schedule calls for crews to begin the repairs
by the end of the second quarter of 2018.
The City of Los Angeles will also conduct
a parking study, which Fuentes described
as “the first step to resolving an increasing
problem of airport travelers and employees
parking in El Segundo and using ride services
such as Uber and Lyft to get in and out of
the airport. While these drivers are avoiding
airport parking fees, they are clogging El
Segundo’s roads and neighborhoods with
traffic, and taking up parking spaces that
belong to our residents and their guests.”
Fuentes indicated that El Segundo will still
have opportunities to negotiate with LAWA
regarding other projects. RSI, a staple of
the 2005 agreement that expired two years
ago, is not part of the latest settlement--but
discussions continue with airport officials on
the topic. “During our talks, we pushed for
LAX to pressure the FAA [Federal Aviation
Administration] to release $6 million in reimbursements,”
Mayor Pro Tem Drew Boyles said.
El Segundo received those funds in late spring.
Boyles and Fuentes were at the negotiating
table—along with City Manager Greg
Carpenter and a team of attorneys and consultants—
when meetings began with airport
officials over two years ago as LAWA prepared
to release the LAMP environmental impact
report (EIR). According to Carpenter, the
City of El Segundo and LAWA have a “fundamental
disagreement” on whether LAMP
would induce growth at LAX or merely accommodate
growth independent of the project.
“The distinction is important because if the
project actually induces growth, as the City
believes, then LAWA would be obligated to
mitigate that growth with specific measures,”
Carpenter said. “At the end of the day, both
parties agreed that it was better to settle the
dispute rather than litigate it. The benefits to
the City are that El Segundo residents will get
LAX-related improvements without having to
spend taxpayer dollars on an expensive lawsuit.”
LAMP, with an estimated price tag of $5.5
billion, includes an Automated People Mover
(APM) system, two Intermodal Transportation
Facilities (ITFs), a Consolidated Rent-a-Car
Facility (CONRAC), improvements within the
Central Terminal Area (CTA), and a connection
to the Metro rail system. LAWA’s stated project
goal is to enhance the passenger experience and
relieve traffic in the CTA--as well as nearby
streets and roads--by providing travelers with
new, faster and more efficient pick-up/dropoff
options geared to decrease private vehicle
trips to LAX and at the same time improve air
quality via reduced vehicle emissions.
In the process, LAMP will do away with
the current entryway into the airport from
Sepulveda Boulevard and instead move access
points further east to Aviation Boulevard
where LAWA will house remote facilities
designed to get people to the airport without
using personal vehicles. The Board of Airport
Commissioners approved the project earlier
in the year, prompting El Segundo to file an
appeal on the grounds that the EIR did not
adequately address potential traffic, noise
and air quality impacts on local residents.
In addition to committing about $2 million
towards the Imperial Highway repairs
and $50,000 to the parking study, Los Angeles
also agreed to reimburse El Segundo
$20,000 for consultant fees related to the
study. “We’re pleased about this agreement
and the professional negotiations on both
sides,” Fuentes added. “We look forward to
continuing to work with Los Angeles and
LAWA to cooperate in the modernization
of the airport while mitigating the negative
impacts its growth has on our residents.” •

SCE Upgrades Scheduled in El
Segundo and Manhattan Beach
Southern California Edison (SCE) will
begin maintenance work and make
improvements to the electric grid in the
cities of El Segundo and Manhattan
Beach beginning Dec. 11, 2017 through
February 2018 to improve safety and
reliability.
This work is important to ensure the
power grid is supported with up-to-date
technology and reliability continues to
improve.
Please be advised of the following
construction alert for this phase of the
project:
• From Dec. 11-15, work will begin
on Rosecrans Avenue., just west of
Sepulveda Blvd. Work hours and lane
closures are scheduled from 7 a.m. to
10 p.m.
• While efforts have been taken to
reduce the impacts of this project, traffic
will be affected on Rosecrans Avenue
and Sepulveda Boulevard.
• From 7 a.m.-9 a.m., all of eastbound
Rosecrans Avenue and north turn lanes
will be open, and one lane westbound on
Rosecrans Avenue will remain open.
• At 9 a.m., Rosecrans Avenue will be
reduced to one lane in each direction. Los
Angeles County Sheriffs will be stationed
at the intersection of Rosecrans Avenue
& Sepulveda Boulevard for traffic control.
In some cases, large equipment
such as cranes may be used. Please
remain at a safe distance. There may
be noise associated with construction
activities. To ensure your safety during
