Government
Code Sections 53316 and 53340, and
in accordance with the Rate and Method of
Apportionment (the “RMA”), as set forth in
Exhibit E of Resolution No. 19SCIP-1 (the
“Resolution of Intention”) adopted January
24, 2019, as incorporated into Resolution No.
19SCIP-35 (the “Resolution of Formation”)
adopted March 7, 2019, with respect to the
California Statewide Communities Development
Authority Community Facilities District No.
2019-01 (333 North Prairie), City of Inglewood,
County of Los Angeles, State of California (the
“Community Facilities District”), a special tax is
hereby levied on all taxable parcels within the
Community Facilities District for the 2019-2020
fiscal year and for all subsequent fiscal years
in the amount determined by the Community
Facilities District in accordance with the RMA,
until collection of the Special Tax by the Commission
ceases and a Notice of Cessation of
Special Tax is recorded in accordance with
Section 53330.5 of the Act, provided that this
amount may in any fiscal year be levied at a
lesser amount by resolution of the Commission.
SECTION 2. The Authority’s special tax consultant,
currently David Taussig & Associates,
Inc., 100 West San Fernando Street, Suite 430,
San Jose, CA 95113, telephone (800) 969-4382,
is authorized and directed, with the aid of the
appropriate officers and agents of the Authority,
to determine each year, without further action
of the Commission, the appropriate amount
of the Special Tax (pursuant to, and as that
term is defined in, the Resolution of Formation)
to be levied for the Community Facilities
District, to prepare the annual Special Tax roll
in accordance with the RMA, and to present
the roll to the Commission for consideration.
SECTION 3. Upon approval by the Commission,
whether as submitted or as modified by
the Commission, the special tax consultant is
authorized and directed, without further action
of the Commission, to provide all necessary
and appropriate information to the Los Angeles
County Auditor in proper form, and in proper
time, necessary to effect the correct and timely
billing and collection of the Special Tax on the
secured property tax roll of the County; provided,
that as stated in the Resolution of Formation and
in Section 53340 of the California Government
Code, the Commission has reserved the right
to utilize any method of collecting the Special
Tax which it shall, from time to time, determine
to be in the best interests of the Authority,
including but not limited to, direct billing by the
Authority to the property owners, supplemental
billing and, under the circumstances provided
by law, judicial foreclosure, all or any of which
the Commission may implement in its discretion
by resolution.
SECTION 4. The appropriate officers and
agents of the Authority are authorized to make
adjustments to the Special Tax roll prior to
the final posting of the Special Tax to the Los
Angeles County tax roll each fiscal year, as may
be necessary to achieve a correct match of
the Special Tax levy with the assessor’s parcel
numbers finally utilized by the Los Angeles
County Auditor in sending out property tax bills.
SECTION 5. The Authority agrees that, in the
event the Special Tax is collected on the secured
tax roll of Los Angeles County, the County may
charge its reasonable and agreed charges for
collecting the Special Tax as allowed by law,
prior to remitting the Special Tax collections to
the Authority.
SECTION 6. Taxpayers claiming that the
amount of the Special Tax on their property
is not correct are referred to Section F of the
RMA for the proper claims procedure.
SECTION 7. If for any cause any portion of
this Ordinance is found to be invalid, or if the
Special Tax is found inapplicable to any particular
parcel by a court of competent jurisdiction, the
balance of this Ordinance, and the application
of the Special Tax to all other parcels, shall not
be affected.
SECTION 8. This Ordinance shall take effect
and be in force thirty (30) days after its final
passage; and before the expiration of fifteen
(15) days after its passage a summary of the
same shall be published, with the names of the
members voting for and against the same, at
least once in a newspaper of general circulation
published and circulated in the area of the
Community Facilities District.

at a regular meeting of the Commission on

The City of Inglewood, California hereby extends
an invitation to submit a proposal in accordance
with this bid, to provide labor and materials and/
or completing the above designated project.
The City makes no representation that any
agreement will be awarded to any firm/company
responding to this request.
A mandatory pre-bid conference and walk
thru for interested bidders will be conducted
on Thursday, April 4, 2019 at 3:00 PM at
Vincent Park Park. Vincent Park Park is
located at the corner of Centinela Avenue and
Warren Lane at City of Inglewood, California,

Each bid to be considered must be delivered
to and received by the City Clerk no later than
10:30 AM on Wednesday, April 17, 2019

Each bid shall be submitted and completed in
all particulars using the form entitled, "Bidder's
Proposal and Statement" attached hereto. The
submittal bid must be enclosed, together with
the requisite bid security, in a sealed envelope
addressed to the City Clerk with the designation
of the project: Vincent Park Tennis Court
Painting Project: CB-19-06 appearing thereon.
Each bid shall state the unit price of each
item if called for on the Bidder's Proposal and
Statement form. In the event alternative bids
are called for in said form, each alternative bid
shall be completed.
Bids will be opened in public in the City
Clerk's Office and will be announced to all
persons present.
Specifications and other bid documents for the
project are on file in the Public Works Department,
and may be obtained upon payment of
$50 for hard copies and $15 for CD’s.
Each bid must be accompanied by a deposit in
the form of cash, a cashier's or certified check
made payable to the City of Inglewood, or a
bid bond, for an amount of not less than ten
percent (10%) of the aggregate of the bid. This
is a guarantee that the successful bidder will,
within the time specified, enter into an agreement
as provided in the bid document. Bidder shall
furnish bonds when required in the Special
Provisions: One for faithful performance in the
amount of the contract sum, and another for
contractor's labor and materials in the amount
of the contract sum.The City Council reserves
the right to reject any or all bids and to waive
any irregularities in any bid, and to take bids
under advisement for a period not to exceed
sixty (60) calendar days from and after the date
bids are opened and announced.
Attention is directed to the provisions of Labor
Code § 1725.5: No contractor or subcontractor
may be listed on a bid proposal for a public
works project (submitted on or after March 1,
2015) unless registered with the Department
of Industrial Relations (with limited exceptions
for this requirement for bid purposes only under
Labor Code Section 1771.1a). No contractor or
subcontractor may be awarded a contract for
public work on a public works project (awarded
on or after April 1, 2015) unless registered
with the Department of Industrial Relations.
All contractors and subcontractors must furnish
electronic certified payroll records to the Labor
Commissioner for all new projects awarded on
or after April 1, 2015. The Labor Commissioner
may excuse contractors and subcontractors on
a project that is under the jurisdiction of one of
the four legacy DIR-approved labor compliance
programs (Caltrans, City of Los Angeles, Los
Angeles Unified School District and County of
Sacramento) or that is covered by a qualified
project labor agreement. This project is subject
to compliance monitoring and enforcement by
the Department of Industrial Relations.
Attention is directed to the provisions of Sections
1777.5 and 1777.6 of the Labor Code
concerning the employment of apprentices
by the Contractor or any subcontractor under
them. The Contractor or any subcontractor shall
comply with the requirements of said sections
in the employment of apprentices. Information
relative to apprenticeship standards and
administration of the apprenticeship program
may be obtained from the Director of Industrial
Relations, San Francisco, California, or the
Division of Apprenticeship Standards and its
branch offices.
Notice is hereby given that the City Council
has ascertained the prevailing rates of per
diem wages in the locality in which the work
is to be performed for each craft or type of
workman or mechanic needed to execute
the contract in accordance with the provisions
of Section 1770, et. seq. of the Labor Code.
Said prevailing rates are on file in the Office
of the City Clerk and are incorporated herein
by reference. Copies shall be made available
to any interested party on request.

California Public Contract Code Section 10164

Summary of Ordinance 2175 Amending
Chapter 10.20
(Traffic & Parking Control Devices/Signs
& Markings) of Title 10 (Vehicles & Traffic)
to the Hawthorne Municipal
Code (“HMC”).
Pursuant to Government Code section 36933(c),
the following constitutes a summary of Ordinance
No. 2175 which will be considered for adoption
by the City Council at its regular meeting on
April 9, 2019 at 6:00 p.m. Pursuant to California
Government Code section 36933(c)(1), the City
Council has previously directed the preparation
and publication of a summary of Ordinance
Nos. 2175 which clarifies and updates the
municipal code pertaining to parking definitions
and specifies acts that are expressly prohibited
by the Code.
Ordinance No. 2175 updates Chapter 10.20 of
the HMC relative to traffic and parking control
devices/signs and markings. Seventeen (17)
definitions have been added. Also, Ord. No.
2175 clarifies that the definition of traffic control
device includes posted parking signs, which is
consistent with the California Manual of Uniform
Traffic Control Devices. This ordinance will
prohibit vehicular parking on any street or
alleyway where a “No Parking” or “Parking
Prohibited” sign is posted during the hours
set forth on such signs.

Ordinance Nos. 2175 is available both on

Notice of petition to administer
Estate of Mario Di Pasquale

To all heirs, beneficiaries, Creditors, contingent
creditors and persons who may be otherwise interested
in the will or estate of Mario DiPasquale.
A petition for probate has been filed by Wesley
Di Pasquale in the Superior Court of California
County of Los Angeles the petition for probate
request that Wesley Di Pasquale be appointed
as the personal representative to administer
the estate of the decedent.
The petition requests authority to administer
the state under the independent administration
of a state act (this authority will allow personal
representative to take many actions without
obtaining court approval before taking certain
very important actions, however, the personal
representative will be required to give notice to
the interested persons unless they have waived
notice or consented to the proposed action.)
The independent administration authority will be
granted unless an interested person files and
objection to the petition and shows good cause
why the court should not grant the authority. A
HEARING on the petition will be held on April
22, 2019 at 8:30 AM in department 11 located
at 111 N. Hill St., Los Angeles, CA 90012
IF YOU OBJECT to the granting of this petition
you should appear at the hearing and state
your objection or file a written objections with
the court before the hearing. Your parents may
be in person or by your attorney.
IF YOU ARE A CREDITOR or A contingent
creditor of the decedent, you must file your claim
with the court and mail a copy to the personal
representative appointed by the court within the
later of either (1) four months from the date of
first issuance of letters to a general personal
representative, as defined in section 58(b) of
the California probate code, or (2) 60 days
from the date of mailing or personal delivery
to you of a notice under section 9052 of the
California probate code.
Other California statutes and legal authority
may affect your rights as a creditor. You may
want to consult with an attorney knowledgeable
in California law.
YOU MAY EXAMINE The file kept by the
court if you are a person interested in the
estate, you may file with the court a Request
for Special Notice (form DE – 154) Of the
filing of an inventory and appraisal of the
estate assets or of any petition or account as
provided in the Probate Code section 1250.

from the court clerk.
